2024-12-03 - MIN - HRA Regular Meeting December 3, 2024 — 6:30 PM Golden Valley City Hall Hybrid Meeting HRA REGULAR MEETING MINUTES Housing and Redevelopment Authority meetings are being conducted in a hybrid format with in - person and remote options for attending, participating, and commenting. 1. Call to Order The meeting was called to order at 6:35 pm by Housing and Redevelopment Authority Chair Rosenquist. 1.A. Roll Call Commissioners present: Chair Gillian Rosenquist, Commissioners Roslyn Harmon (joined at 6:38 pm), Maurice Harris, Denise La Mere-Anderson, and Sophia Ginis Staff present: HRA Director Schuchman, HRA Attorney Cisneros, Finance Director Hodges, Community and Economic Development Director Goellner, Senior Planner Kramer, Planner Okey, and City Clerk Schyma 2. Approval of Agenda Motion by La Mere-Anderson, Second by Ginis to approve the agenda as submitted. Motion carried 4-0. 3. Consent Agenda Approval of Consent Agenda - All items listed under this heading are considered to be routine and will be enacted by one motion. There will be no discussion of these items unless a Commission Member so requests in which event the item will be removed from the general order of business and considered in its normal sequence on the agenda. Motion by Harris, Second by Ginis to approve the Consent Agenda as submitted. Motion carried 4-0. 3.A. Approve Greater Metropolitan Housing Corporation (GMHC) and Dayton's Bluff Neighborhood Housing Services (DBNHS) Consent to Merge 3.B. Adopt HRA Resolution No. 24-05 Approving Updated Bylaws of the Housing and Redevelopment Authority 3.C. Public Comment and Adoption of the 2025-2026 Budget and 2025 Tax Levy for the Housing and Redevelopment Authority, HRA Resolution No. 24 -06 Finance Director Hodges discussed the staff report and overall budget process. Commissioner Harmon joined the meeting at 6:38 pm. Chair Rosenquist opened the public input session. Name unknown, new homeowner in Golden Valley, asked for some clarification on the differences between the increases for county, city, and HRA, the overall levy process for each entity and how they interact with each other, and how input is gathered as part of the budget process. Chair Rosenquist closed the public input session. Finance Director Hodges provided information on how the various levies impact each other. Chair Rosenquist stated her support for this levy, the City’s thoughtful approach to affordable housing, and how these funds support the City’s goals. Commissioner Harmon stated her support for the levy and affordable housing but wanted the residents to know that she does understand that any tax increase can impact residents who are on a fixed income. Motion by Ginis, Second by Harris to approve HRA Resolution No. 24-06 adopting the Housing and Redevelopment Authority Budget and Adopting the HRA Tax Levy Payable in 2025. Motion carried 5-0 with unanimous approval. (In Favor: Rosenquist, Ginis, Harmon, Harris, La Mere-Anderson. Opposed: N/A) 7.
