We commit to counteracting the erasure of the cultural practices and presence of the Dakota people and through education and by amplifying a wide range of indigenous voices. 3.Attendance/Roll Call Randy Anderson Alicia Dang Roslyn Harmon Trevor Parkes Katrina Cisneros Janet Frisch Bridget Glass Henry Crosby Trey Gladney Madeline Ryan Sub Staff Liaison Maria Cisneros 4.Approval of Agenda MOTION to approve agenda by Commissioner Frisch,2nd by Commissioner Glass,approved unanimously. 5.Approval of Minutes MOTION to approve 8.10.23 special meeting minutes by Commissioner Crosby, 2nd by Commissioner Glass,approved unanimously. 6.Discussion/Action Items a.PEACE & PD Gathering: City Attorney Cisneros shared notes. Chair Gladney shared background information about the PD/PEACE gathering and that the PD requested an informal forum to meet and greet. Commissioner Glass shared that she thought the commission should approach the meeting from a restorative and collaborative perspective. Commissioner Cisneros shared that their hope for the gathering is that everyone comes to the gathering as equal partners. Commissioners discussed the desire to have officers come as they are (i.e. attend in plain clothes). MOTION to spend up to $50 for team building supplies for PD/PEACE gathering by Commissioner Frisch, 2nd by Commissioner Dang. Approved unanimously. b.Prosecution Contract Update c.SRO Update 3 Commissioner Cisneros shared that the SRO debate is front and center in the news and there is overlap with PEACE’s position letter. Attorney Cisneros shared that the school district is still considering the proposed agreement but that is expected to be approved at the first City Council meeting in October. d. Listening Session Update Chair Gladney thanked Commissioner Crosby for his leadership on this topic. Commissioner Glass shared that the meeting with Mr. Wells went well, and that Commissioner Crosby could share more details. Commissioner Crosby shared that they talked about i. Creating a clear purpose ii. Creating a clear process iii. Defining clear outcomes The Commission will eventually need to vote on a budget and decide on timing. Commission needs to have more discussion to work out the purpose, process, and outcomes. The subcommittee will Mr. Wells and Rep. Frazier were at the meeting. Talked about starting to hold sessions in Q4. The Commissioner should consider using schools and school facilities for hosting listening sessions. The Commission should consider how to involve the block captains. The Commission should make sure to include the City Council and the PD. The Commission should include youth voice. A potential topic could be re-imagining public safety but would probably have to be a bit more specific. Goal is for subcommittee to meet between now and October, so they have more details by October. MOTION to approve up to $2,950 for listening session event, which will be handled and managed by the community engagement subcommittee, by Commissioner Frisch. 2nd by Commissioner Dang. Approved unanimously. e. Public Safety Funds Prioritization Update Vice Chair Harmon shared a summary of the staff meeting they attended. PEACE Commission would like the City to allocate funds from this bucket to appropriate response. PEACE asked the folks with access to the excel spreadsheet to add PEACE’s ask to the spreadsheet. f. Basset Creek North Room PEACE and Golden Valley PD gathered for a night of team building activities. Attendees had the opportunity to get to know one another and participate in activities aimed at team building and sparking socio-economic conversations. This gathering sought to improve the relationship between GVPD and the PEACE Commission. 6
