A. EAB Removals and Replanting
i. If a resident doesn’t remove an infested tree within 60 days of notification, the City will
do it and bill the resident. The resident currently has one year to pay this back. The City

is looking at giving residents 3-5 years to pay this off to make it more equitable. This cost
includes the contractor cost, administrative fees, and interest if longer than one year.
ii. Staff is also looking into Hennepin County’s Healthy Tree Canopy Grant, the DNR
Preparing for EAB Grant, and the Urban and the Community Forestry Program allocation
from the Inflation Reduction Act to offset removal costs.
iii. Could we lengthen the time residents have to remove trees since contractors seem to be
booked out so far?
iv. The City has a goal of replacing trees 1:1. The challenge is to find places for new trees to
go.
v. City staff are looking at different options for helping residents plant new trees:
1. Community Gravel Bed Nursery.
1. Public land where seedlings will grow quickly.
2. Smaller trees with a 1” diameter.
2. Tree Sale through Minnesota Tree Trust.

Subject: Draft 2023 Work Plan
As stated in its bylaws, the Commission is required to develop an annual work plan for review and
approval by City Council. The draft work plan for 2023 will be based upon the City’s 2040
Comprehensive Plan, Energy Action Plan, GreenStep Cities Program, City Council’s legislative
priorities, and more.
The Commission reviewed and discussed the 2022 work plan at its January 2023 meeting and
offered ideas for the 2023 work plan. The way the timing works out, the work plan generally
starts and ends in April of each year.
Attached is the draft work plan for 2023 based on feedback provided at the January EC meeting.
Commissioners should come to the February meeting prepared to discuss, refine, and approve
the draft work plan ahead of Council consideration at the March work session.
20232 Work Plan
Proposed work plan priorities for 20232 are based on goals in the City’s 20232 Pyramid of
Success, 2040 Comprehensive Plan (including Resilience & Sustainability, Natural Resources,
Water Resources, Transportation), Equity Plan, Energy Action Plan, Pollinator Protection
Resolution, Climate Emergency Declaration, GreenStep Cities Program, and City Council’s 20232
Legislative Priorities.
• Recycling And Organics
o Help develop a plan to increase participation rates for organics recycling, and
opportunities for multi-family recycling, including organics and onsite composting.
o Seek opportunities to partner with non-profits and others to reduce Styrofoam and
single use plastics, bags, and containers (restaurants, stores, etc) within Hennepin County,
and explore a potential city-wide ban on certain products.
o Start to research and engage the public in 2024 about city-contracted solid waste and
yard waste services beginning in 2027 or later
• Energy Action - Help guide and participate in the implementation of the City’s Energy Action

Subject: EAB Removal and Replanting Effort
Last month, staff gave an update on the status of EAB in Golden Valley as well as some solutions
they were looking into for canopy restoration and assistance with ash tree removal. Following the
meeting, staff received additional information about a fall tree sale in partnership with Tree Trust
to increase tree canopy in residential areas. Tree Trust is a nonprofit that is and has been
partnering with a number of cities in the Metro area, including St. Louis Park and Edina, to host
tree sales.
Tree Trust would provide us with 100 trees for the sale. Staff is able to recommend tree species
fit for Golden Valley. The stock trees come in 10-gallon containers, are 6 to 8 feet tall, and 1 to 2
inches in diameter. A mulch bag for planting and tree owner’s manual are given out with the
trees. Trees of this size generally retail for $150-$200, and the City would offer them for $40-$80
to residents. Tree Trust takes care of setting up and managing the website and sales, purchasing
the trees, and organizing and facilitating the pick-up.
Staff would like to recommend to Council that we host this fall tree sale with a cost share with
residents. At the current estimates, cost to the City would be $14,731.21 at the participant copay
of $40. We are considering a tiered pricing structure that would allow residents in identified
Environmental Justice Priority Areas (4 highest areas) to purchase trees at this lower copay while
residents outside of these areas pay a standard $80 copay. (This is similar to the home energy
squad price structure.) A tiered pricing structure would promote equity and lower the cost for the
City to $11,731.21 while still providing trees at a steep discount. Up to $10,000 will be provided
by the Forestry replanting budget. Due to the steady rate of EAB replanting on public land in the
last several years, and the lack of EAB replanting on private properties, staff recommends these
funds be utilized to help remove barriers and buy down the cost of private replanting. Any public
tree planting in 2023 can be funded by grants which are only available to public entities at this
time.
The Commission is being asked to consider approving the partnership with Tree Trust for a Fall
2023 Tree Sale, and sponsoring the event by dedicating up to $1,750 for the effort ($1,750 is half
of the EC’s $3500 annual budget).
Staff would also like to follow up on a previous topic and briefly discuss easing the cost burden of
removing ash trees by amending the City’s special assessment terms when hazard ash trees are
condemned. The Commission is being asked to review and consider the attached
recommendation from Forestry staff.
Staff will be on hand to help facilitate the discussion and answer questions.

