REGULAR MEETING MINUTES
1.Call to Order
The meeting was called to order at 6:30 pm by Chair Weiswerda.
2.Roll Call

Staff present: Rick Birno, Parks and Recreation Director; and Sheila Van Sloun,

Others present: Stephen Shurson, Danny McCullough, Three River Park District,
and Alex Koumoutsos, T oole Design Group
3.Land Acknowledgment Statement
Chair Weiswerda shared the Land Acknowledgment Statement with the commission.
4.Agenda Changes or Additions
None.
5.Approval of Minutes – April 24, 2023
Commissioner Bergman said the Wesley Park shelter building remodel project bid amount was
incorrect. Staff will confirm correct bid and update minutes.
MOTION moved by Commissioner Sandersand seconded by Commissioner Bergman to
approve the April 24, 2023 meeting minutes as amended. Motion carried unanimously.
6.Introductions
Commissioners introduced themselves and shared brief backgrounds to commissioners and staff.
7.Welcome New Commissioner Matthew Olson
New Commissioner Matthew Olson shared a briefintroduction. Commissioners and staff
welcomed Matthew.
8.Three Rivers Park District CP Rail Trail Planning (South of Highway 55)
Staff from Three Rivers Park District shared a presentation on the CP Rail Regional Trail Long
Range Plan. The presentation focused on a segment of the CP Rail regional trail south of
Highway 55 at the Douglas Drive intersection. Atrail route will need to be determined

continuing south to St Louis Park. Three Rivers Park District staff shared a map that illustrated
several trail route options for this area with connections to the pedestrian bridges over
Interstate 394. Commissioners then shared feedback on the trail options and shared any
concerns regarding the route options.
Three Rivers Park District staff said this will likely be a yearlong public input process with several
check-ins and opportunities to provide additional project guidance along the way.
9. Review Draft 2022 Annual Report and 2023 Work Plan
Staff member Birno shared the 2022 Annual Report and 2023 Work Planwith the commission.
Commissioners shared feedback. Birno reminded the commission they had until the first week
of June to share any other thoughts and comments. The annual report will be presented by
Chair Weiswerda at the June City Council work session.
10. Appoint Commissioner Linden Weiswerda, Chair and TBD, Vice –Chair
Staff member Birno said Commissioner Weiswerda has offered to serve as Chair for another
term. Commissioner Speltz offered to serve as Vice-Chair.
MOTION moved by Commissioner Wright and seconded by Commissioner Cornelius to
approve OSRC Chair and Vice-Chair appointments. Motion carried unanimously.
11. Annual Board and Commission Orientation Review
Staff member Birno shared the annual Board and Commission Orientation presentation with
the commission.
12. Commission and Staff Planning Updates
a. Commissioner Updates
Commissioner Cornelius said he visited South Tyrol Parkand looked at potential locations
for an addition of play structure equipment. He said he is in favor of encouraging the
Council to rethink their position on accepting resident donations and adding an additional
amenity to the play structure at South Tyrol Park.
b. Scheid Tennis Court Reconstruction
Staff member Birno said the bids came in within budget for the construction of the hybrid
tennis courts and the project will move forward.
c. Ballfield Renovation (Isaacson #1, Tapper, and Sutton Fields)
Staff member Birno noted the ballfield improvements at Isaacson, Tapper, and Sutton fields
will begin late fall. Renovations will include complete renovation of all three infields.
d. Yosemite Park Open House/Survey
Staff member Birno shared the Yosemite Park playground and color scheme that was
selected from the open house and online survey.
e. WIFI Grant – Golden Valley Park Buildings
Staff member Birno said the City was awarded a grant to add WIFI to all local park buildings,
including the Brookview pavilions. He said several city staff worked together to apply for the
grant.

f. DEIC Naming Process Discussion –Tuesday, May 23
Staff member Birnosaid he and Brian Erickson would be attending the DEIC meeting
tomorrow night to discuss key questions for the city asset naming process. He plans to
share more information at a future meeting.
g. Next OSRC meeting is scheduled for Monday, June 26, 2023
Staff member Birno said the next regular OSRC meeting is scheduled for Monday, June 26.
13. Adjournment
MOTION moved by Commissioner Sanders and seconded by Commissioner Bergman to
adjourn at 8:32 pm. Motion carried unanimously.
