Summary
In preparation for the 2025 Minnesota legislative session, the City of Golden Valley needs to establish
legislative priorities. Draft priorities are largely holdovers from 2024, but need to be confirmed and
prioritized by the City Council.
Financial or Budget Considerations
Potentially significant if bonding is approved at the state legislature for city facility projects.
Legal Considerations
Agreements with the state as part of any bonding project would be subject to extensive legal review.
Equity Considerations
Projects and legislative initiatives each will have equity considerations, as does the agenda as a whole.
Recommended Action
Discuss and provide feedback to staff and the city's lobbyist on the draft legislative agenda in
preparation for adopting the legislative agenda at the December 17 council meeting.

2. Closeout of American Rescue Plan Act (ARPA) Grant Project

Summary
The City of Golden Valley received $2,391,751 from the American Rescue Plan Act. The funds were
received in two installments, with one-half arriving in July 2021, and one-half arriving in July 2022. The
City used the funds on a variety of allowable costs since that time. Per US Department of Treasury
guidelines, all ARPA funds must be either expended or committed by December 31, 2024. This report
will show where the City spent funds since 2021 and where the remaining funds will be spent.
Financial or Budget Considerations
The City spent ARPA funds to support continued economic stability in the City as well as within the
enterprise itself since 2021. The remaining funds will go towards two capital projects and some
revenue replacement funding for the General Fund. The 2025 budget does not rely on ARPA funding
for any operational or capital needs.
Legal Considerations
The City is complying with Federal Department of Treasury guidelines as it relates to spending these
grant dollars.
Equity Considerations
As with all budgetary and spending decisions in the City, equity and inclusion are fundamental
considerations when allocating resources.
Recommended Action
Receive a presentation on the American Rescue Plan Act spending.

American Rescue Plan Act (ARPA)
•City of Golden Valley was awarded $2,391,751 from the
Federal Government
•ARPA was a response to the negative economic effects of
the COVID-19 pandemic and was established in March of
2021 to provide state, local, and Tribal governments with
the resources needed to respond to those economic
impacts.
•The payments were received in two disbursements in July
of 2021 and July of 2022
•All funds must be committed by December 31, 2024 and
fully expended by December 31, 2026

Next Steps for Closeout
•Council Resolutions at the December 17th meeting will commit
funding for the two capital projects and the revenue replacement
to the General Fund:
•$805,000 for TH 55 Lift Station
•$750,000 for the Zane/Lindsey Water Infrastructure project
•$200,314 for revenue replacement
•These resolutions and related contracts already in place will
satisfy the requirement to commit funds by 12/31/2024 and the
capital projects will be spent during 2025.
