Adopt HRA Resolution No. 24-01 Approving the Purchase of MnDOT Surplus Right-of-Way Parcels for the HOPE Program Prepared By Christine Costello, Housing & Economic Development Manager Summary In June 2022, the Homeownership Program for Equity (HOPE) was launched to make public land available for development (new construction) of homes for affordable and equitable homeownership opportunities in Golden Valley. HOPE is focused on creating new homeownership opportunities for households making 60-80% of the Area Median Income (AMI) who would normally be priced out of Golden Valley. HOPE - Round 1 Habitat for Humanity is constructing the house at 1605 Douglas Avenue which has been readdressed to 6300 Olympia Street since the lot fronts Olympia Street. The home is nearing completion and Habitat for Humanity hopes to have a Certificate of Occupancy shortly. The other two HOPE ROUND 1 properties will be constructed by Greater Metropolitan Housing Corporation (GMHC) and they are 208 Meander and 4707 Circle Down. GMHC hopes to start construction this year and be completed in 2025 for occupancy. The city has the opportunity to purchase the next three properties from MnDOT--504 Lilac, 1611 Lilac, and 2009 Unity Avenue (Greenview Lane). Habitat for Humanity, as part of HOPE Round 2 plans to construct a single-family home at 504 Lilac and 1611 Lilac is proposed to be developed as two duplexes by GMHC. Currently there is not a developer partner for the Unity Avenue site. Before 1611 Lilac can be developed, the parcel and potential surrounding properties will need to be rezoned to allow for duplexes. Financial or Budget Considerations MnDOT has offered to sell the surplus right-of-way parcels to the HRA for the following purchase prices: 504 Lilac Drive - $123,000 1611 Lilac Drive - $90,000 2009 Unity Avenue (Greenview Lane) - $57,000 __________________________________________ 2 Total investment $270,000 Appraisals came in at $1,030,000 for all three properties. As part of the HOPE program the City provides a land write down as an incentive for development of homes affordable at less than 115% of the AMI, to provide affordability for households at 60-80% AMI. The funding received from Minnesota Housing's Community Impact Fund and the Metropolitan Council's Local Housing Incentive Account (LHIA) will go towards the work and construction costs of the community's non-profit housing development partners such as Greater Metropolitan Housing Corporation (GMHC), Magnolia Homes, Habitat for Humanity and others. Legal Considerations The properties are currently owned by MnDOT and this action will allow the HRA to purchase the properties and subsequently convey the properties to the respective developers for development. Equity Considerations The HOPE program meets the City's goals to preserve and promote economically diverse housing options in our community by creating high quality housing in Golden Valley for households with a variety of income levels, ages, and sizes. Dedicated publicly owned land for more affordable housing for homeownership is a valuable resource to meet the community's affordable housing goals. Recommended Action Motion to adopt HRA Resolution No. 24-01 approving the purchase of Minnesota Department of Transportation Surplus Right-of-Way Parcels located at 504 Lilac, 1611 Lilac, and 2009 Unity Avenue (Greenview Lane).
