In accordance with Section 2.50, Subd. 4 of the Golden Valley City Code, the Golden Valley
Environmental Commission submits the following report of its 2006 Activities and 2007 Proposed
Activities, organized by the Commission's Duties and Responsibilities.
Summary
While the Environmental Commission did not put forth any major initiatives in 2006 like the Buckthorn Control
initiative in 2005, it was none the less a productive year. The majority of the Commissions time was spent
reviewing information and providing input to staff pertaining to the following:
• Surface Water
• Lighting Ordinance
• Municipal Utility Code Revisions
• Inflow and Infiltration (I/I)
• Property Maintenance Code
• Trash and recycling in Parks and Nature Trails ,
In addition, the Commission received monthly program and project updates to review and provide input to staff
from an environmental standpoint, as well as identify issues the Commission should be involved in. The
Commission believes that it provides a valuable service to the City and Staff and looks forward to continuing to
serve the City's environmental concerns.
2006 Activities
• January
• Received a presentation on Native Buffer Zones by Prairie Restoration
• Provided in response to the Surface Water theme from Envision
• Intended to educate residents on the use of buffer zones
• Moved to recommend the City Council direct staff to install recycling receptacles in all City Parks, and
trash receptacles at the entrances to all nature area trails
• Moved that the Commission supports continuation of the City Council's smoking ban as currently written
• February
• Selected 4 Commission members to serve on the Deer Task Force (Anderson, Baker, Pawluk, St. Clair)
• Received a presentation from Staff on the 1/I Study
• March
Held a Joint Meeting with the Planning Commission
• Received a presentation from staff on lighting regulations
• Received a presentation by staff on the draft Property Maintenance Code
Moved to petition the City Council to include the Environmental Commission in the review process of the
residential property maintenance code prior to any public hearings
Received a presentation from staff on the history of City recycling in response to the Commission's
January motion
April
• Received a presentation on I/1 from Short Elliot Hendrickson (SHE
• Focused further attention on recycling in the City Parks and tras ceptacles for all nature trails

• Moved to recommend the City Council direct staff to install trash receptacles in nature area locations
identified by staff
• Tabled original January motion on recycling in order to review St. Louis Park's study on recycling

Subject: Inspection Status - Inflow and Infiltration (1/1) Program
Staff wishes to update you on the status of all inspections for the 1/1 Program, specifically the
2007 Pavement Management Program (PMP) and the Point of Sale (POS) Program.
2007 Pavement Management Program
Utilizing the services of Short Elliott Hendrickson Inc. (SEH), staff began the 1/1 Inspection
Program in October 2006 for the 2007 Pavement Management Program. The program
included 270 properties. The following is a summary of the findings as of April 20, 2007.

Point of Sale Program
The Point of Sale Program was implemented February 6, 2007. A total of 171 permits have
been processed. The following is a summary of findings to date.

**The number of inspection results is much higher than the number of permits because, in the
case of multiple family dwellings, one permit contains several addresses.
Variance/Building Permit Program
Staff is not aware of any 1/1 inspections completed for properties with a building permit
(excluding water heaters), variance, etc. Staff is aware that this program will be implemented
on or around May 1, 2007.
