PEACE COMMISSION MEETING MINUTES
Police Employment, Accountability, & Community Engagement (PEACE) Commission meetings
are being conducted in a hybrid format with in-person and remote options for attending.

6.Discussion/Action Items
1.Workplan and Annual Report
Staff Liaison Williams shared that PEACE will be presenting its workplan at the August City Council work
session. Williams requested that all subcommittees submit their workplans to him July 31st, so that the
Communications department has time to format the content into a formal document.
Commissioner Ryan shared goals on behalf of the Data subcommittee.
-Continue to support and collaborate with GVPD Data Analyst
-Advocate for an improved Data dashboard
-Perform yearly performance review of metrics of exit interview data and community engagement.
-Analyze call data. What is being requested and what crime is being identified?
-Learning, analyzing, and improving data collection process within the PD
-Analyze what firm is managing prosecution data 3
Commissioner Anderson asked if the Hennepin County Sheriff Data is accessible for the public. Ryan said
that she would inquire.
Commissioner Cisneros shared goals on behalf of the Hiring Committee.
Cisneros stated that doing this work is challenging without regular PD participation in communication
and meetings. Cisneros suggested that we ask for a regular update on certain metrics at each meeting
that would be attached to the agenda, so that in the event that officers cannot attend, there is still
collaboration towards our common goals. Staff Liaison Williams asked PEACE to ask for more specific
information from the PD, and to come to the next commission meeting with these questions so he can
pass them along to command staff.
Vice Chair Harmon shared that it is embarrassing to hear information that PEACE has not received be
shared community wide. Commissioner Cisneros asked if PEACE could see complaint data. Commissioner
Cisneros shared that PEACE should share these barriers and limitations to gathering data in the annual
report. Commissioner Ryan shared that PEACE commissions meeting times haven’t changed, the doors
have always been open to collaboration, but the PD still hasn’t been receptive. Commissioner Anderson
shared that there were several carjacking related incidents that happened and were responded to by the
Hennepin County sheriff’s department. Vice Chair Harmon shared that Chief Green offered to have
meetings with both her and Chair Gladney.
Commissioner Anderson shared on behalf of Community Engagement. Anderson shared that the
subcommittee desires to continue the PEACE Newsletter. Anderson stated that they want to host a
listening session to determine what the community would like to see in a reimagined “Neighborhood
Watch” program. Anderson stated the PEACE Commission would then take that input, and present it to
the PD, to collaboratively rebrand that program. Williams shared that this would also be an opportunity
to share information on alternative response and gather input from the community about it.
2. Circles of Support Restorative Training Date
Williams shared that the Circles of Support Restorative Training will be July 27th at 430pm
3. Ramsey County Presentation Date
Williams shared that Ramsey County will be presenting on Alternative Response at next month’s meeting.

3. School Resource Officer Recommendation
Chair Gladney shared that the SRO work team spent almost 20 hours working on the SRO
recommendation. Staff Liaison Williams shared that Robbinsdale Area School District informed
City Manager Tim that they want an armed SRO. Commissioner Ryan expressed how honored
she is to be able to make a recommendation for the SRO position as she is a Middle School
Teacher, and the safety of youth is a concern for her. Ryan said that this is an opportunity to do
something brave and innovative. Commissioner Dang asked for clarity about if the officer MUST
be armed or if they just prefer that. Staff Liaison Williams shared that they are looking to hire
an armed SRO. Dang stated that she would prefer an unarmed SRO or staff who would function
more as a counselor to provide services for youth. Commissioner Cisneros asked if ultimately it
was the City’s decision to pay for this SRO position with taxpayer money. Williams answered
yes. Commissioner Frisch stated that as a former educator she feels school staff have the ability
to manage disciplinary actions and that an armed SRO is unnecessary.

Commissioner Crosby shared that he desires the city council to reimagine the SRO position to
set the standard for our greater community. Crosby shared that staff, youth, and SRO’s need
more support because of mental health and cultural concerns. Cisneros shared that the PEACE
Commission is an independent and community-based source to overview the city’s police based
decisions, the commissions standpoint in its letter doesn’t mean it doesn’t support the police,
and that disagreement is ok.
Vice Chair Harmon shared that as a former middle school teacher with an SRO present, she
feels that there needs to be a restorative aspect to the SRO position.
MOTION by Commissioner Frisch to share the PEACE Commissions SRO recommendation letter
to city council, 2
nd by Commissioner Dang. 6 votes in favor – 3 votes abstained. Motion
approved. Staff Liaison Williams stated he will share the letter with City Manager Cruikshank to
be included in the city council work session agenda.
