2024-09-03 - MIN - City Council Regular Meeting October 1, 2024 — 6:30 PM Council Chambers Hybrid Meeting CITY COUNCIL REGULAR MEETING MINUTES City Council meetings are being conducted in a hybrid format with in-person and remote options for attending, participating, and commenting. 1. Call to Order Mayor Harmon called the meeting to order at 6:30 pm. 1A. Pledge of Allegiance and Land Acknowledgement Mayor Harmon led the audience in the Pledge of Allegiance and read the City’s Land Acknowledgement statement. 1B. Roll Call Present: Mayor Roslyn Harmon, Council Members Sophia Ginis, Maurice Harris, Denise La Mere-Anderson, and Gillian Rosenquist Staff present: City Manager Schuchman, City Attorney Cisneros, Fire Chief Brunsell, Assistant Fire Chief Schuster, Assistant Police Chief White, Finance Director Hodges, and City Clerk Schyma 1C. Proclamation Recognizing October 6-12, 2024 as Fire Prevention Week Fire Chief Brunsell and Assistant Fire Chief Schuster discussed the proclamation, importance of Fire Prevention Week, and the upcoming Fire Department Open House on October 12. Motion by Rosenquist, Second by Harris to support a proclamation recognizing October 6-12, 2024 as Fire Prevention Week. Motion carried 5-0. 2. Additions and Corrections to Agenda Motion by Harris, Second by La Mere-Anderson to approve the agenda as submitted. Motion carried 5-0. 3. Consent Agenda Approval of Consent Agenda - All items listed under this heading are considered to be routine by the City Council and will be enacted by one motion. There will be no discussion of these items unless a Council Member so requests in which event the item will be removed from the general order of business and considered in its normal sequence on the agenda. Motion by La Mere-Anderson, Second by Ginis to approve the Consent Agenda as revised: removal of Item #3E. Adopt Resolution No. 24-060 Approving the Appointment of Additional Election Judges for the November 5, 2024 General Election. Motion carried 5-0. 3A. Approval of City Check Registers 3B. Bids, Quotes, and Contracts: 3B.1. Approve Contract for Joint Water Commission 16-Inch Gate Valve Replacement with Valley Rich Co., Inc. 3B.2. Approve Contract for Construction Services for 2024 City Hall Upper-Level Office Remodel with Action Construction Transportation, LLC 3B.3. Approve Traffic Control Agreement with Breck School for the 2024-2025 and 2025- 2026 School Years 3C. Adopt Resolution No. 24-058 Approving the Waiver of Public Hearing and Certification of Special Assessments - 2024 Private Driveways 3D. Adopt Resolution No. 24-059 Approving the Waiver of Public Hearing and Certification of Special Assessments - 2024 PMP Sanitary Sewer Repairs 3E. Adopt Resolution No. 24-060 Approving the Appointment of Additional Election Judges for the November 5, 2024 General Election 3. Items Removed From the Consent Agenda: 3E. Adopt Resolution No. 24-060 Approving the Appointment of Additional Election Judges for the November 5, 2024 General Election Council Member Harris thanked election judges and staff for their continued work during the 2024 election. Motion by Harris, Second by Rosenquist to adopt Resolution No. 24-060 Approving the Appointment of Additional Election Judges for the November 5, 2024 General Election. Motion carried 5-0 with unanimous approval. (In Favor: Harmon, Ginis, Harris, La Mere- Anderson. Opposed: N/A) 4. Public Hearing 4A. Public Hearing - Special Assessments for 2024 Delinquent Utility Bills, Resolution No. 24-061 Finance Director Hodges discussed the staff report and assessment process. Mayor Harmon opened the public hearing. As there were no comments, the public hearing was closed. Motion by Harris, Second by Ginis to approve Resolution No. 24-061 adopting and confirming assessments for 2024 delinquent utility bills. Motion carried 5-0 with unanimous approval. (In Favor: Harmon, Ginis, Harris, La Mere- Anderson. Opposed: N/A) 4B. Public Hearing - Special Assessments for 2024 Delinquent Miscellaneous Charges, Resolution No. 24-062 Finance Director Hodges discussed the staff report and assessment process. Mayor Harmon opened the public hearing. As there were no comments, the public hearing was closed. Motion by Rosenquist, Second by Harris to approve Resolution No. 24-062 adopting and confirming assessments for delinquent 2024 miscellaneous charges. Motion carried 5-0 with unanimous approval.
