September 25, 2006
Present: Commissioners Anderson; Baker; Hill; Pawluk; St. Clair; Silpala. Also present were
Jeannine Clancy, Director of Public Works; Jeff Oliver, City Engineer;

1. Call to Order
St. Clair called the meeting to order at 7:03 pm.
2. Approval of Minutes — August 28, 2006
Silpala stated that his last name was spelling incorrectly throughout the minutes. This will be
corrected.
MOVED by St. Clair, seconded by Hill, and the motion carried unanimously to approve the minutes of
the August 28, 2006 meeting as submitted.
3. 1/1 Update
A. Municipal Utility Code Final Version
The Council considered the attached version of the Municipal Utility Code at its meeting on
September 19, 2006. Staff recommended that the point of sale provision not be effective until January
1, 2007, so real estate agents and title companies can be notified of the change. The Council adopted
the Code with that provision. The second reading will occur at the October 3, 2006 Council meeting.
The Code will become effective upon publication with the exception of the point of sale, which will be
effective January 1, 2007.
B. Response to Metropolitan Council Environmental Services (MCES) Regarding
Surcharge
The attached letter to Jason Willett at the MCES is in response to a letter from him on July 13, 2006
that notified the City of the $380,000 pending surcharge for 2007. The letter asks for a credit of
$139,430 and explains the City's plan for 2007 for our program. Clancy and Oliver reviewed the City's
2006 projects and the proposed 2007 Plan with the Commissioners.
Hill asked why the City's letter to the MCES only asks $139,430. Clancy explained that the $139,430
is the credit only; in addition to that amount, the costs of the 2006 projects represents eligible costs
which are adjustments that can be deducted from the City's surcharge. After 2006, the City will only
be eligible for the adjustments.
St. Clair asked if the MCES operates on a bi-annual budget and that is why the City is doing both
2006 and 2007. Clancy explained that the City is indexing it to its Pavement Management Program
(PMP) Program. The MCES has asked the City to document its current year and show what is
proposed for 2007.
Baker asked what other communities are doing about the pending surcharge. Clancy stated that the
cities of Minneapolis and New Hope are writing letters contesting their surcharge amounts; and
Minnetonka is in the process of undertaking their inspection program. Thirty-three communities in the
metro area are being impacted by the surcharge.

Silpala asked if the City would be able to disclose the fees from the inspections, driven by the permit
process, in next year's report. Clancy replied that those costs are 100 percent eligible.
Oliver advised that if crews see anything structurally wrong while doing the inspection phase in the
2007 PMP, the City will strongly encourage people to participate in the sewer service repair or lining
program. Those costs would be eligible in 2007.
C. Inspection Program Implementation
1. Video
The video is not complete; it should be finished by the next Environmental Commission
meeting. The goal is for it to be a short video that can be accessed from the City's website for
people to view and obtain another understanding of the inspection program.
2. Community Television
Community television has prepared a segment on Inflow and Infiltration (1/1). This will be the
first such segment produced in the metro area, and it will be aired on October 2, 2006.
3. Letters and Brochures
Oliver explained that staff is in the process of finalizing a brochure describing all the issues
involved in the inspection. This brochure will be sent, along with a letter of explanation, to all
residents in the 2007 PMP area whose homes will be inspected. Short Elliott Hendrickson Inc.
(SEH) will be doing the actual inspections.
4. Inspection Scheduling
Somers and Strassburg will be scheduling the appointments with residents. Short Elliott
Hendrickson Inc. (SEH) will be doing the actual inspections.
D. Point of Sale
Clancy advised that once the inspection program begins on the 2007 PMP, the point of sale
will be become a top priority item to be completed. This consists of contacting all real estate
agents and title companies to let them know this will become effective on January 1, 2007.
4. Comprehensive Plan Update
The Council has, on a preliminary basis, adopted the general fund budgets; the formal adoption will
occur in December. The preliminary levy was adopted in September. The Environmental
Commission's budget items come out of the Utility Funds, which includes the water, wastewater,
storm water and natural resources. Staff is presently looking at the scope of work for the City's
consultants' that will be involved in updating the Comprehensive Plan.
For the water portion, Scott Harder with the Environmental Financial Group has been extensively
involved on work with the Joint Water Commission (JWC). New Hope, Golden Valley and Crystal
share a water system and purchase water from the City of Minneapolis. Harder is working to update
the City's water supply plan. This plan will be brought back to the Commission for feedback.
The Comprehensive Plan is due in the MCES office in 2008; however, the goal of the City Council is
to get these things done early rather than just before the deadline.
The City is looking to SEH to update the wastewater portion of the Plan. They have much of the work
on the 1/1 and have collected much of the data. The City has asked for a proposal from Barr

