2023-02-21 Special Meeting February 21, 2023 — 6:30 PM Council Chambers Hybrid Meeting HRA SPECIAL MEETING MINUTES Housing and Redevelopment Authority meetings are being conducted in a hybrid format with in-person and remote options for attending, participating, and commenting. The public can make statements in this meeting during public comment sections. Commissioners present: Chair Gillian Rosenquist, Commissioners Maurice Harris, Shep Harris, and Denise La Mere-Anderson Commissioners absent: Commissioner Kimberly Sanberg Staff present: HRA Director Cruikshank, HRA Attorney Cisneros, Housing/Economic Development Manager Shoquist, City Planner Campbell, and City Clerk Schyma The special meeting was called to order at 6:30 pm by Housing and Redevelopment Authority Chair Rosenquist. Special Meeting Item(s): 1. Approve Home Ownership Program for Equity (HOPE) Qualified Developers Housing and Economic Development Manager Shoquist discussed the staff report, community engagement, priorities of the HOPE Program, and the City’s strong support for the development of affordable housing. HRA Chair Rosenquist asked the Commission if they were open to receiving public input on this item. The HRA consensus was to allow public input. Ruth Paradise, 8515 Duluth Street, stated she supports acceptance of the developers of the HOPE projects at tonight's HRA meeting. The City is making strides in meeting City goals and the developers meet the guidelines for the project and the program. Cathy Waldhauser, 3220 Orchard Avenue, stated she is happy with the progress of the HOPE Program and supportive of the developers that are being recommended for this current project. Alex Frank, HOPE developer applicant and owner/managing director of Magnolia Homes, stated he is looking forward to partnering with the City of Golden Valley on this project. He also invited the HRA to view one of the properties he is currently building in north Minneapolis so they can have a preview of the development that is coming to Golden Valley. Harris to adopt HRA Resolution No. 23-01 Approving Greater Metropolitan Housing Corporation as qualified developer of 1611 Lilac Drive North . Motion carried 4-0 with unanimous approval. (In Favor: M. Harris, S. Harris, La Mere-Anderson, Rosenquist. Opposed: N/A) Motion by S. Harris, Second by M. Harris to adopt HRA Resolution No. 23-02 Approving Magnolia Homes, LLC as a qualified developer of 1131 Lilac Drive North. Motion carried 4-0 with unanimous approval. (In Favor: M. Harris, S. Harris, La Mere-Anderson, Rosenquist. Opposed: N/A) Motion by M. Harris, Second by La Mere-Anderson to adopt HRA Resolution No. 23-03 Approving Twin Cities Habitat for Humanity as qualified developer of 1211 Lilac Drive North. Motion carried 4-0 with unanimous approval. (In Favor: M. Harris, S. Harris, La Mere-Anderson, Rosenquist. Opposed: N/A) Motion by S. Harris, Second by M. Harris to adopt HRA Resolution No. 23-04 Approving Twin Cities Habitat for Humanity as qualified developer of 504 Lilac Drive North. Motion carried 4-0 with unanimous approval. (In Favor: M.
