Upon a roll call vote the following voted in favor: Schuchman, Bell and Bertholf. The following voted against: None. Motion carried. Presentation of JWC Finances Golden Valley Finance Director, Lyle Hodges, reviewed the Joint Water Commission Financial Update found in the November 6, 2024 JWC Agenda packet, as well as a summary of JWC financial activity through August 30, 2024. Each city currently pays a required specific amount for capital into the JWC each year. Each city is responsible for the contract for projects within their city and pays for the project to be done, then gets reimbursed from the JWC from the pool of funding each city contributed to. Commissioners discussed if there is a better way to do this. It feels like the expense of each project is double counted. Is there a way to have he JWC pay the contractors directly? TAC Update Xcel is requiring a wire vault under the pad that will be put under the transformer at the JWC Golden Valley Pump House. It’s a new requirement that will set the project back by about 3 weeks. This was ordered about a week prior to this meeting, and it will take about a month to get it on site. ATTEST: Carrie Nelson, Recording Secretary Chair Noah Schuchman Joint Water Commission Memo January 6, 2025 Agenda Item #3 Approve 48-inch Gate Valve Installation at the Golden Valley Pumphouse Prepared by Tim Kieffer, Golden Valley Public Works Director Summary Staff have been working with Minneapolis for several years to install a 48-inch gate valve between the two influent pipes at the Golden Valley Pumphouse. This would allow staff to receive water from Minneapolis from either the south or north, allowing for better redundancy during emergencies. Minneapolis, who is managing the project, solicited bids for the work. The low bid was 349,224.35 from PCiRoads, LLC. The most recent renewal agreement with Minneapolis specifies a 50% cost share between Minneapolis and the JWC. Therefore, JWC’s cost is 174,612.18. The 2024 JWC CIP included $175,000 to Install 48-inch Gate Valve at Golden Valley (CIP #15-006). Recommended Action Motion to approve 48-inch gate valve installation at the Golden Valley Pumphouse. The firm has declined to continue the audit of the JWC beginning with the 2024 financial audit. The JWC is statutorily required to submit audited financial statements within 180 days of the year ending December 31. In addition, each member City includes summary financial statement information in their respective financial statement disclosures. As such, the JWC needs to find a CPA firm to perform the audit of the 2024 financial statements. Attachments N/A Recommended Action Authorize the Golden Valley Finance Director to solicit quotes for audit services. Joint Water Commission January 6, 2025 Agenda Item #5 Discuss Finance Support Services for JWC Prepared by Lyle Hodges, Golden Valley Finance Director Summary The City of Golden Valley staff provide accounting services for the JWC. With personnel transition and workload adjustments, it is becoming difficult to carry out these tasks with current staff. To continue timely accounting services, the City of Golden Valley requests the JWC to consider alternative choices for delivering financial services. This could include staff from another member City or seeking a contract with an accounting services provider. Attachments N/A Recommended Action Discuss the JWC financial services model and consider alternative methods to deliver those services. Joint Water Commission TAC Meeting Thursday December 19, 2024, 10:00 AM 1) Towers a) MLR tower i) Move construction to 2025. Updated budget to 3 million for construction and engineering. This will include a new altitude valve and hydrant at tower location within the fenced in area. Pre-bid meeting Jan 2. Council authorized bids. ii) Parts storage 1) Connex containers will be needed for storage of existing parts during construction. Dave will be looking into the box rental iii) T-Mobile plans to remove their antennas (most likely permanently) Still pending b) Tower replacement i) GV tower to get replaced 2028/2029. c) GV tower Gathering all information to submit to LMC for insurance claim 2) Projects a) MCC / motor, pump, VFD replacement at both pump houses – pump and motor removed Jan 6 GV) and 8 (Crystal) i) GV construction 2024/2025 (pump #4) 1) Switch Gear / Transfer Switch a) Consulting engineer is following up on lead times for equipment at the GV station.
