PROCLAMATION HONORING THE CONTRIBUTIONS AND LEGACY OF
THE SWEET POTATO COMFORT PIE ORGANIZATION
WHEREAS,The Sweet Potato Comfort Pie Organization known as being a
catalyst for caring and building community, commemorates its 10th Annual Dr. Martin
Luther King, Jr. Holiday Weekend of Service here in Golden Valley; and
WHEREAS, We recognize the Sweet Potato Comfort Pie Organization for not only
living up to its name of baking the sacred dessert of Black Culture by using the recipe of
its President and Founder Rose McGee of Golden Valley, but also provides space for
healing circle conversations about race, peace, and justice that model Dr. King’s dream
for upholding our beloved community; and
WHEREAS, We commend the Sweet Potato Comfort Pie Organization’s
courageous responses to catastrophic events locally and nationally by promoting social
justice actions against racism, violence, and other discriminatory behaviors inflicted on
humanity; and
WHEREAS,We acknowledge Rose McGee, the Sweet Potato Comfort Pie Board
of Directors, and the many volunteers who work cohesively in organizing this special
tribute to Dr. Martin Luther King, Jr. by welcoming all people regardless of their ethnicity,
gender, or religion. Pies are baked by volunteers, stories are shared in circles as people
listen to each other, and the pies are given in recognition for overcoming a difficult
situation or in joyful celebration.
NOW, THEREFORE, BE IT RESOLVED,that the City Council of the City of
Golden Valley hereby honors and celebrates the Sweet Potato Comfort Pie Organization
for an invaluable service and imprint to the residents of Golden Valley and beyond
addressing the issues. We extend our heartfelt gratitude for using a creative approach
through food and the arts to address tough and challenging topics designed to bridge
relationship gaps and foster a healthier community.

Summary
The third Monday of each January honors the life, work, and legacy of Reverend Dr. Martin Luther
King, Jr. This day provides us with a time to reflect on the historical accomplishments of the Civil Rights
Movement while acknowledging the work that remains to achieve a society free from discrimination
and injustice.
This proclamation calls upon the community of Golden Valley to collectively understand the impact of
Reverend Dr. Martin Luther King, Jr., as well as other important figures in the national Civil Rights
Movement such as Bayard Rustin, Fannie Lou Hamer, Claudette Colvin, the Student Nonviolent
Coordinating Committee, and Minnesota locals like Fredrick McGhee, Reverend Denzil Carty, and
Nellie Stone Johnson. This proclamation also calls on the community of Golden Valley to recognize
that many of the injustices named and fought against during the Civil Rights Movement are still
present today, and that the continued advancement of equity and justice requires support from the
community as a whole, which includes denouncing prejudice and oppression in all its forms.

PROCLAMATION RECOGNIZING MARTIN LUTHER KING, JR DAY
JANUARY 20, 2025
WHEREAS, the City of Golden Valley recognizes and honors the work of
Reverend Dr. Martin Luther King, Jr.; and
WHEREAS, Reverend Dr. Martin Luther King, Jr. continues to posthumously be
of influence through his efforts for and leadership in Black liberation and racial equity;
and
WHEREAS,Reverend Dr. Martin Luther King, Jr., through word and action,
spread messages of perseverance against structures and systems of both economic
and racial oppression, especially in the face of racialized violence and hatred; and
WHEREAS,Reverend Dr. Martin Luther King, Jr. helped call into focus that a
moderate and apathetic stance against racial inequity gives power to the oppressor and
this stance “prefers a negative peace which is the absence of tension to a positive
peace which is the presence of justice”; and
WHEREAS,an act of Congress of the United States in 1983, declared the third
Monday in January to officially honor Reverend Dr. Martin Luther King, Jr.; and

conduct gambling (paddlewheels and raffle) at their upcoming fundraising event at the Golden Valley
Country Club, 7001 Golden Valley Road, on March 15, 2025.
As per State Statute organizations that conduct gambling within the City limits have to submit an
application for a lawful gambling permit to the State after the permit has been approved or denied by
the City. Depending upon the timing of the permit the applicants may request the City to waive the
30-day waiting period.

The Golden Valley Police Department is currently collaborating with the Hennepin County Sheriff's
Office to supplement law enforcement services. In light of minor staffing challenges, the department
seeks to extend this service agreement while continuing efforts to increase its staffing levels.
This six-month agreement will provide the department with the time necessary to onboard additional
sworn officers, ultimately enabling the department to achieve self-sufficiency in its law enforcement
operations.
Financial or Budget Considerations
Due to a contractual pay increase for HCSO staff, there is an increase to the pay scale. Requests for
services from HCSO will be heavily monitored and utilized only when necessary to maintain Golden
Valley Police Department minimal staffing level requirements.