RECOMMENDATION:
Forestry staff recommends extending the special assessment repayment program for
condemned tree removals to 5 years due to the anticipated significant costs some residents
may occur during the Emerald Ash Borer infestation condemnations.

Additional Notes:
Golden Valley’s existing program condemns significantly infested ash trees on private property
and allows property owners 60 days (used to be 30 days) to remove the tree(s). After 60 days,
if property owners do not provide notice that the tree(s) have been removed, staff will
complete a follow-up inspection (when resources allow) and issue a “Forced Removal Notice”.
The “Forced Removal Notice” identifies the total cost for removal by the City’s contractor and
the terms of payback.
Based on the large volume of infested ash trees, forced removal notices will only be issued for
ash trees deemed to be hazards (posing imminent risk or danger to persons, structures, and
infrastructure like power lines).

Subject: Organics and Recycling Update
Organics Recycling
According to Republic Services, the city composted 459 tons of organic waste in 2022, compared
to 28.7 tons in 2021 before the city contracted for organics service. Additionally, the October
2022 study shows that the city has an organics recycling participation rate of approximately 45%.
This is much higher than the anticipated 30% participation based on the age of the program and
comparisons to similar programs in neighboring cities.
Based on the 459 tons of recycled organic waste and an assumed median density of 745 pounds
per cubic yard (based on data from MPCA), the City’s organics recycling service diverted 1,232
cubic yards of waste from landfills in 2022. That’s the equivalent of filling an entire basketball
court 5.5 feet deep in organic material.
It is difficult to find accurate CO2e ratios for composting versus landfilling, but staff found one
calculation that helps put this waste diversion in context. According to a calculator created by
Stop Waste, a public agency in Alameda County, California, for every 1 ton of organic material
that is composted, an estimated 0.88 tons of CO2 emissions are prevented. Golden Valley’s 459
tons of recycled organic waste mitigated about 404 tons of carbon emissions. According to the
EPA’s Greenhouse Gas Equivalencies Calculator, that is like 434 acres of US forest carbon
sequestration or 13,891 incandescent lamps switched to LEDs or 46.2 homes’ energy use for one
year.
Republic Services reported one rejected load so far in 2023, in the first week of January. Staff
used data collected during the participation study to identify homes that may be more likely to
have contamination in their organics cart. We concluded that residents who were not setting out
traditional recycling carts along with their organics recycling carts might mistakenly be putting
traditional recycling (glass, plastic, clean cardboard, etc.) in their organics cart instead. Based on
this data, city staff and staff at Republic did cart checks at these addresses. This practice yielded
some success as we were able to give educational letters and guides to the residents and saw
contamination at those homes decrease in the following weeks. There have not been any
rejected loads since the outreach efforts following the first rejected load in January.
Traditional Recycling
According to Republic Services, the city recycled 1,787 tons of waste in 2022, compared to 2,011
tons in 2021, 1,918 tons in 2020, and 1,861 tons in 2019. Additionally, the October 2022 study
shows that the city has an exceptionally high recycling participation rate of 97%, up from 95% in
previous years.
Trash
On March 21, 2023, the City Council approved six licenses for residential trash haulers, which
brings the total down from eight haulers operating in the city a couple of years ago. This decrease
in haulers is helping to reduce the number of trucks on our streets. Staff are still waiting for the
latest tonnages from trash haulers but will report back as soon as we can with more information.
Republic Services
Staff recently met with representatives from Republic Services to give an annual performance
review and go over their annual report. We are also working with them to schedule composition

