The Housing and Redevelopment Authority (HRA) bylaws provide for the election of two officers to the
HRA, Chairperson and Vice Chairperson. The bylaws state these positions are to be elected for a one
year term.

Dr. Kirsten Delegard from Mapping Prejudice discussed the history of racially restrictive
covenants in Golden Valley and gave a PowerPoint presentation about the larger impacts and
consequences of discriminatory housing practices.
Equity and Inclusion Manager Zackery discussed how discriminatory housing practices in the
past relate to existing inequities and disparities in Golden Valley and the surrounding metro
area.
Chair Rosenquist thanked staff and Dr. Delegard for the informative presentation.
2.Approve Golden Valley Affordable Homeownership Program Qualified Developers
Housing and Economic Development Manager Shoquist presented the staff report.
After a brief discussion, the HRA consensus was not to allow public comment on this topic.

Finance Director Sue Virnig presented the staff report.
Chair Rosenquist opened the item for public comment.
Cathy Waldhauser, 3220 Orchard Avenue, spoke in support of the levy and the work that HRA
staff are doing to bring more affordable housing to Golden Valley.
Ruth Paradise, 8515 Duluth Street, spoke in support of the levy and echoed the comments of
the previous speaker.
Chair Rosenquist stated that it is a modest levy but an investment in the community.
Commissioner S. Harris thanked staff and housing advocates for their tireless work on this
important issue.

Housing and Economic Development Manager Shoquist discussed the staff report, community
engagement, priorities of the HOPE Program, and the City’s strong support for the development of
affordable housing.
HRA Chair Rosenquist asked the Commission if they were open to receiving public input on this
item. The HRA consensus was to allow public input.
Ruth Paradise, 8515 Duluth Street, stated she supports acceptance of the developers of the HOPE
projects at tonight's HRA meeting. The City is making strides in meeting City goals and the
developers meet the guidelines for the project and the program.
Cathy Waldhauser, 3220 Orchard Avenue, stated she is happy with the progress of the HOPE
Program and supportive of the developers that are being recommended for this current project.
Alex Frank, HOPE developer applicant and owner/managing director of Magnolia Homes, stated
he is looking forward to partnering with the City of Golden Valley on this project. He also invited
the HRA to view one of the properties he is currently building in north Minneapolis so they can
have a preview of the development that is coming to Golden Valley.
As there were no other people requesting to speak, Chair Rosenquist closed the public comment
time.

Summary
In 2022, the City Council adopted a Public Land Disposition Ordinance, the goals of which were to:
efficiently manage public land, add transparency to the process, and provide a pathway for unneeded
land to be utilized for affordable housing.
The ordinance requires that every three years all property in the city is reviewed for consistency with
City needs and its retention justified by relevant City administrative departments. This occurred last in
2022 in the inaugural year of the ordinance.
In addition, for years in which the larger retention discussion is not required, the ordinance still calls
for a report on the status of public properties in the city and any change from the previous year. This
Executive Summary and associated attachments shall function as this report.
In 2022-2023, the City did not dispose or transfer any public land, although 7 parcels were identified in
the first and second rounds of the Homeownership Program for Equity (HOPE) for redevelopment as
housing. Staff expects that the first three of these properties (1605 Douglas Dr, 208 Meander Rd, 4707
Circle Down) to be transferred to selected development partners later this summer. The parcels in the
second wave of HOPE parcels are likely to be retained until Summer 2024.
While the City did not transfer or dispose of any property it did acquire a single new parcel of land,
located at 7901 23rd Ave N. A site plan for the property is included with this report. ID#149 in the land
inventory, this property was acquired by the City for use in the 2023 Pavement Management Program
(PMP) and is planned to be converted into a storm water pond as part of this year's PMP. The parcel is
located just west of DeCola Pond A and is anticipated to further help reduce flooding impacts on the
neighborhood.
The 2022 Public Land Inventory established recommended actions for all publicly held land, as can be
seen in the attached tables. For this year's report, staff is proposing no changes to these
recommendations.

Financial or Budget Considerations
The Public Land Inventory is intended to better manage City owned land, which promotes good
financial planning with regard to property and facility maintenance.
Legal Considerations
The Public Land Disposition ordinance established a methodology for the disposition of public
property in an orderly fashion.
Equity Considerations
The Public Land Disposition ordinance can help to eliminate biases in the handling of public lands