Engineering Co. to review the storm water portion of the Plan. Barr has done extensive work with the
Bassett Creek Water Management Commission (BCWMC) and most of our community lies within the
Bassett Creek Watershed and staff thought it was the most cost-effective route.
Silpala asked who deals with the transportation portion of the Comprehensive Plan, as the pollution
and other environmental impacts should come to the Environmental Commission. Clancy stated the
transportation portion has been assigned to the Planning Commission, but anyone is welcome to be
involved in that portion. Clancy will mention to the City Manager that Silpala's requested a review of
the transportation portion.
Approximately five years ago, the City did a natural resources inventory in the City, but staff did not do
a management plan at that time. The purpose of this phase is to complete the management plan.
Baker asked if staff sees any new course corrections or innovations in these different chapters of the
Comprehensive Plan. Clancy stated she has not really thought about it. Staff has had a desire to work
with Minneapolis to work on a back up water supply, but not much progress has been made. She
believes a back up water supply is still a question that is out there.
5. Program/Project Updates
A. Three Rivers Park District Trail (Regional Bicycle Plan) — Three Rivers opened bids
and awarded the contract to DMJ Corporation. They plan to start construction of the trail this fall.
B. Ad Hoc Deer Task Force — Lundstrom is out sick today. Pawluk stated that the Deer
Task Force is in the process of putting together a proposal. St. Clair added that final edits will be
done at the Task Force meeting on September 27 and from there the proposal will go to the City
Council. At the public meeting, the vast majority of those in attendance were in favor of a deer
management plan.
C. Lighting Plan/Ordinance — The lighting plan was taken from the Commissions to a City
Council work session and was well received. The next step is to put the plan into an ordinance
format and then take it to a regular City Council meeting. Clancy estimated it would go to Council
within the next 30 days.
D. Proposed Developments
1. Miner/Olympic Printing Site — Not a lot has changed on the Miner/Olympic
Printing Site. It was considered last month by the Planning Commission and was
recommended for approval on the preliminary stage. The Council will consider the plan at their
October 3, 2006 meeting. The developer will then make revisions based on that review and
bring it back to the Council.
2. The Colonnade — The plans for the office addition at the Colonnade were
delivered to the City today for review. The developer is proposing 240,000 sq. ft. of office
space and an addition parking ramp.
3. Maywood — This is the Tree Service Site on the south TH 55 frontage road,
east of Valleywood Circle.

4. Honeywell — The City has not received anything from Honeywell. There has
been some contact with staff. Honeywell wants to remodel their building, eliminate some of its
production, bring in 1,500 professional type positions and add a two-story parking structure.
Pawluk is concerned about the number of cars that will be added to the streets in that
area.
Hill asked if there was some way to ask Honeywell to get rid of some of the impervious
surface it has now. She sees Honeywell lights in her back yard from long abandoned parking
lots behind their building. Oliver stated that staff cannot comment until the City sees plans. Hill
asked if once the City receives the plans, can staff suggest things such as impervious surface
and make their parking ramp higher. Oliver stated that the City could enforce the standards
that are in place. There is more leeway when it is a planned unit development.
If the Park & Ride facility at the MnDOT building moves forward, they certainly will have
more capability in Golden Valley to re-route traffic. Pawluk asked how big the Park & Ride
structure would be. Oliver does not remember the number of stalls, but it will be four floors.
Clancy will update the Environmental Commission more on Honeywell once staff
receives more information.
E. South Rice Lake Buckthorn Removal Project — The residents plan to complete the next
phase of the buckthorn removal on September 30, 2006. Lundstrom or Teynor will be there to answer
questions.
F. Open Space & Recreation Commission Minutes — The July 24, 2006 minutes are
attached to the agenda for your information.
6. Commission Member Council Resorts
No one attended any recent Council meetings. Pawluk is not receiving the agendas for the Council
meetings or the Council/Manager meetings. Clancy advised that the entire agenda packets for these
meeting are available on the City's website. The other Commissioners are receiving the Council
agendas.
7. Other Business
Silpala commented about the noise coming from a machine shop near Pennsylvania Woods; and
asked if the City had a noise ordinance. Clancy explained that the City does have a noise ordinance.
After 10 pm noise levels are put at maximum level. Silpala asked if there were limits during the day
(7 am to 10 pm). Clancy replied she would have to check the ordinance and could give a copy to
Silpala. Silpala added that there is no housing near the shop but walking through the woods, the shop
makes a racket that he would not put up with if living nearby. It seems the problem is coming from
their ventilation system. Clancy will ask Inspections Department to look into the noise.
Pawluk asked about the traffic signal at the intersection of Golden Valley Road and the south side of
Noble Avenue that sits right next to the sidewalk. In the middle of the sidewalk there is a MH cover.
The sidewalk around is breaking up around the manhole. Clancy will have staff check this.
Silpala asked what the best way is to promote the use by the City of earth energy and other
environmental friendly modes of transportation. Would this fall under the Comprehensive Plan? Baker

