2006 EC Report - DraftDRAFT 2006 Report of the Golden Valley Environmental Commission Prepared by Jon P. Pawluk, Chair April 23, 2007 In accordance with Section 2.50, Subd. 4 of the Golden Valley City Code, the Golden Valley Environmental Commission submits the following report of its 2006 Activities and 2007 Proposed Activities, organized by the Commission's Duties and Responsibilities. Summary While the Environmental Commission did not put forth any major initiatives in 2006 like the Buckthorn Control initiative in 2005, it was none the less a productive year. The majority of the Commissions time was spent reviewing information and providing input to staff pertaining to the following: • Surface Water • Lighting Ordinance • Municipal Utility Code Revisions • Inflow and Infiltration (I/I) • Property Maintenance Code • Trash and recycling in Parks and Nature Trails , In addition, the Commission received monthly program and project updates to review and provide input to staff from an environmental standpoint, as well as identify issues the Commission should be involved in. The Commission believes that it provides a valuable service to the City and Staff and looks forward to continuing to serve the City's environmental concerns. 2006 Activities • January • Received a presentation on Native Buffer Zones by Prairie Restoration • Provided in response to the Surface Water theme from Envision • Intended to educate residents on the use of buffer zones • Moved to recommend the City Council direct staff to install recycling receptacles in all City Parks, and trash receptacles at the entrances to all nature area trails • Moved that the Commission supports continuation of the City Council's smoking ban as currently written • February • Selected 4 Commission members to serve on the Deer Task Force (Anderson, Baker, Pawluk, St. Clair) • Received a presentation from Staff on the 1/I Study • March Held a Joint Meeting with the Planning Commission • Received a presentation from staff on lighting regulations • Received a presentation by staff on the draft Property Maintenance Code Moved to petition the City Council to include the Environmental Commission in the review process of the residential property maintenance code prior to any public hearings Received a presentation from staff on the history of City recycling in response to the Commission's January motion April • Received a presentation on I/1 from Short Elliot Hendrickson (SHE • Focused further attention on recycling in the City Parks and tras ceptacles for all nature trails May • Moved to recommend the City Council direct staff to install trash receptacles in nature area locations identified by staff • Tabled original January motion on recycling in order to review St. Louis Park's study on recycling • Provided further discussion on 1/I, and in particular public education opportunities • June • Continued discussion on the challenges of adding nature area trash receptacles and City budget constraints • Reviewed the Municipal Utility Code Revisions and provided staff with feedback on revisions and changes • July — Meeting Cancelled due to lack of quorum August • Joint meeting with the Planning Commission • Received proposed lighting ordinance and provided feedback on revisions and changes • Reviewed inventory of trash receptacles in nature areas • Reviewed Municipal Utility Code Revisions made by the City Council • Reviewed the I/I Communications Plan • September • Received an update from staff on Council action on the final Municipal utility Code • Reviewed the response to the Met Council Environmental Services (MCES) regarding the surcharge • Reviewed the UI Program Implementation education plan • Discussed the City Comprehensive Plan Update • October • Reviewed I/I updates • Reviewed the Municipal Utilities Code Final Version • Reviewed the Inspection Program Implementation Plan • Discussed the Wirth Lake Detention Pond project • November • Received a presentation by Environmental Financial Group (EFG) on the water supply section of the City's Comprehensive Plan update • Received an I/1 update from staff • December 2007 Proposed Activities . owt-9 ft4ov ey Date: April 23, 2007 Memorandum Public Works 763-593-8030 / 763-593-3988 (fax) To: Jeannine Clancy, Director of Public Works Through: Jeff Oliver, City Engineer, P.E. From: Eric Eckman, Public Works Specialist Subject: Inspection Status - Inflow and Infiltration (1/1) Program Staff wishes to update you on the status of all inspections for the 1/1 Program, specifically the 2007 Pavement Management Program (PMP) and the Point of Sale (POS) Program. 2007 Pavement Management Program Utilizing the services of Short Elliott Hendrickson Inc. (SEH), staff began the 1/1 Inspection Program in October 2006 for the 2007 Pavement Management Program. The program included 270 properties. The following is a summary of the findings as of April 20, 2007. Services found compliant 83 Services found non-compliant: • Improper sump discharge 1 • Foundation drains 1 • Cracked pipe/separated or off -set joints 24 Services with unknown connections, foundation drains, or clean -outs requiring further investigation 35 Services which required clearing of roots or other obstructions before televising can be completed 24 Inspections scheduled and attempted but not completed because service was not accessible. (Approximately 49 properties were removed from the 2007 PMP on Xerxes, Zane and Lindsay and are thought to contribute to this number. 99 No response, made no appointment 3 Total 270 GAPROJECTMInflow and Infiltration\Inspections Status\4-23-07.doc Point of Sale Program The Point of Sale Program was implemented February 6, 2007. A total of 171 permits have been processed. The following is a summary of findings to date. Permits received as of April 23, 2007 171 Residential 145 Commercial 26 Inspection Results — All Properties* • Compliant 272 Non -Compliant due to defects, foundation drains, or clean -outs 77 Required escrow at closing 5 Total Properties/Units Ins ected** 354 *Separate results for Residential and Commercial properties were not available for this report **The number of inspection results is much higher than the number of permits because, in the case of multiple family dwellings, one permit contains several addresses. Variance/Building Permit Program Staff is not aware of any 1/1 inspections completed for properties with a building permit (excluding water heaters), variance, etc. Staff is aware that this program will be implemented on or around May 1, 2007.
