MOTION to Approve agenda by Commissioner Frisch, 2nd by Commissioner Anderson approved
unanimously.
6. Approval of Minutes
MOTION to amend minutes to show that Commissioner Parkes is in the Programs of Research and
Study (Data) subcommittee and not the Hiring and Retention subcommittee, 2
nd by Vice Chair
Harmon. Motion to approve 5/11/23 minutes as amended by Anderson 2
nd by Parkes.

7. Welcome Assistant Chief Rudolfo Perez
PEACE welcomed Assistant Chief Rudy Perez to the community. Perez shared his background, what
got him into the policing, and what brought him to Golden Valley. Perez shared that he will be leading
community facing duties while Assistant Chief White focuses on the administrative duties.
Sophia Ginis introduced herself as the new council liaison for the PEACE Commission. Ginis gave
background on her work with Metro Transit and connection to Golden Valley.
The Commission went around and introduced themselves to our newest additions.
8. Circles of Support Restorative Training Date
Staff liaison Williams shared a poll has been sent out to select a date for the training.
9. School Resource Officer Update
Staff Liaison Williams shared that Peace Commissioners met with city leadership, which included
members of the Police department and City Administration, to discuss the topic of having an armed
officer as an SRO within the schools. Based on these continuing conversations, City Attorney Cisneros
will be finalizing a draft agreement for the City and school district to propose to City Council. Williams
stated that the direction from the City Manager and Police Chief is to include at least the following
components: and armed officer, trauma-informed training for the officer, specific guidance regarding
roles and responsibilities of the officer, the City/PD, and school staff, and to try to incorporate
aspects of the school's restorative pilot program with the Legal Rights Center. Commissioner Cisneros
shared that she and Chair Gladney would like to have PEACE Commission draft a message to send to
the City Council. Commissioner Cisneros asked if a vote is necessary. Williams shared that if this
document is an official PEACE Commission endorsed document that there needs to be a vote.
Commissioner Anderson shared that PEACE can call a special meeting to call for a vote. Commissioner
Ryan suggested that we set up a special meeting now for June 26
th and June 29th.
10. Subcommittee Workplan Breakout
Commissioner Cisneros shared that Chair Gladney would like all subcommittees to have their
workplans submitted to him by June 21
st. Commissioner Cisneros stated that PEACE is scheduled to
share the workplan with City Council at the July meeting. Each subcommittee split up to discuss
workplans and shared back with the Commission:
Community Engagement:
Commissioner Crosby said that the Community Engagement Subcommittee will Continue the
newsletter, and rebrand “Neighborhood Watch”.
Hiring:
Commissioner Cisneros stated that the Hiring and Retention plans to create a restorative model on
interviewing and making policy to ensure it happens. Cisneros shared that she appreciates the
opportunity to inform GVPD hiring practices by embedding community into public safety practices.

Data: Commissioner Ryan shared that Data scheduled a meeting the week of June 12th and will share
back with group at the next regularly scheduled meeting.
