2022-03-15 Meeting Minutes Housing and Redevelopment Authority meetings are being conducted in a hybrid format with in - person and remote options for attending, participating, and commenting. The public can make statements in this meeting during public comment sections, including the public forum beginning at 6:20 pm. REGULAR MEETING MINUTES 1. Call to Order The meeting was called to order at 6:42 pm by Housing and Redevelopment Authority Chair Maurice Harris. 1A. Roll Call Commissioners present: Chair Gillian Rosenquist, Commissioners Maurice Harris, Shep Harris, Denise La Mere-Anderson, and Kimberly Sanberg Staff present: HRA Director Cruikshank, HRA Attorney Cisneros, Housing and Economic Development Manager Shoquist, Physical Development Director Nevinski, City Planner Campbell, and City Clerk Schyma 1B. Election of Officers Motion by Sanberg, Second by La Mere-Anderson to approve a Chairperson Rosenquist and Vice Chairperson Maurice Harris for 2022. Motion carried 5-0. Chair Maurice Harris turned the gavel and meeting over to Chair Rosenquist. 2. Approval of Agenda Motion by Sanberg, Second by M. Harris to approve the agenda as submitted. Motion carried 5-0. 3. Approve a Professional Service Agreement for a Comprehensive Housing Needs Assessment with Maxfield Research & Consulting, LLC D. Approve Resolution No. 22-01 Authorizing Transfer of Housing and Redevelopment Authority General Fund Balance to the Housing Fund E. Receive and File the 2022 Property Inventory and Recommendations 3. Items Removed from the HRA Consent Agenda: 3C. Approve a Professional Service Agreement for a Comprehensive Housing Needs Assessment with Maxfield Research & Consulting, LLC Housing and Economic Development Manager Shoquist presented the report. Matt Mullins and Brian Smith, Maxfield Research & Consulting, LLC, were present and available for questions. Motion by M. Harris, Second by Sanberg to authorize the Chair and Executive Director to execute a contract for a Comprehensive Housing Needs Assessment Professional Service Agreement with Maxfield Research & Consulting, LLC in a form approved by t he Housing and Redevelopment Authority attorney. Motion carried 5-0. 3E. Receive and File the 2022 Property Inventory and Recommendations City Planner Campbell presented the report. The HRA consensus was to remove the property located at 300 Turners Crossroad North from the proposed list until a plan that best utilizes this particular parcel is more concrete. Motion by M.