Re: 2022 Annual Report
This annual report is being prepared to aggregate information provided to the City of Golden Valley
throughout the year and provide a full year look back at the successes of the program and to identify areas
for improvement.
Overall performance assessment
2022 was an important year for recycling in Golden Valley. In January we rolled out a curbside organics
collection program to all residents in the city. This new program was met with enthusiasm by many residents
and criticized by many others. The rollout of the organics carts in the winter holiday months was hampered
by weather and did not go as smoothly as intended. The initial weeks of organics collection were also
disrupted by weather events. This led to some frustrated residents early on. By early spring I believe we had
moved past almost all the early implementation challenges and began running a very consistent collection
operation. The collection of traditional recycling from city residents and city buildings took place all year with
very few delays or challenges.
Participation studies
In October of 2022 our drivers completed a participation and set out rate study for organics and traditional
recycling. These studies sought to identify the set our rate and participation rate for both recycling streams.
The set-out rate is the percentage of single-family households that set out recyclable material each week as
a percentage of the number of eligible in the City. The participation rate is the percentage of households that
participated at some point in the study period.
For traditional recycling we determined that the average set out rate was 91.9% during each of the collection
weeks in the study month. We calculated an overall participation rate of 96.9%, meaning that 96.9 percent of
residents set out the recycle cart at least one time in the study month. This result shows an exceptionally high
participation rate across the city.

For organics recycling we determined that the set-out rate ranged from 26%-29% during each of the
collection weeks in the study month. This showed that between 1838 and 2033 residents were putting their
cart out for service each week. We calculated an overall participation rate of 45%, meaning that 3119
residents set out their organics cart at least one time in the study month. This is an exceptionally high
participation for any organics collection program and among the highest participation rates in the metro area,
including programs that have been in place for many years.
Recovery Rates
The overall weights of materials collected can be found in the monthly tonnage reports. That are sent to the
City on the 15th of every month. In 2022 we collected 1787 tons of traditional recycling and 459 tons of
organics for composting. The annual tonnage reports are included as attachments for your review.
Republic Services team responsiveness
We believe that the Republic Services Municipal team and our entire operational support team maintained
an exceptional level of responsiveness throughout 2022. Early in the year our teams were in constant contact
as we worked thorough the cart delivery and organics program rollout. We worked together to identify
customer concerns and solutions. As we moved through spring and summer our teams stayed in contact
whenever issues came up. I believe we were proactive in bringing the City any concerns we heard on the
street as well as quickly working on any situations that the City team brought to our attention.
Republic Services Progress to reducing GHG emissions from the activities under the contract
We can continue our efforts to service the city with as few vehicle miles as possible. Having intelligently
designed routes can reduce mileage and vehicle emissions which are the major source of GHG emissions
from our collection activities. Republic is a leader in the electric vehicle (EV) development for trash and
recycling collection vehicles and we continue to make progress in our efforts to electrify our fleet.
Review recycling center report and trends in the recycling industry
Overall, recycling commodity markets remain very soft and close to historic low points for many materials.
Unfortunately, the trend for light weighting packaging continues and as we know a lot of these new packaging
types are not desirable for our End Markets.
Metal and plastic markets are yielding positive value but we continue to pay vendors increasing tip fees to
accept and further process glass. The Fiber Market is extremely soft and the general consensus is it will
remain so, likely thru at least Q2 of 2023. On the supply side we are still experiencing increased recycling
volumes from the Covid Era, primarily cardboard. Many homeowners shopping patterns changed whereby
they continue to buy online vs retail. This has resulted in receiving higher volumes of cardboard. WestRock’s
(St Paul Paper Mill) decision to shut down half of their St Paul Plant in Oct of 2022 has severely disrupted the

