REGULAR MEETING MINUTES
1. Call to Order
The meeting was called to order at 6:30 pm by Chair Weiswerda.
2. Roll Call
Commissioners in person: Roger Bergman, John Cornelius, Bill Delaney, Matthew Sanders,
Dawn Speltz, and Linden Weiswerda
Commissioners absent: Matthew Olson, Scott Seys, and Brian Wright

3. Land Acknowledgment Statement
Chair Weiswerda shared the Land Acknowledgment Statement with the commission.
4. Agenda Changes or Additions
None.
5. Approval of Minutes – June 26, 2023
MOTION moved by Commissioner Bergman and seconded by Commissioner Cornelius
to approve the June 26, 2023 meeting minutes. Motion carried unanimously.
6. 2024-2033 Proposed Brookview Golf CIP Budget Review
Staff member Disch shared the 2024-2033 proposed Brookview Golf CIP budget and answered
questions from the commission. He highlighted some of the larger projects and explained how
the budget is implemented.
Staff member Birno invited Disch to attend a meeting later this year to discuss the 2023 season.
7. Brookview Room Rental and Backyard Update
Staff members Simmons and Backus shared a brief introduction then shared an update on the
Brookview Backyard and the Brookview building.

Simmons said in 2022, with COVID restrictions in place through April, there were 515 private
facility use rentals and party room reservations. There were also 29,363 total visits to the
Backyard, 6,000 of which were punch card visits. As of today, there are currently 442 private
facility use rentals and party room reservations booked through the end of the year, and there
have been 19,559 total visits, 3,200 of which are punch card visits.
Simmons said for 2023, daily admission rates were raised to $5 for residents and $6 for non-
residents.
Commissioner Weiswerda suggested some kind of coffee cart in the lobby for parents. Several
commissioners agreed with the idea. Staff member Simmons will explore options with the 316
team.
Staff member Backus shared an update on Brookview room rentals, stating that 2021-2022
were still impacted from COVID. She said in 2022 there were 883 total events, 329 of which
were community based no fee rentals. She added that to date in 2023, there are 704 total
events booked, and already 12 events booked in 2024.
Backus said that beginning in 2022, Brookview moved to an open catering program, allowing all
licensed and insured caterer to provide food and non-alcoholic beverages for events. She said
all caterers are welcome to apply and the process requires a Minnesota catering license,
insurance, and an application fee. Each caterer’s name is then added to Brookview’s approved
catering list. Backus said she believes event numbers are up due to the new catering program.
8. 2024-2033 Proposed Brookview Building CIP Budget Review
Staff member Simmons shared the 2024-2033 proposed Brookview Building CIP budget and
answered questions from the commission. He highlighted some of the upcoming projects and
explained how the budget is implemented.
Commissioner Weiswerda said inflation should be added to all budgets in the future. Staff
member Birno agreed.
9. Naming Process Staff Recommendation Proposal
Staff member Birno shared and discussed staff recommendations, along with the input
collected from the Open Space & Recreation Commission and the Diversity, Equity, and
Inclusion Commission. He said these recommendations will be reviewed and discussedby the
City Council, who will provide feedback to staff regarding a final proposal to be published for
public input and comment this fall.
10. Commission and Staff Planning Updates
a. Commissioner Updates
Commissioner Cornelius said he noticed scooters around town, even a few in a gutter. Birno
said he would get an update and share with the commission at a future meeting.

b.Ice Cream Social
Staff member Birno saidthe event was a huge success with approximately500 people in
attendance.
c.Disc Golf Tournament
Staff member Birnosaidthey will be hosting the first of two summer disc golf events on the
Par Three Course and at Brookview Park.
d.Penny Carnival Scheduled for Friday, July 28
Staff member Birno said the event will take place at Brookview Park on July 28.
e.Camp Valley begins the week of July 31
Staff member Birno said the camp begins next week at Brookview Park, with three weekly
camps available.
f.Fall activities catalog scheduled to be out Monday, July 31
Staff member Birno said the fall activities catalog is scheduled to hit homes July 31.
g.National Night Out scheduled for Tuesday, August 1
Staff member Birno said the evening community gatherings are scheduled for August 1.
h.Movie on the Green scheduled for Friday, August 4
Staff member Birno said the event is scheduled for August 4.
i.Next OSRC meeting is scheduled for Monday, September 11
Staff member Birno reminded the commission that the next regular OSRC meeting is
scheduled for Monday, September 11at 5:30 pmand will include the annual park tour.
11.Adjournment