Legal has reviewed this agreement and provided the attached memorandum.
Equity Considerations
This agreement was previously reviewed and approved for equity. This agreement extension request
does not effect the previously approved equity review.

LAW ENFORCEMENT SERVICES AGREEMENT
COUNTY
Golden Valley 7800 Golden Valley Road, Golden Valley, Minnesota 55427.
Pursuant to the foregoing, the parties agree as follows:
1. TERM
COUNTY shall provide Services (as defined herein) commencing January 1, 2025 and
ending at midnight on June 30, 2025, unless terminated sooner pursuant to the provisions
herein.
2. SERVICES AND OBLIGATIONS
Pursuant to the terms herein, COUNTY, by and through HCSO, shall exercise best efforts
related services for CITY in and around the geographical boundaries of the City of
Golden Valley as more
Services shall encompass only those duties and functions that are within the jurisdiction
of and customarily rendered by HCSO in accordance with applicable law, including but
not limited to enforcement, investigation, emergency response, duties authorized by
law, proactive patrol, response to calls for public safety services, crime prevention,
investigation of criminal activity, assistance with local and state prosecutions, and other
agreed upon duties.
Unless the parties otherwise agree, COUNTY will make its best effort to provide two
deputies, on an overtime basis, to provide Services on behalf of CITY during the dayshift
hours of 6:00 am to 6:00 pm throughout the term of this agreement. In the event
COUNTY is unable to identify deputies to provide Services for any full or partial shift, no
hours will be invoiced for the hours no worked. COUNTY shall not be obligated to
perform any minimum
HCSO determines necessary to keep the peace and/or fulfill its obligations hereunder,
HCSO may performs Services beyond the scope of this agreement. As long as said
additional Services are within the scope of Services, the additional services shall be a
non-material modification to this Agreement not requiring an amendment so long as the
additional Services do not alter the character of the Services contemplated herein.
To the extent Services include enforcement of the regulatory ordinances duly adopted by
the governing body of the CITY, CITY will provide HCSO with a sufficient number of
complete and current copies of said regulatory ordinances.

HCSO and its assigned Deputies shall work collaboratively with CITY law enforcement
personnel. However, the parties expressly acknowledge and agree that HCSO is not
responsible for command or control of any CITY personnel, including but not limited to
CITY law enforcement personnel.
HCSO shall be solely responsible for identifying and supplying Deputies with equipment
and supplies necessary to perform Services, including, as HCSO deems appropriate, a
seasonally appropriate patrol uniform of the day, service belts, HCSO radio equipment,
service weapon, personal soft ballistic body armor, and traffic vests.
Deputies shall perform Services and related law enforcement activity, including
policies, and procedures as well as applicable law. Unless the parties otherwise agree,
HCSO shall be solely responsible for and shall arrange transport and/or booking of any
arrested/detained individuals which may include transportation to, and supervision
during, necessary medical treatment. For clarification and not limitation, nothing herein
is intended to nor shall be construed as modifying, altering, waiving, releasing or
otherwise affecting in any manner whatsoever any duties or obligations imposed by
nd procedures or by applicable law.
HCSO shall be solely responsible for the selection and assignment of Deputies and other
personnel to perform the Services. The parties acknowledge and agree that resource
availability requires HCSO to exercise its best judgment in prioritizing and responding to
the public safety needs of its jurisdiction including, but not limited to, performing the
Services. That prioritization decision belongs solely to HCSO. HCSO may, at any time,
HCSO shall be exclusively responsible for deputy performance standards, the discipline of
Deputies, and other matters incidental to the performance of Services including the right
to control assigned Deputies. CITY shall refer concerns about assigned Deputies,
including instances of alleged misconduct or other disciplinary matters, to Major Dan
HCSO will retain sole authority and responsibility for discipline of Deputies.
In the event of any actual or alleged unusual incidents, emergencies, and/or controversial
situations which arise in relation hereto, each party shall immediately report such
incidents to the other party and shall immediately cooperate, collaborate, and
coordinate with the other party to investigate, remedy and/or respond to the same. For
purpose of this paragraph "unusual incident, emergency, or controversial situations"
include but are not limited to any actual or alleged assault, sexual assault/misconduct,
excessive force, or other act of violence, by a party, a party's personnel or agent(s), a
prisoner, or any third party, any escape or attempted escape of a prisoner or any other
breach of security, any excessive delay in the transportation of a prisoner, and any
refusal of any party to release a prisoner as authorized or directed by applicable law. For
clarification and not limitation of the provisions herein, including the Promotional
Materials obligations below, the parties shall cooperate, collaborate, and coordinate any
outward facing communications regarding any unusual incident, emergency, or
controversial situation.

