Naming – Renaming Publicly Owned Assets Input
Staff is taking input from the Diversity, Equity and Inclusion Commission (DEIC) as well as the Open
Space and Recreation Commission (OSRC) to develop a proposed process for the naming and/or
renaming of publicly owned assets.
Next Steps in the Process:
Take input on key naming/renaming questions from both the DEIC and the OSRC to develop the
initial proposal draft concept.
Merge together the input gathered from both the DEIC and the OSRC to begin the development
of a draft process proposal.
Review the draft proposal with both the DEIC and the OSRC and make adjustments, additions
and changes as recommended.
Present draft naming/renaming process proposal to the City Council at a council work session.
Make all appropriate changes as recommended.
Publish draft naming/renaming process proposal on city website for public comment.
Share public comments with the City Council, make adjustment to the proposal as directed and
recommend proposal for approval at a formal City Council meeting.
Key Questions for Input
Recognition
Should city owned assets be named or renamed after individuals or community organizations?
If yes, should there be a clear affiliation between the individual or community organization and
the City of Golden Valley?
When a naming/renaming request is submitted, if there are potential expenses and impacts to residents,
or the community as a whole, should this be a consideration when determining naming or renaming?
Should non-residents be eligible to request a naming or renaming recognition?
Should background reviews be conducted on individuals or organizations that are being considered for
naming or renaming?
Who should conduct the background check - staff or an independent consultant?
Based on the background review, if there is information of concern, who should be responsible
for determining if it should eliminate the naming consideration?
Note: If a previously named city asset is determined to have historical implications or attributes
misaligned with the city’s core values, the City Council will take action to begin the renaming process.
Rubrics
Should staff have an initial review criteria/rubric to determine if a naming or renaming request is
appropriate to move forward for commission review and recommendation?
Should there be an application fee to offset the expense for review and naming?
Should a rubric be used by each commission, witha related point scale, to determine if a requested
naming or renaming should move forward to city council for approval?
Public Input
Should public input be taken for naming a new city owned asset?
Should public input be taken on renaming a city owned asset?
Fiscal Sponsorships or Donations
Should the city accept fiscal donations or sponsorships for naming rights of a specific publicly-owned
asset?
If a donation or sponsorship is accepted, who will determine the value of the fiscal
commitment?
If a donation or sponsorship is accepted, who will determine the time span the name remains
with the asset?
Memorials
If the naming/renaming will serve as a memorial, should there be a waiting period prior to consideration?
Roadways
Should Golden Valley roads be considered for renaming?
Should co-naming or honorary street names be considered rather than formally changing the name of
streets?
Please note: Street renaming has a number of specific parameters that impact potential requests for
renaming. Examples include:
State highways cannot be renamed by local municipalities
County roads cannot be renamed by local municipalities
Roads that are contiguous through many communities will not be renamed as an independent
section of road
Organizational Support
For all publicly owned parks & recreation assets:
Do members of the OSRC support becoming the entity to review a naming/renaming request of publicly
owned parks & recreation assets and make recommendations to the city council? (This would be added
to the OSRC bylaws)
For all publicly owned assets that are not utilized for parks & recreation purposes:
Do members of the DEIC support becoming the entity to review all other naming/renaming requests of
publicly owned assets and make recommendations to the city council?
(This would be added to the DEIC bylaws)
Other
Are there any other key considerations that have not been addressed?
