Meeting of September 6, 2023
The Golden Valley - Crystal - New Hope Joint Water Commission (JWC) meeting was called
to order at 1:33 pm.

Approval of Minutes August 2, 2023
Moved by Bell and seconded by Bertholf to approve the minutes of the August 2, 2023,
Joint Water Commission (JWC) Meeting. Upon a roll call vote the following voted in favor:
Cruikshank, Bell, and Bertholf. The following voted against: None. Motion carried.
3M PFAS Class Action Settlement Discussion
The Commissioners discussed possible participation in the 3M PFAS Class Action
Settlement.
JWC Valve Replacement Project at 41st Ave and Douglas Dr
Moved by Bertholf and seconded by Cruikshank to authorize the contract for the JWC
Valve Replacement Project. Upon a roll call vote the following voted in favor: Cruikshank,
Bell, and Bertholf. The following voted against: None. Motion carried.

3M PFAS Class Action Settlement

Summary
There is a proposed class action settlement between 3M and public water systems in the
United States related to PFAS contamination in drinking water. In the proposed national
settlement, 3M will pay out somewhere between $10.5-12.5 billion. The funds will be split
between two groups.
•Phase one eligible claimants are public water systems that have detected PFAS before
the settlement date, currently deemed June 23, 2023.
•Phase two eligible claimants are public water systems that have not detected PFAS
before the settlement date but are either required to test their drinking water for PFAS
contamination pursuant to UCMR-5, or serve more than 3,300 people according to
the Safe Drinking Water Information System.
All active public water systems that meet one of the bullet pointed phases above will
automatically be included in the class settlement but will need to file forms and provide
additional documentation to support claims within the determined deadlines.
Individual notices have been sent to impacted cities. Cities will need to decide if they should opt
out or stay in this class settlement by December 11, 2023.
Payments to class participants are proposed to start as early as July 2024 and go through 2036.
There will be different deadlines and payouts for different phases over the next thirteen years.
The League of Minnesota Cities has been working closely with the Minnesota Attorney
General's Office and Minnesota Rural Water to understand the issues cities should consider in
these decisions. The Minnesota Attorney General's Office plans to join a bipartisan group of
more than 20 attorneys general in filing an objection to some of the proposed settlement
provisions.

Joint Water Commission TAC Meeting
Thursday, October 26, 2023 9:00 AM
1. Towers – New Hope
• MLR Tower – move to 2025 construction, up budget to closer to $3M, consider
including altitude valve, 8’ no climb fence, and new gate, security cameras.
Consider adding valves at tee and replacing hydrant. NH to continue working with
KLM on design.
2. Pumps
• Pumphouse Project Update
1. Bolton and Menk – design nearing completion – plans ready for review by next
TAC meeting.
A. Working with electrical engineer HVAC
B. Moving transfer switch inside GV station
2. Including items below, GV in winter 2024/2025, Crys 2025/2026
A. Pump #4 at GV reservoir is original and needs to be replaced. Will include
VFD.
B. Pump #3 at Crystal is original and needs to be replaced.
C. GV replacing valves and actuators between pump and manifold tee.
1. Waiting for pumping to slow down
2. Actuators have arrived
D. Parts will be installed by GV Utilities and Crystal crews week of 10/30.
E. Actuator replacement on GV Pump #2, Pump #4, and Pump #5 on Monday -
Crystal will pump while GV replaces actuators.
F. Need to fix both GV pumps before valve work at Crystal reservoir and NH
Tower.
G. GV will inspect motors and electrical annually once pump #4 is replaced.
3. Valves -
• Crystal – valve replacement around pump house was moved future project to
finalize scope of work and logistics. NEED TO MOVE START DATE BACK UNTIL AFTER
MCC WORK COMPLETE AT BOTH STATIONS – SEE NOTE ABOVE (Summer 2026)
• Meter update at same time as valve replacement in Crystal (~$40,000)
• Olympia and Louisiana – bad gear box, need to evaluate scope of repair.
• Will now do valves at 41st and Douglas this year – project complete
• NH – 16” GV @ 42nd @ RR Bridge
4. SCADA - No update
5. Miscellaneous
A. Medicine Lake Tower Parts Storage – complete
B. Fiber - TAC agreed running fiber to all facilities is a long-term goal.
o Existing Fiber - both emergency wells in Crystal, GV Tower, North Tower, and
Crystal reservoir.
o Proposed Fiber – GV Pumphouse (2023) – Final project walk through with LOGIS
week of 10/30
C. Effluent Meter Pit – No update
• Exploration work on top of existing pit will be postponed until time
allows.
D. Mpls Agreement Renewal 2024 – GV, Crystal, Mpls all approved
• NH Council 11/13

E. KLM Crystal Reservoir Inspection
• Done – reviewing report, no major issues.
F. 48” Gate Valve GV Meter Pit
