2022-08-16 Special Meeting Minutes Housing and Redevelopment Authority meetings are being conducted in a hybrid format with in - person and remote options for attending. SPECIAL MEETING MINUTES The meeting was called to order at 6:30 pm by Housing and Redevelopment Authority Chair Rosenquist. Commissioners present: Chair Gillian Rosenquist, Commissioners Maurice Harris, Shep Harris, Denise La Mere-Anderson, and Kimberly Sanberg Staff present: HRA Director Cruikshank, HRA Attorney Cisneros, Housing and Economic Development Manager Shoquist, Equity and Inclusion Manager Zackery, Physical Development Director Nevinski, Planning Manager Zimmerman, City Planner Campbell, and City Clerk Schyma Others present: Dr. Kirsten Delegard (Mapping Prejudice) 1. Just Deeds Presentation Housing and Economic Development Manager Shoquist introduced the topic and the importance of HRA support of the Just Deeds Coalition. Dr. Kirsten Delegard from Mapping Prejudice discussed the history of racially restrictive covenants in Golden Valley and gave a PowerPoint presentation about the larger impacts and consequences of discriminatory housing practices. Equity and Inclusion Manager Zackery discussed how discriminatory housing practices in the past relate to existing inequities and disparities in Golden Valley and the surrounding metro area. Chair Rosenquist thanked staff and Dr. Delegard for the informative presentation. 2. Approve Golden Valley Affordable Homeownership Program Qualified Developers Housing and Economic Development Manager Shoquist presented the staff report. After a brief discussion, the HRA consensus was not to allow public comment on this topic. Motion by M. Harris, Second by S. Harris to approve Resolution No. 22-03 approving Greater Metropolitan Housing Corporation as qualified developer of 47XX Circle Down. Motion carried 5-0 with unanimous approval. (In Favor: M. Harris, S. Harris, La Mere- Anderson, Rosenquist, Sanberg. Opposed: N/A) Motion by La Mere-Anderson, Second by M. Harris to approve Resolution No. 22-04 approving Twin Cities Habitat for Humanity as Qualified Developer of 1605 Douglas Drive u nder the Home Ownership Program for Equity. Motion carried 5-0 with unanimous approval. (In Favor: M. Harris, S. Harris, La Mere- Anderson, Rosenquist, Sanberg. Opposed: N/A) 3. Approve Sixth Amendment and Assignment of GVEC Properties LLC Private Development Agreement Physical Development Director Nevinski presented the report. Motion by M. Harris, Second by Sanberg to approve Sixth Amendment of GVEC Properties, LLC Private Development Agreement. Motion carried 5-0. 4. Adjournment Motion by M. Harris, Second by Sanberg to adjourn the meeting at 7:57 pm.
