2025-02-18 - MIN - City Council Regular Meeting February 18, 2025 — 6:30 PM Golden Valley City Hall Council Chambers CITY COUNCIL REGULAR MEETING MINUTES Members of the public may attend this meeting in -person, watch on cable channel 16, or stream on CCXmedia.org. 1. Call to Order Mayor Harmon called the meeting to order at 6:30 pm. Present: Mayor Roslyn Harmon, Council Members Maurice Harris and Denise La Mere- Anderson Absent: Council Members Sophia Ginis and Gillian Rosenquist Staff present: City Manager Schuchman, City Attorney Cisneros, Community and Economic Development Director Goellner, Fire Chief Brunsell, Assistant Fire Chief Guzman, Fire Administrative Assistant Jimenez, and City Clerk Schyma 1A. Pledge of Allegiance and Land Acknowledgement Mayor Harmon led the audience in the Pledge of Allegiance. Mayor Harmon read the City’s Land Acknowledgement statement. Mayor Harmon introduced Reverend Anthony Galloway and invited him to perform Lift Every Voice and Sing (Black National Anthem). Mayor Harmon invited several community members to perform this evening to honor Black History Month. The Heart and Soul Youth Drummers performed the Liberian Circle Dance under the direction of Baba Jesse Buckner. Reverend Anthony Galloway performed a rendition of a speech by Rev. Dr. Martin Luther King, Jr. Renn Kasparek, a seventh-grade student from Breck School, performed a reading of two poems, BLK History Month by Nikki Giovanni and Dreams by Langston Hughes. Corey Webster of Damascus Way shared some Black history facts about Golden Valley. 1B. Additions and Corrections to Agenda Motion by Harris, Second by La Mere-Anderson to approve the agenda as submitted. Motion carried 3-0. 3. Consent Agenda Approval of Consent Agenda - All items listed under this heading are considered to be routine by the City Council and will be enacted by one motion. There will be no discussion of these items unless a Council Member so requests in which event the item will be removed from the general order of business and considered in its normal sequence on the agenda. Mayor Harmon acknowledged that there is a donation and a couple of commission members resigning on the Consent Agenda tonight and, on behalf of the Council, she extended their heartfelt gratitude to the community members, businesses, and organizations who generously donate their time, energy, and financial support to important programs and initiatives in Golden Valley. Motion by La Mere-Anderson, Second by Harris to approve the Consent Agenda as revised: removal of Item #3G. Adopt Resolution No. 25-013 Approving the City Council 2030 Strategic Directives. Approve Multi-Family Rental Property Licenses for the period of March 1, 2025 through February 28, 2026 3D. Boards, Commissions, and Task Forces: 3D.1. Accept Resignations from the Diversity, Equity, and Inclusion Commission 3E. Bids, Quotes, and Contracts: 3E.1. Adopt Resolution No. 25-010 Approving State of Minnesota Department of Transportation and City of Golden Valley and Three Rivers Park District Cooperative Construction Agreement No. 1057891 and Authorizing its Execution 3E.2. Approve Contract with Vaisala for Wx Horizon Weather Monitoring System 3F. Grants and Donations: 3F.1. Adopt Resolution No. 25-011 to Apply for a Minnesota Pollution Control Agency (MPCA) Host Site for a MN GreenCorps Member 3F.2. Adopt Resolution No. 25-012 Accepting the In-Kind Donation of $3,402.50 from Stan Waldhauser Photography 3G. Adopt Resolution No. 25-013 Approving the City Council 2030 Strategic Directives 3. He believes the process was beneficial and puts Golden Valley in a position where Council and staff are set up for success. City Manager Schuchman thanked the Council for their enthusiastic participation in the new process. Council Member La Mere-Anderson encouraged residents to review the strategic directives as the Council set ambitious goals and a clear vision for what they would like to see accomplished by 2030. Mayor Harmon echoed the comments of Council Members Harris and La Mere-Anderson and noted that it feels good to help move the City forward. Motion by Harris, Second by La Mere-Anderson to adopt Resolution No. 25-013 approving the City Council 2030 Strategic Directives. Motion carried 3-0 with unanimous approval. Review of Council Calendar Mayor Harmon reviewed upcoming city meetings, events, and holiday closures. 6B. Mayor and Council Communications 1. Other Committee/Meeting updates Council Member La Mere-Anderson encouraged residents to attend the February 19 Black History Month panel discussion at the Golden Valley Historical Society that will feature Golden Valley Mayor Harmon, St. Louis Park Mayor Nadia Mohamed, Golden Valley Police Chief Green, and will be moderated by community leader, Rose McGee. Mayor Harmon wanted to give a shout-out to the residents of the Calvary Center Cooperative for making her feel so welcome and providing her a tour during their recent open house. Council Member Harris announced the State of the City on Wednesday, April 9 beginning at 6 p.m. 7.
