HRA RESOLUTION NO. 24-01
RESOLUTION OF THE HOUSING AND REDEVELOPMENT AUTHORITY IN AND
FOR THE CITY OF GOLDEN VALLEY, HENNEPIN COUNTY, MINNESOTA AUTHORIZING
STAFF TO PURCHASE MINNESOTA DEPARTMENT OF TRANSPORTATION OWNED
SURPLUS RIGHT-OF-WAY PARCELS LOCATED AT 504 LILAC DRIVE, 2009 UNITY
AVENUE (GREENVIEW LANE), AND 1611 LILAC DRIVE
BE IT RESOLVED by the Housing and Redevelopment Authority in and for the City of
Golden Valley, Minnesota (the “Authority”) as follows:
WHEREAS, the Minnesota Department of Transportation (“MNDOT”) has contacted the City
of Golden Valley regarding three parcels of surplus MNDOT right of way (“Surplus ROW”), which are
legally described on the attached Exhibit A; and
WHEREAS, the Authority was contacted by the City regarding the Authority’s possible
interest in acquiring the Surplus ROW; and
WHEREAS, pursuant to Minnesota Statutes, Section 469.012, subdivision 1e, the
Authority has the power and authority to purchase real property; and
WHEREAS, acquisition of the Surplus ROW provides a key opportunity for the Authority to
develop housing on these parcels for affordable and equitable homeownership as part of its Home
Ownership Program for Equity (“HOPE”), which will help reduce racial disparity in homeownership,
build wealth, provide long-term affordability, and support disadvantaged business enterprises; and
WHEREAS, MNDOT has offered to sell the Surplus ROW parcels legally described in the
attached Exhibit A for the purchase prices of:
504 Lilac Drive = $123,000
2009 Unity Avenue (Greenview Lane) = $57,000
1611 Lilac Drive = $90,000
(the “Offer Prices”); and
WHEREAS, due diligence and analysis by the Authority determined that the Offer Prices
are appropriate and reasonable purchase prices; and
NOW, THEREFORE, BE IT RESOLVED BY Housing and Redevelopment Authority in and
for the City of Golden Valley Board of Commissioners that:
1. Authority staff may purchase the Minnesota Department of Transportation owned
Surplus ROW for the Offer Prices.
2. The Board hereby authorizes and directs the Executive Director of the Authority to
contact MNDOT and accept the offers for the Surplus ROW. The Board also
authorizes making payment to MNDOT for the Offer Prices for the Surplus ROW.
Authority staff and the Authority Chair are also authorized by the Board to execute
any documents that are necessary in order to effectuate the purchase of the
Surplus ROW.
