2025-01-07 - MIN - City Council Regular Meeting January 7, 2025 — 6:30 PM Council Chambers Hybrid Meeting CITY COUNCIL REGULAR MEETING MINUTES City Council meetings are being conducted in a hybrid format with in -person and remote options for attending, participating, and commenting. 1. Call to Order Mayor Harmon called the meeting to order at 6:30 pm. 1A. Pledge of Allegiance and Land Acknowledgement Mayor Harmon led the audience in the Pledge of Allegiance and read the City’s Land Acknowledgement statement. 1B. Roll Call Present: Mayor Roslyn Harmon, Council Members Sophia Ginis, Maurice Harris, and Denise La Mere-Anderson Absent: Council Member Gillian Rosenquist Staff present: City Manager Schuchman, City Attorney Cisneros, Police Chief Green, Assistant Police Chief White, Equity and Inclusion Manager Kaempfer, and City Clerk Schyma 1C. Proclamation Honoring Sweet Potato Comfort Pie's 10th Annual Dr. Martin Luther King Jr. Holiday of Service Event Rose McGee, Sweet Potato Comfort Pie’s founder, spoke about the history of Sweet Potato Comfort Pie and provided details about this year’s 10th Annual Dr. Martin Luther King Jr. Holiday of Service Event. Mayor Harmon thanked Rose McGee and the Board of Directors for their tireless service and dedication in using a creative approach to address challenging topics designed to bridge relationship gaps and foster a healthier community. Motion by Harris, Second by Ginis to support a proclamation honoring Sweet Potato Comfort Pie's 10th Annual Dr. Martin Luther King Jr. Holiday of Service Event. Motion carried 4-0. Proclamation Honoring January 20, 2025 as Reverend Dr. Martin Luther King, Jr. Day Equity and Inclusion Manager Kaempfer discussed the proclamation and importance of recognizing this day. Motion by Harris, Second by Ginis to support a proclamation honoring January 20, 2025 as Reverend Dr. Martin Luther King, Jr. Day. Motion carried 4-0. 2. Additions and Corrections to Agenda Motion by Harris, Second by La Mere-Anderson to approve the agenda as submitted. Motion carried 4-0. 3. Consent Agenda Approval of Consent Agenda - All items listed under this heading are considered to be routine by the City Council and will be enacted by one motion. There will be no discussion of these items unless a Council Member so requests in which event the item will be removed from the general order of business and considered in its normal sequence on the agenda. Motion by Harris, Second by La Mere-Anderson to approve the Consent Agenda as submitted. Motion carried 4-0. 3A. Approval of City Check Registers 3B. Licenses: 3B.1. Gambling License Exemption and Waiver of Notice Requirement - Holy Name of Jesus Catholic School 3B.2. Gambling License Exemption and Waiver of Notice Requirement - Sons of the American Legion Post 523 3C. Bids, Quotes, and Contracts: 3C.1. Approve Purchase of Reel Grinder from MTI Distributing for Brookview Golf 3C.2. Approve HCSO Law Enforcement Services Agreement 3D. Designation of 2025 Official Newspapers - New Hope/Golden Valley Sun-Post and Minnesota Star Tribune 3E. Adopt Resolution No. 25-001 Approving Employee Handbook 3F. Adopt Resolution No. 25-002 for the Annual Elections for the 2025-2026 Insurance Policy 3G. Adopt Resolution No. 25-003 Designating Depositories for City Funds 3H. New Business All Ordinances listed under this heading are eligible for public input. 6A. First Consideration of Ordinance No. 792, Updating City Code Related to Keeping and Maintenance of Wild Animals City Attorney Cisneros discussed the staff report and reason for the update. Mayor Harmon opened the public input session. As there were no comments, the public input session was closed. Motion by Harris, Second by Ginis to adopt first reading of Ordinance No. 792, updating City Code Chapter 6 related to the keeping and maintenance of wild animals. Motion carried 4-0 with unanimous approval. (In Favor: Harmon, Ginis, Harris, La Mere- Anderson. Opposed: N/A) 6B. Review of Council Calendar Mayor Harmon reviewed upcoming city meetings, events, and holiday closures. 6C. Mayor and Council Communications 1. Other Committee/Meeting updates Mayor Harmon acknowledged Breck School for their partnership with a program that is helping fifth graders learn about government at school. 7.
