2025-01-21 - MIN - City Council Regular Meeting January 21, 2025 — 6:30 PM Council Chambers CITY COUNCIL REGULAR MEETING MINUTES Members of the public may attend this meeting in -person, watch on cable channel 16, or stream on CCXmedia.org. 1. Call to Order Mayor Harmon called the meeting to order at 6:30 pm. Present: Mayor Roslyn Harmon, Council Members Sophia Ginis, Maurice Harris, Denise La Mere-Anderson, and Gillian Rosenquist Staff present: City Manager Schuchman, City Attorney Cisneros, and City Clerk Schyma 1A. Pledge of Allegiance and Land Acknowledgement Mayor Harmon led the audience in the Pledge of Allegiance and read the Ci ty’s Land Acknowledgement statement. 1B. Annual Review of MOU with Golden Valley Community Foundation Dean Penk, Chair of the Golden Valley Community Foundation (GVCF), provided a review of recent GVCF activities, their five pillars of focus, and an update on the Memorandum of Understanding (MOU) the foundation has with the City. The Council thanked Mr. Penk and the GVCF for their decades of contributions to the community. 2. Additions and Corrections to Agenda Motion by Rosenquist, Second by Ginis to approve the agenda as submitted. Motion carried 5-0. 3. Consent Agenda Approval of Consent Agenda - All items listed under this heading are considered to be routine by the City Council and will be enacted by one motion. There will be no discussion of these items unless a Council Member so requests in which event the item will be removed from the general order of business and considered in its normal sequence on the agenda. Adopt Resolution No. 25-005 Approving Correction to 2025-2034 CIP Schedule 3F. Approve Liberty Crossing Consent for Easement Termination 3G. Adopt Second Reading of Ordinance No. 792, Updating City Code Related to Keeping and Maintenance of Wild Animals 3. Items Removed From the Consent Agenda: 3C.1. Accept Resignation from the Bassett Creek Watershed Management Committee (BCWMC) Council Member Harris and Mayor Harmon thanked Dr. Roxanne Biidabinokwe Gould for her commitment to sustainability and community. Motion by Harris, Second by Rosenquist to accept the resignation of Dr. Roxanne Biidabinokwe Gould from the Bassett Creek Watershed Management Committee (BCWMC). Motion carried 5-0. 4. Public Hearing - None. 5. Old Business - None. 6. New Business 6A. Review of Council Calendar Mayor Harmon reviewed upcoming city meetings, events, and holiday closures. 6B. Mayor and Council Communications 1. Other Committee/Meeting updates Mayor Harmon provided a recap of the sold-out Sweet Potato Comfort Pie Annual Rev. Dr. Martin Luther King, Jr. Service Holiday which took place on January 19. Mayor Harmon stated that she has received questions from the community about the recent wildfires in California and their concern about whether Golden Valley has the personnel, infrastructure, and capacity to handle a major catastrophe.