CITY shall at its sole expense supply any special stationary, supplies, notices or forms
which are to be issued by HCSO in the name of the CITY in connection with the Services.
HCSO shall provide Services from HCSO owned, operated, or accessible facilities.
However, CITY may, in its sole discretion, elect to provide one or more
alternative/additional facilities for use by HCSO, including but not limited to providing
necessary space, furnishings, utilities and other equipment and services necessary and
directly incidental to the existence and operation of said facility. If such facility is
established by the CITY and maintained within the geographic limits of the CITY, such
and functions beyond performing Services, including law enforcement and other related
legal obligations beyond the geographic limits of the CITY, provided, however, that the
performance of such duties and functions shall not be at any additional cost to the CITY.
3. PAYMENT FOR SERVICES
COUNTY shall invoice and CITY shall pay COUNTY for each hour of Services actually
performed hereunder at the rates set forth in Attachment A. CITY shall pay invoiced
amounts within thirty (30) days from receipt of the invoice.
4. NO AGENCY RELATIONSHIP
The parties agree that nothing herein contained is intended or should be construed in
parties hereto or as constituting either party as an agent, representative, or employee
of the other for any purposes or in any manner whatsoever. Each party is to be and
shall remain an independent contractor with respect to all Services performed under
this Agreement.
5. INDEMNIFICATION AND LIMITATION OF LIABILITY
intentional, willful or wanton acts, CITY shall defend, indemnify, and hold harmless
COUNTY, its present and former officials, officers, agents, volunteers and employees,
including but not limited to individual Deputies to the extent they are
individually/personally named in any action, from any liability, claims, injury, damages,
from
federal law, including but not limited to 42 U.S.C. §1983, Monell claims, fees
and costs under 42 U.S.C. § 1988, to the extent arising out of, in the course and scope
of, and directly and proximately caused by the performance of Services under this
or indirectly employed by them, and/or anyone for whose acts and/or omissions they
may be liable, and (iii) against all loss by reason of the failure of CITY to perform any
obligation under this Agreement.

The parties expressly agree that, with respect to the resolution of any matter subject to
stipulate to any liability, wrongdoing, negligence, etc., to the other party, without such
EXCEPT FOR LIABILITY, CLAIMS, INJURY, DAMAGES, COSTS OR EXPENSES RESULTING
LIABLE FOR ANY LOSS, LIABILITY, DAMAGE OR INJURY, INCLUDING BUT NOT LIMITED TO
SPECIAL, INDIRECT, OR CONSEQUENTIAL DAMAGES OR LOST PROFITS ARISING OUT OF
OR RELATED TO THIS AGREEMENT, EVEN IF THE PARTIES HAVE KNOWLEDGE OF THE
POSSIBILITY OF SUCH DAMAGES AND WHETHER OR NOT SUCH DAMAGES ARE
FORSEEABLE.
Liability of the CITY and COUNTY shall be governed by the provisions of the Municipal
Tort Claims Act, Minnesota Statutes, Chapter 466, and other applicable laws.
Notwithstanding the above, the CITY shall not be required to defend and indemnify the
COUNTY if any individual Deputy fails to cooperate, collaborate, or coordinate with CITY
personnel as required by this Agreement.

6. DATA PRACTICES
Each party and its officers, agents, owners, partners, employees, volunteers and
subcontractors agree to abide by the provisions of the Minnesota Government Data
Practices Act, Minnesota Statutes, Chapter 13, the Minnesota Health Records Act,
Minnesota Statutes, §144.291 et seq., the Health Insurance Portability and
Accountability Act and implementing regulations, if applicable, and all other applicable
state and federal laws, rules, regulations and orders relating to data privacy or
confidentiality, and as any of the same may be amended.
7. MERGER AND MODIFICATION
A. It is understood and agreed that the entire Agreement between the parties is
contained herein and that this Agreement supersedes all oral agreements and
negotiations between the parties relating to the subject matter. All items that
are referenced or that are attached are incorporated and made a part of this
Agreement. If there is any conflict between the terms of this Agreement and
referenced or attached items, the terms of this Agreement shall prevail.
B. Any alterations, variations, modifications, or waivers of provisions of this
Agreement shall only be valid when they have been reduced to writing as an
amendment to this Agreement signed by the parties.
8. DEFAULT AND CANCELLATION
If either party fails to perform any of the provisions of this Agreement or so fails to
administer the work as to endanger the performance of the Agreement, it shall be in
default.