Cardboard Market in our Region (specifically baled cardboard). Movement for loose cardboard remains
undisrupted.
Efforts to expand markets
Republic is leading national efforts to increase the circularity of our recycling economy. One recent investment
is in the creation of a first of its kind Polymer Center near Las Vegas. This facility will process and refined mixed
plastic streams into more valuable recycled material that can be used in the manufacturing of food grade
packaging instead of being used in lower value products like carpet backing or outdoor furniture. This project
is up and running and planning is underway for additional polymer centers with a future location likely to
serve the Midwest market.
Recyclable Material and Organics/Food Waste Processing
Traditional recycling was processed at the Republic Minneapolis Recycle Center. Enclosed you will find the
facility annual report and quarterly reports submitted to the Minnesota Department of Revenue. The facility
was in compliance with all material separation requirements.
Organic material was processed at the Shakopee Mdewakanton Sioux Community (SMSC) Organics Recovery

Recycling and Organics Composition Study
The City and Republic did not determine dates for either composition study in 2022. We are working on
sample collection and sorting details for a traditional recycling composition study in April or May of 2023. We
are also working with the staff at SMSC to determine availability and timing of an organic composition study
in 2023

Recommendations for improvement in 2023
Continued education of all residents regarding the appropriate materials for each recycling container
(traditional and organics). The city can have an impact on the quality of material we collect by continuing to
educate residents about what material goes in each bin.
We can improve the environmental impact of the organics route by using the participation data to better
define the designated routes around the residents who are participating. Additionally the City Team will be
able to use participation data to better target promotional material to homes not currently participating in
the program, increasing participation year over year.
Damaged Cart Recycling
All carts removed from service are returned to our Eden Prairie location and evaluated for damage and reuse
capability. Any cart that cannot be cleaned, refurbished and reused is recycled. A local plastics recycling
vendor processes and recycles these carts. In 2022 we sent of 700,000lbs of scrap carts for recycling. A report
detailing these weights is enclosed for your review.

In ert material - means the unco mpo stable material remaining in a comp ost system a er decomposition. Inert material does n ot
in clu d e so il particles o r other n aturally occu rring materials that may be found in th e co mpo st sy stem. Th e weight of the separated
in ert material divided by the weight o f th e total sample, mu ltiplied by 100, shall be the percen t dry weight of the inert material
conten t. Class I and fin ish ed yard waste co mpo st must n ot co ntain greater th an th ree p ercen t in ert materials (Min n . R. 7035.2836
Subp. 5 item J(3)).
Nutrient o r Bu lking agen t - means the material other than th e waste types accepted (yard waste, brush /wood, SSOM, etc) add ed to a
compost system to eith er provide stru ctu ral suppo rt an d p reven t th e settlement an d compactio n o f th e decomposing waste or add
additional nutrient to the compost (e.g. n itrogen, bloo d meal, micro organisms).
Rejects - are def ined as ino rgan ic materials that cannot be ren d ered in to a h umu s-like material; materials that are u n acceptable du e
to p ermit co n ditio n s; o r materials th at are u n acceptable acco rding to defin itio n s Minn . R. 7035.0300, subparts 99a(B), 105a(B), o r

