CITY COUNCIL REGULAR MEETING MINUTES
City Council meetings are being conducted in a hybrid format with in -person and remote options
for attending, participating, and commenting.
1. Call to Order
Mayor Harmon called the meeting to order at 6:42 pm.
1A. Pledge of Allegiance and Land Acknowledgement
Mayor Harmon led the audience in the Pledge of Allegiance and read the City’s Land
Acknowledgement statement.
1B. Roll Call
Present: Mayor Roslyn Harmon, Council Members Sophia Ginis, Maurice Harris, Denise La
Mere-Anderson, and Gillian Rosenquist
Staff present: Interim City Manager Schuchman, City Attorney Cisneros, Community Development
Director Flores, Housing and Economic Development Manager Costello, City
Engineer Ryan, Finance Director Hodges, and City Clerk Schyma
1C. New Employee Introductions
Interim City Manager Schuchman introduced Finance Director Lyle Hodges.
Community Development Director Flores introduced City Engineer Michael Ryan.
2. Additions and Corrections to Agenda
Motion by Harris, Second by La Mere-Anderson to approve the agenda as submitted.
Motion carried 5-0.
3. Consent Agenda
Approval of Consent Agenda - All items listed under this heading are considered to be routine
by the City Council and will be enacted by one motion. There will be no discussion of these
items unless a Council Member so requests in which event the item will be removed from the
general order of business and considered in its normal sequence on the agenda.

Motion by La Mere-Anderson, Second by Ginis to approve the Consent Agenda as revised:
removal of Item #3B.1. Approve 2024-2025 Liquor License Renewals and Item #3D. Adopt
Resolution No. 24-039 Approving Amendment to Compensation and Classification Tables.
Motion carried 5-0.

3. Items Removed From the Consent Agenda:
3B.1. Approve 2024-2025 Liquor License Renewals
Council Member Rosenquist stated that she would be recusing herself from this discussion and
vote since her son is employed at one of the businesses on the renewal list. While she has no
direct conflict, she is recusing herself out of an overabundance of caution.
Motion by Harris, Second by La Mere-Anderson to approve 2024-2025 Liquor License Renewals.
Motion carried 4-0. (In Favor: Harmon, Ginis, Harris, La Mere-Anderson. Recused: Rosenquist.
Opposed: N/A)
3D. Adopt Resolution No. 24-039 Approving Amendment to Compensation and Classification
Tables
Mayor Harmon stated that she needs answers to a few more questions before she is ready to vote
on this item and suggested that the item be tabled. She believes there is a wide disconnect
between Fire and Police salaries and wants to ensure equity.
Motion by Harmon to table Item #3D. Adopt Resolution No. 24-039 Approving Amendment to
Compensation and Classification Tables.
The motion died for lack of a second.
Interim City Manager Schuchman stated that tabling the item would be a Council decision but that
this item can move forward tonight with more information to come later.
Motion by Harmon, Second by Harris to adopt Resolution No. 24-039 Approving Amendment to
Compensation and Classification Tables.

Motion carried 5-0 with unanimous approval. (In Favor: Harmon, Ginis, Harris, La Mere-
Anderson, Rosenquist. Opposed: N/A)
4. Public Hearing
4A. Public Hearing Regarding a Request for Approval of a Minor Subdivision for
Paisley Edgewood, Resolution No. 24-041
City Manager Schuchman stated that an email received from residents regarding the City’s
notification policy. He will announce that anyone who wishes to speak tonight will be able to;
however, he will recommend a Council Member make a motion to postpone the item to July 2 so
that the applicant can comply with the City’s Neighborhood Notification Policy.
After the neighborhood notification, the item will be considered at the June 24 Planning
Commission meeting. A public hearing will be held at the July 2 Council meeting and the Council
may consider action on the matter at that time.
Mayor Harmon opened the public hearing.
Marsha Anderson, 130 Edgewood Avenue North, was one of the residents who submitted the
request to reschedule due to communication issues. She appreciates the rescheduling and asks
that the communications from earlier tonight be included in the upcoming agenda packets.
David Young, resident of Paisley Lane, stated there was very little notification and communication
about this item and believes more discussion is warranted on this item.
Mayor Harmon stated the public hearing would be continued.
Council Member Rosenquist thanked staff for being responsive to resident concerns and
apologized for the inconvenience of a late notice to residents.
Motion by La Mere-Anderson, Second by Rosenquist to postpone consideration of Resolution No.
24-041 approving Minor Subdivision for Paisley Edgewood until the July 2, 2024 City Council
Meeting so that applicant can comply with the City’s Neighborhood Notification Policy.
Motion carried 5-0.
