Roll Call Commissioners in person: Roger Bergman, John Cornelius, Bill Delaney, Kelly Kuebelbeck, Matthew Sanders, Dawn Speltz, Linden Weiswerda, Brian Wright Commissioners absent:None Staff present: Rick Birno, Parks andRecreation Director; Ben Disch, Golf Operations Manager; John Crelly, Fire Chief; Maurice Harris, City Council member; Sheila Van Sloun, Administrative Assistant Residents present: Leslie and Kevin Cunningham, and Melanie Sedqi 3. Land Acknowledgment Statement Chair Weiswerda shared the Land Acknowledgment Statement with the Commission. He then suggested adding “public parks” to the first sentence of the statement. Staff member Birno said he would look into it and get back to the Commission. 4. Agenda Changes or Additions None. 5. Approval of Minutes – October 24, 2022 MOTION moved by Commissioner Sanders and seconded by Commissioner Wright to approve the October 24, 2022 meeting minutes. Motion carried unanimously. 6. Off-Leash Pet Exercise Area Resident Proposal For Glenview Terrace Park – Leslie Cunningham Staff member Birno introduced resident Leslie Cunningham. Leslie then shared her desire for an off-leash pet exercise area at Glenview Terrace Park. She stated she recently wrote up a survey through the Nextdoor app where she received 80 responses, 69% of which are in favor of the concept. Staff member Birno shared thoughts on potential improvements that would need to be considered, such as lighting, fencing, water access, elevation issues, neighboring houses, and parking, to name a few. He also shared details on the public process for considering a change at Glenview Terrace Park. A question was asked concerning potential funding, staff member Birno noted at this point in time no funds are allocated in the Parks CIP for a dog park. City of Golden ValleyOpen Space & Recreation Commission Regular Meeting Minutes 2 January 23, 2023 – 6:30 pm Chair Weiswerda mentioned a possible grant available through Petco for dog park projects. Ms. Cunningham said she would be happy to look into it. Several Commissioners like the idea and are in favor of further discussion. Birno said he would also inquire with the Minneapolis Park Board regarding a possible joint effort at Glenview Terrace Park and Valley View Park. He will also prepare a budget estimate for a potential project and bring it back to the OSRC at a future meeting. 7. Fire Station Update – Fire Chief John Crelly Staff Member Crelly shared information on a recent city-wide facility study that identified the need for a new remote fire station. He said the City has now begun the process to select a number of potential sites that will improve efficiencies and response times. He said next steps will include finalizingsite selection and developing afundingplanfor the project. Crelly said the City is hosting multiple public information open houses in February to gather feedback from community members and to update residents on the status of the project. Residents are also asked to take a survey to share input. 8. Scheid Park Neighborhood Meeting Update/Court Design Recommendation Staff member Birnoshared results from the November 2022 resident input survey. Options for the court reconstruction include building new tennis courts, building new pickleball courts, or building tennis courts with pickleball lines(hybrid). The survey results concluded that the hybrid option was the most desirable. MOTION moved by Commissioner Sanders and seconded by Co-Chair Kuebelbeck to recommend to city staff to move forward with the hybrid option. Motion carried unanimously. 9. Review and Recommend to Approve Brookview Golf Operations and Procedures for 2023 Staff member Disch shared the Brookview Golf Operations and Procedures for 2023 and highlighted the changes, which include: - Two minor COVID-related changes - Rates increased $2 for 18-Holes and $1 for 9-Holes - The Brookview Men’s Golf League is opening up registration to all genders Chair Weiswerda requested staff consider re-ordering key items in the operations section to better align with the guidelines. MOTION moved by Commissioner Wright and seconded by Commissioner Cornelius to approve the Brookview Golf Operations and Procedures for 2023 as published. Motion carried unanimously. City of Golden ValleyOpen Space & Recreation Commission Regular Meeting Minutes 3 January 23, 2023 –6:30 pm 10. Review and Recommend to Approve Recognized Golden Valley Youth Athletic Associations for 2023 Staff member Birno said Greg Simmons, Recreation and Facilities Supervisor, is the staff liaison to the Youth Athletic Associations. He maintains their bylaws and communication to assure they are in good standing with the City. The following are considered recognized Youth Athletic Associations in Golden Valley: Golden Valley Little League, Golden Valley Girls’ Softball, Park Valley United FC, Armstrong-Cooper Youth Baseball, Armstrong-Cooper Youth Hockey, Hopkins Youth Hockey, Cooper-Armstrong Girls’ Fast Pitch, Armstrong-Cooper Youth Lacrosse, and Hopkins Girls Basketball Association MOTION moved by Commissioner Speltz and seconded by Commissioner Sander to approve the recognized Youth Athletic Associations. Motion carried unanimously. 11. Commission and Staff Updates a. Commissioner Updates - Chair Weiswerda said the Golden Valley Garden Club is partnering the Recreation Department to offer a Container Gardening class on Thursday, March 9 at 6:30 pm at Brookview. - Commissioner Wright said the crosswalk signage on Winnetka is working well. b. Winter Rink Season Update Staff member Birno said rinks opened in time with great ice. Due to struggles with staffing, they decided to close warming houses one hour early. They will reevaluate at the end of the season. c. Winter Fest at Wesley Park – Saturday, January 28, Noon-2 pm Staff member Birno said Winter Fest will take place Saturday, January 28 at noon. d. #6 Regulation Couse Hole/Creek Project Staff member Birno said improvements are currently taking place on the Bassett Creek shoreline from the storm damage on regulation course hole #6. e. French Park Master Plan Approved Staff member Birno said the plan was formally approved and they are moving forward. f. Golf Course Officially Closed Friday, November 11, 2022 Staff member Birno said the golf course officially closed for the season on Friday, November 11, 2022. g. Wesley Park Shelter Building Remodel Bid Process Staff member Birno said staff advertised for quotes with all coming in over $175K. This required a new formal bid process. Bids are due February 9. h. Brookview (2) Tennis Courts Birno updated the Commission that staff will be explore remodeling two tennis courts at Brookview Park into six potential pickleball courts. i. Next OSRC meeting is the Joint Council/Commission meeting on February 28, 2023 Staff member Birno said there will not be a regular OSRC meeting in February due to the Joint Council/Commission meeting on Tuesday, February 28. The next regular OSRC meeting will be on Monday, March 27.