studies in the next few months to sort through samples from the city’s traditional recycling and
the organics recycling collection. Updated contamination and education tags were finalized for
Republic Service’s truck drivers to leave at homes with contaminated carts or other issues.
Republic Services has several CNG trucks operating in Golden Valley and recently introduced
electric trucks into their fleet. Currently, they are only operational in their Phoenix market and
are likely still a few years away from being introduced in Minnesota.
Outreach & Education
According to metrics gathered by the city’s communications staff, there are currently 3,976
subscribers to the Recycling Updates email list and 1,404 subscribers to the Residential Waste
Hauling email list. So far, this has been a helpful way to share information about delays of
recycling and organics service, and staff are also planning to use this avenue of communication to
share other types of recycling messages in the future.
During a recent meeting with other metro-area recycling staff, we learned about waste sorting
guides that can be integrated on websites. The City of Brooklyn Park’s website has a good
example partway down the page: https://www.brooklynpark.org/recycle/. There are a few
different companies that some cities have contracted with to add these capabilities to their
websites as an educational resource to residents. Staff are exploring innovative ideas like this to
help inform residents about recycling.
Lastly, staff presented at the quarterly STAR meeting with multifamily property owners and
managers in March to talk about the HOURCAR electric vehicle carsharing pilot program,
multifamily building energy efficiency assessments, emerald ash borer, and recycling
requirements.
PROGRAM/PROJECT UPDATES – March 2023
GREENCORPS PROGRAM
The member completed the data collection for Green Step Cities Steps 4 and 5 and submitted for approval.
Along with staff, they attended the Shade Tree Short Course for updates in urban forestry and arboriculture.
They are preparing for Earth Month initiatives and clean-ups in April as well as energy outreach and events.
WATER AND NATURAL RESOURCES
2024 Bassett Creek Restoration Project (Regent Ave to Golden Valley Rd) – The BCWMC approved funding
for a feasibility study for a stabilization and restoration project on Bassett Creek from Regent Ave to Golden
Valley Rd. This study began this fall with research and field work. Public comment can be provided by
accessing the project webpage at Bassett Creek Feasibility Study | Golden Valley, MN (goldenvalleymn.gov) There
was also an open house for the project at Brookview Community Center on March 1st. The study will wrap up
in spring 2023. Construction is scheduled for fall/winter 2024 following a design and community engagement
process.
Medley Park Stormwater Improvement Project
Construction began in early November and will continue through summer 2023 when trail paving, solar LED
light installation, restoration, and planting will occur. More information is available on the project webpage.
DeCola Ponds SEA School-Wildwood Park Flood Reduction Project
The SEA School-Wildwood Park portion of the project was awarded to Rachel Contracting by City Council on
March 7. The DeCola Ponds D and E storm sewer pipe replacement work will be bid under separate contract in
summer 2023. The plans are available for viewing on the project webpage.
Lagoon Dredging within Theodore Wirth Park
The Bassett Creek Watershed Management Commission has finished removing accumulated sediment from
the lagoons within Theodore Wirth Park. The objective is to return these lagoons to their historically designed
condition, and improve water quality by dredging out accumulated sediment and its associated phosphorus.
The dredging of Lagoon E is completed, Lagoons F and D are commencing. The project is anticipated to run
through winter 2022 with restoration of disturbed areas being completed in spring of 2023.
Bassett Creek Stabilization within Brookview Golf Course
The City has contracted with Blackstone Contractors LLC perform construction for the stabilization and restoration
of a portion of Bassett Creek approximately 500 feet long within the City owned and operated Brookview Golf Course.
This portion of the creek has eroded significantly in recent years. The RFQ specifies a streambank stabilization technique
with a natural appearance and the incorporation of native vegetative buffers. The project is substantially complete and
final restoration will take place in the spring.
ENERGY
Staff has been learning more about the Inflation Reduction Act funding and incentives for both residential and
municipal energy efficiency and electrification efforts. The city continues to do outreach to residents and
businesses about energy savings opportunities. The city is also preparing for future events like the
Sustainability Fair at Theodore Wirth Park, the summer EV showcase event, and tabling at Market in the
Valley. There are still free LED kits to have available for residents at these events.