9. CONTRACT ADMINISTRATION
Major Shane Magnuson, 612-348-0333, or successor (Contract Administrator), shall
manage this Agreement on behalf of the COUNTY and serve as liaison between the
COUNTY and CITY.
Alice White Assistant Chief of Police, City of Golden Valley, 7800 Golden Valley Road,
Golden Valley, Minnesota 55427, 12-2502, awhite@goldenvalleymn.gov, or
successor, shall manage the agreement on behalf of the CITY and serve as liaison
between the CITY and COUNTY.
Either party may replace such person but shall immediately give written notice to the
other party of the name, phone number and fax number (if available) of such substitute
person and of any other subsequent substitute person.
10. COMPLIANCE WITH APPLICABLE LAW
Each party shall comply with all applicable federal, state and local statutes, regulations,
rules and ordinances currently in force or later enacted.
11. NOTICES
Any notice or demand which must be given or made by a party under this Agreement, or
any statute or ordinance, shall be in writing, and shall be sent registered or certified
mail. Notices to the COUNTY shall be sent to the Hennepin County Administrator

Minnesota 55415 with a copy to HCSO at the address given in the opening paragraph of
the Agreement. Notice to CITY shall be sent to the address stated in the opening
paragraph of the Agreement.
12. MEDIA OUTREACH
CITY shall notify HCSO, prior to publication, release or occurrence of any Outreach (as
defined below). The parties shall coordinate to produce collaborative and mutually
acceptable Outreach. For clarification and not limitation, all Outreach shall be approved
by HCSO, by and through the Lead Officer or their designee(s), prior to publication or
release.

13. MINNESOTA LAWS GOVERN
The Laws of the State of Minnesota shall govern all questions and interpretations
concerning the validity and construction of this Agreement and the legal relations
between the parties and their performance. The appropriate venue and jurisdiction for
any litigation will be those courts located within the County of Hennepin, State of
Minnesota. Litigation, however, in the federal courts involving the parties will be in the
appropriate federal court within the State of Minnesota. If any provision of this
Agreement is held invalid, illegal or unenforceable, the remaining provisions will not be
affected.

INTRODUCTION
On December 16, 2024, the City of Golden Valley Police Department (“GVPD”) submitted a Law
Enforcement Services Agreement (the “2025 Agreement” or the “Agreement”) between the
City of Golden Valley (the “City”) and the Hennepin County Sheriff’s Office (“HCSO”) to the
Legal Department for review. The purpose of the Agreement is to extend the provision of law
enforcement services by HCSO to the City into 2025. At the time the 2025 Agreement was
submitted to the Legal Department for review, it had already been approved by the Hennepin
County Board of Commissioners. Therefore, this memorandum contains only observations.
With the exception of an error noted in footnote 2, it does not contain recommendations for
further negotiation or discussion with HCSO.
ANALYSIS
The following is a summary of the key terms of the 2025 Agreement as well as the substantive
differences between the 2025 Agreement and a 2024 agreement between the parties for the
same services (the “2024 Agreement”).
1. Term. The term of the 2025 Agreement is January 1 through June 30, 2025.
2. Services. The services consist of the County providing two deputies, on an overtime
basis, to provide law enforcement services1 to the City during dayshift hours (6:00 am to

6:00 pm). The parties can agree to more, less, or different shift hours so long as any
additional services are within the scope of the agreement. The Agreement does not
specify a required process or timeframe for agreeing to modified hours. I recommend
GVPD memorialize all agreements to modify the number of hours in writing and save all
backup so that it is available in the event the Finance department requires
documentation to verify the number of hours billed.
3. Payment. The rates increased from the 2024 Agreement to the 2025 Agreement as
follows:

Under the 2025 Agreement, all deputies providing services will be charged at the
overtime rate. For Sheriff’s Deputy services, this represents a 65.7% increase as
compared to the 2024 regular rate and a 21.4% increase as compared to the 2024
overtime rate.
4. Indemnification and Limitation of Liability. The 2025 Agreement contains substantial
changes to the indemnification and liability provisions, including removing a limitation
on the City’s potential liability for Workers’ Compensation Continuing Benefits and PERA
benefits for HCSO employees. Workers' Compensation Continuing Benefits consist of
“benefits of any kind whatsoever from CITY, including without limitation, tenure rights,
medical and hospital care, sick and vacation leave, Workers' Compensation,
Unemployment Insurance, disability, severance pay, and continuing health insurance
benefits under Minnesota Statutes section 299A.465.” PERA benefits include “disability
benefits from [PERA].”
The 2024 Agreement required HCSO to provide, respond to, and litigate any Workers’
Compensation Continuing Benefits or PERA claims, and required the City to indemnify
the County for any such costs only in the event of a judicial or administrative finding or a

decision by a county claims manager “that an injury arose out of and occurred during
the course and scope of performance of duties or services” performed under the
Agreement. It also capped the City’s aggregate liability arising out of Worker’s
Compensation, Worker's Compensation Continuing Benefits, and PERA indemnification
obligations for injuries alleging PTSD at $100,000 per alleged injury.
The 2025 Agreement strikes these provisions, leaving the City open to increased
potential liability in the event a HCSO employee suffers a work-related injury while
performing services for the City. The 2025 Agreement also contains a new provision
relieving the City of its indemnity obligations “if any individual Deputy fails to cooperate,
collaborate, or coordinate with City personnel as required by [the] Agreement.”
5. Data Practices. The 2024 Agreement required the parties to defend and indemnify each
other from claims arising out of or resulting from any violation of the Minnesota
Government Data Practices Act. This provision was removed from the 2025 Agreement.
6. Media Outreach. This paragraph has been updated to require the City to notify HCSO
and obtain approval prior to publishing or releasing any media, social media, news
releases, external communications, marketing, promotions, client list, civic/community
events, or outreach that reference HCSO or relate to or reference the Agreement or the
services provided by HCSO under the Agreement (“Outreach”).
The 2025 Agreement also removes the requirement for HCSO to seek the City’s input or
approval when releasing Outreach that references the City, GVPD, or City employees.2
The Legal Department has completed its review of this item. Please contact me if you have any
questions or require additional information or analysis.

Summary
In accordance with Minnesota Statutes, the Council must designate a newspaper of general circulation
in the City as the official newspaper in which all ordinances, hearing notices, advertisement for bids,
etc. are required to be published. Due to certain timing constraints and since the New Hope/Golden
Valley Sun-Post is published weekly, it is in the best interest of the City to designate an additional
newspaper that has daily publication. When publishing notices the City will only publish in one of the
two official newspapers for each notice. Additionally, the City's website will be updated to include
information for both of the official newspapers.
The New Hope/Golden Valley Sun-Post and the Minnesota Star Tribune are both qualified to serve as a
legal and official newspaper under Minnesota Statutes Section 331A.02, Subd. 1 .

Resources and Legal teams reviewed and made the following change/additions to the Employee
Handbook, effective January 8, 2025:
Updated values and purpose.
Administrative changes, including links, tables, grammar, and punctuation.
Updated policy language on “animals in the workplace” and “children in the workplace” to both
the Workplace Rules and Reasonable Accommodations sections.
Updated Veteran’s preference language in Recruitment and Selection to reference the
Minnesota Veteran’s Preference Act.
Added clarifying language to the job description reclassification process.
All of these changes are consistent with the City's purpose, values, and commitment to equity. The
City continues to refine its policies and practices to ensure employees have a transparent, inclusive,
and equitable guide to employment with the City of Golden Valley.

Summary
Cities obtaining liability coverage from the League of Minnesota Cities Insurance Trust must decide
whether or not to waive the statutory tort liability limits to the extent of the coverage purchased. Staff
recommends that the City does not waive the statutory limit on tort liability established by Minnesota
Statues 466.04 for the 2025-2026 insurance policy. This policy renews annually on February 1.
Financial or Budget Considerations
If the City does not waive the statutory tort limits, an individual claimant would be able to recover no
more than $500,000 on any claim to which the statutory tort limits apply. The total which all claimants
would be able to recover for a single occurrence to which the statutory tort limits apply would be
limited to $1,500,000. Insurance rates from the League of Minnesota Cities reflect this coverage.
Legal Considerations
The League of Minnesota Cities requires the governing body of cities to decide whether or not to
waive the statutory tort lability limits.

resolution outlines the reasonable expenses by which the City Council authorizes City staff to execute
City initiatives under these policies.