believes the Commission should look for all kinds of opportunities to insert things into the
Comprehensive Plan. Hill would like more mass transit. St. Clair asked if the City would hold public
meetings to allow resident input concerning the Comprehensive Plan. Clancy did not know the answer
to that question; it will be part of the scope development. Oliver thinks a lot of the direction will come
out of the Envision process.
Silpala asked if the City plans to add any major construction projects, new structures or buildings.
Clancy replied that the City is currently doing a building assessment and analysis. Staff is evaluating
all the existing City buildings to see if they meet the City's needs, what condition they are in and costs
to repair. The Brookview Community Center is a concern because staff questions whether the building
still meets the City's long-term needs. The performance area will be located on the north shore of the
pond near the large shelter. The back of the stage will be toward the pond and the audience will face
north. Estimated cost of the performance area is $250,000. Clancy also mentioned there are
significant issues with the City Hall building. A building analysis of all City buildings has been done
and she is awaiting the results.
Silpala would like to see the City to encourage contractors to consider using ground source heat
pumps, rather than burning gas or electricity when it approves building permits for new buildings, or
replaces a heating system. Pawluk asked if the City Code allows or encourages this. Oliver believes
this would be a building code issue; however, encouraging the contractors could be incorporated at
the local level.
Silpala asked if the City allows electric vehicles on City streets. He believes the state of Minnesota
passed a new law allowing all electric vehicles to operate on local streets, but believes it is up to each
municipality to rule on this within its own borders. Baker added that there are several things that could
be done to encourage green roofs, recycled materials, etc. The City could then install interpretive
signs explaining to the public that this is something you could do too. Clancy believes that once the
City adopts the 1-394 Corridor Study, a lot of these things will come out of that plan.
St. Clair commented that he was asked to make a presentation to the Fridley Environmental
Commission. While there he mentioned being a member of the Golden Valley Environmental
Commission and that it was dealing with 1/1 issues. The Fridley Commission has no idea what 1/1 was,
and neither did their staff person attending the meeting. St. Clair was proud and pleased that he is
part of the Golden Valley group that does know what about 1/1 and its impacts on the environment. It
took a long time to explain this to Fridley.

your home, you will need to contract with a plumber to install the cleanout. A

Sanitary Sewer Service Compliance Inspection
Dear Property Owner:
The City of Golden Valley will be initiating a Sanitary Sewer Service
Compliance Inspection in your neighborhood as part of its Golden Valley
Road/Railroad Bridge project and its Inflow and Infiltration Reduction
Program. The purpose of the inspections is to eliminate sources of clear
water, also known as inflow and infiltration (1/1), into the sanitary sewer
system. This clear water, which typically consists of ground water and
storm water run off, puts undue stress on the sanitary sewer collection and
treatment systems, resulting in increased costs for cities such as Golden
Valley that use the regional wastewater treatment system. Common
sources of 1/1 include the connection of foundation drains and roof drains
into the sanitary sewer system', and the improper discharge of sump
pumps.
The Metropolitan Council Environmental Services (MCES) provides
sanitary sewer collection and treatment services for the metropolitan area.
The City of Golden Valley is among the communities which generate
excess peak sanitary sewer flows following heavy rainfalls, which
indicates 1/1 problems. The MCES has notified Golden Valley that future
peak flow violations will have financial impacts including surcharges. In
order to minimize and/or avoid these surcharges, a detailed inspection of
sanitary sewer services is needed to look for sources of 1/I. The City needs
the cooperation of all of its sanitary sewer customers.

your home as part of this inspection. If you do not have an operating cleanout inside
your home, you will need to contract with a plumber to install the cleanout. A condensed
list of plumbing companies who work within the City is enclosed with this letter for your
reference.
