Dr. John Miller, Human Resources Manager
Summary
Dr. Tessia Melvin with David Drown and Associates (DDA) will discuss best practices for maintaining
the City's compensation and classification system to ensure it continues to support the City’s
workforce and operational goals. The City contracted with DDA to complete its first comprehensive
compensation and classification study in 2020, establishing a solid foundation for fair and competitive
pay. As the labor market evolves and workforce expectations shift, it is crucial to periodically assess
and maintain our system to ensure market competitiveness in recruitment and retention, promote
internal equity, and budget stability. Dr. Melvin will present and answer questions from members of
the City Council.