All eligible items are approved annually by the City Council during its annual budget process.
Legal Considerations
The purchases covered by this resolution are part of the Public Purpose Expenditure Policy, previously
approved by City Council.

The City strives to create and execute policies and practices that support diversity, equity, and

RESOLUTION NO. 25-004
RESOLUTION ADOPTING PUBLIC PURPOSE SPENDING AUTHORIZATION
WHEREAS, the City of Golden Valley is committed to ensuring that expenditures adhere to the
Public Purpose Doctrine under Minnesota State Constitution, Article X, Section 1, which allows cities to
spend funds to further a public purpose as authorized by the City Council through the adoption of the
City of Golden Valley’s annual budget; and
WHEREAS, the City prepares an annual budget to plan for expenditures allowed under the
Employee Handbook and the Public Purpose Expenditure Policy and the budget is approved annually
by the City Council; and
WHEREAS, the Employee Handbook allows department heads to approve the purchase of
clothing and apparel for non-uniformed employees to clearly identify them as employees of the City all
for the purpose of carrying out the City’s business; and
WHEREAS, the Public Purpose Expenditure Policy adopted by Resolution No. 23-033 on May
16, 2023 authorizes the City Council to approve allowable amounts for certain expenditures, including
refreshments, meals, and clothing items, pursuant to the aforementioned policies.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Golden Valley that the
City Council adopts the following allowable expenses:
o Maximum allowable expense for refreshments, may not exceed the per person
incidental expenses rate, as prescribed by the U.S. General Services Administration
(GSA) Meals and Incidentals Rates and Breakdown Table.
o Maximum allowable expenses for meals may not exceed the per person per diem rate,
as prescribed by the U.S. General Services Administration (GSA) Meals and Incidentals
Rates and Breakdown Table.
o Clothing and apparel required for employees to perform their duties, and that are not
PPE or uniforms, shall not exceed $100 per person per year.

Summary
The first proposed code update is intended to allow private pest control companies to use live
trapping to remove wild animals causing a nuisance on private property. Currently, this section of code
requires all trapping to be done by government employees, which is no longer consistent with best
practices or the market place.
The second proposed update is intended to allow any City employees with authority to enforce City
Code to issue administrative citations for violations related to animal control and wildlife
management. This change creates greater flexibility by allowing department heads to determine the
appropriate response on a case-by-case basis. Staff believes this will lead to a more efficient use of
City resources and better service to the community. This change is consistent with City Code, section
1-9 (Administrative Citations) and with how the City handles all other administrative violations of City
Code.
Financial or Budget Considerations
There are no financial or budget considerations for this item.
Legal Considerations
Updating these sections of City Code clarifies that all City staff with authority to enforce City Code,
including administrative staff and Police staff, have authority to enforce all sections of code related to
the keeping and maintenance of wild animals. This is consistent with the administrative citation
section of the code (City Code, section 1-9 ).
Equity Considerations
Allowing administrative staff and private pest control companies to respond to wildlife management
calls is consistent with the City's equity goals in that it expands options for residents dealing with
wildlife-related nuisances and provides greater opportunity for the business community to provide
services within the City. Additionally, administrative staff and private contractors may have specialized
training in non-violent wildlife management, which could lead to better outcomes for residents and
wildlife.

ORDINANCE NO. 792
AN ORDINANCE AMENDING THE CITY CODE
AMENDING CHAPTER 6 OF THE CITY CODE RELATED TO THE
KEEPING AND MAINTENANCE OF WILD ANIMALS
The City Council of the City of Golden Valley hereby ordains as follows:
Section 1. City Code Chapter 6, Article III. Keeping and Maintenance, Section 6-76.
Trapping and Section 6-77 Enforcement are hereby amended as follows:
ARTICLE III. KEEPING AND MAINTENANCE
Sec. 6-76. Trapping.
(a) It is unlawful for any person to, by means of any device or contrivance, catch, trap,
snare, or restrain any animal.
(b) Exception. The provisions of this section shall not apply to employees or agents of
the City, the County, the State or Federal government or to private pest control
professionals acting who act in the course of their official duties for the purpose of
abating nuisances.
Sec. 6-77. Enforcement.
Licensed peace officers, reserve officers, and community service officers, employed by
the Police Department are Any person with authority to enforce the City Code is authorized to
issue administrative citations in accordance with Section 1-9 for violation of this article.
Administrative citations for violations of this article shall be processed, heard and considered in
all respects as that provided in Section 1-9.
Section 2. This ordinance shall take effect from and after its passage and publication as
required by law.
