REGULAR MEETING MINUTES
1. Call to Order
The meeting was called to order at 6:30 pm by Chair Weiswerda.
2. Roll Call

3. Land Acknowledgment Statement
Weiswerda shared the Land Acknowledgment Statement with the commission.

5. Approval of Minutes – April 22, 2024
MOTION moved by Commissioner Wright and seconded by Commissioner Cornelius to
approve the April 22, 2024, meeting minutes. Motion carried unanimously.
6. New Parks and Recreation Staff Introductions
New staff members Kong Moua, Kevin Martinez Del Arca, and Will Rauser, shared brief
introductions followed by commissioner introductions and a warm welcome to them all.
7. Junior Leader Program Capstone Project
Moua shared information on the Junior Leader Program and their previous recognition at City
Council. He said staff would like the four youth to present their experience to the OSRC and
receive their certificate of service at an upcoming meeting. Additionally, staff inquired if the
OSRC would like to hear about any park and recreation topics from the Junior Leaders. Junior
Leaders plan to present their experience and share what park amenities are of interest to them
in July or August.

MOTION moved by Commissioner Speltz and seconded by CommissionerCornelius to
implement the proposed change of Junior Leaders presenting their capstone projects
to the OSRC. Motion carried unanimously.
8. Nominate Chair and Vice-chair
Weiswerda stated he will not be serving another term as Chair. After brief discussion, Speltz
volunteered to serve as Chair and Wright as Vice-chair.
MOTION moved by Commissioner Bergman and seconded by Commissioner Cornelius
to elect Commissioner Speltz asChair and Commissioner Wright as Vice-chair. Motion
carried unanimously.
9. Paws In Parks Campaign
Crossfield said she has received a lot of community feedback on dog waste and dog leashes in
parks. She shared information on a new campaign for waste and leashes, which will also be
shared in an upcoming city newsletter. The campaign will include signage with QR codes
throughout parks and social media posts.
Speltz then stated she would like the community dog park idea to be revisited by city staff.
Several commissioners agreed.
MOTION moved by Commissioner Sanders and seconded by Commissioner Speltz asking
staff to reinvestigate past work on a community dog park. Motion carried unanimously.
10. 2024 Park Project Updates
Crossfield shared park project updates, which include:
1. Sandburg Athletic Complex Soccer Field – Improvements have begun this week.
Work can be completed during play. Fields do not need to shut down.
2. Schied Park Tennis/Pickleball Court Project – Pushed back at least a week due to
weather delays.
3. Scheid Park Shelter Interior Remodel Project – Tentative start date of August 26.
Hoping to complete this fall.
4. Lions Park Rink and Dasher Board Replacement – Contractors for labor and product
have been secured. Park Staff sub cutting base material for replacement this week.
Project to be completed by fall.
5. Medley Park LED Lighting Retrofit – Trail, rink, and hard surface lights are 75%
complete. Should be finishing up shortly.
6. Park Shelter Wi-Fi Project – Ten parks with shelters that include Isaacson and
Schaper are 50% complete.
7. Natchez Park New Play Equipment – RFP will be posted in the coming weeks.
8. Isaacson Park Play Equipment Moved from Wildwood Park – Contract is currently
in legal review.
9. Brookview Park Retrofit Smaller Tennis Court to Four Pickleball Courts – On the list
following Natchez and Isaacson.

11. Commission and Staff Planning Updates
a.Commissioner updates
1.Olson said the Stockman Park portable toilet is currently tipped over on its side. Speltz
asked about an anchoring system for the portable toilets. Crossfield said she would talk
to Greg Simmons about the issue.
2. Sanders complimented the Brookview Lawn Bowling leagues and said they were going
well with great staff.
3. Wright said the Brookview Men’s Golf league is going well. He asked about the
possibility of pull-tab sales in the Three One Six. Crossfield said she would talk to the
restaurant manager.
b. Field conditions update–Crossfield said continual rain and wet conditions have created
several program and league cancellations as well as ongoing field closures for youth
associations.
c.Ice Cream Social update –Crossfieldreminded the commissioners of the Ice Cream Social
on Monday, July 8 and that they are always looking for volunteers for the event.
d. Next OSRC meeting – The July meeting has been moved to Monday, July 29 at 6:30 pm.
12. Adjournment
MOTION moved by Commissioner Bergman and seconded by Commissioner Delaney to
adjourn at 7:28 pm. Motion carried unanimously.
