PEACE COMMISSION MEETING MINUTES
Police Employment, Accountability, & Community Engagement (PEACE) Commission meetings
are being conducted in a hybrid format with in-person and remote options for attending.

MOTION to approve agenda by Commissioner Parkes, 2nd by Commissioner Cisneros, approved
unanimously.
5. Approval of Minutes
MOTION to approve 7.8.23 special meeting minutes by Commissioner Cisneros, 2nd by
Commissioner Parkes, approved unanimously.
MOTION to approve 6.29.23 minutes by Commissioner Cisneros, 2nd by Commissioner Dang
approved unanimously. Chair Gladney abstained from voting because he was not present.
6. Discussion/Action Items
1. Ramsey County Presentation: Appropriate Response Iniative
Ramsey County’s Integrated Health and Justice Administrator, Jenn Hamrick, and Planning
Specialist, Christine Bangar, presented Ramsey County’s Appropriate Response Initiative to
the PEACE Commission. *The presentation slides are included in the minutes*
PEACE Commissioners expressed a general interest in adopting a similar model for Golden
Valley’s public safety, but asked questions around data collection, cost, and training.
Commissioners discussed collaborating with the Golden Valley Neighborhood Watch block 3
captains and the community partner identified in the “Collaborative Solutions” grant to
function as the “community response” shown in Ramsey county’s model. Commissioners
briefly compared the models from Canopy Roots, Hennepin County, and Ramsey County.
PEACE expressed interest in presenting the Appropriate Response Initiative to the City
Council.
2. PEACE and PD Gathering
Williams shared that he and Assistant Chief White are planning a gathering for PEACE and
GVPD to continue to grow their relationship. Williams shared that various GVPD staff will
join the commission in team building activities and opportunities to learn more about each
other. Date and location are to be decided.
3. Subcommittee Updates
There were no subcommittee updates
4. Data Point Ask Update
Williams shared that Assistant Chief White has agreed to provide PEACE Commission regular
data point updates. Williams shared that PEACE needs to share the data points with
Assistant Chief White and we will work together to determine a process for sharing the
information.

Racial Equity Impact
•In Ramsey County, Black and American Indian populations continue
to be burdened by the most significant disparities across life
outcomes.
•More appropriate investments are required to support the
development of systemically disinvested communities.
•These investments should support the wellness of communities, offer
options that do not utilize harmful punishment mechanisms, and
prevent engagement with the public safety system.
