2025-03-04 - MIN - City Council Regular Meeting March 4, 2025 — 6:30 PM Golden Valley City Hall Council Chambers CITY COUNCIL REGULAR MEETING MINUTES Members of the public were able to attend this meeting in-person, by watching on cable channel 16, or by streaming on CCXmedia.org. 1. Call to Order Mayor Harmon called the meeting to order at 6:40 pm. Present: Mayor Roslyn Harmon, Council Members Sophia Ginis, Maurice Harris, Denise La Mere-Anderson, and Gillian Rosenquist Staff present: City Manager Schuchman, Deputy City Manager Santelices, City Attorney Cisneros, Community and Economic Development Director Goellner, Housing and Economic Development Manager Costello, Finance Director Hodges, Fire Chief Brunsell, Police Chief Green, and City Clerk Schyma 1A. Pledge of Allegiance and Land Acknowledgement Mayor Harmon led the audience in the Pledge of Allegiance and read the City’s Land Acknowledgement statement. 1B. Proclamation Recognizing the Golden Valley Federated Women's Club's Commitment to Violence Prevention Mayor Harmon welcomed members of the Golden Valley Federated Women's Club (GVFWC) who were in attendance. GVFWC President Annette Ozer discussed the history of the organization and provided some background information about the proclamation. Mayor Harmon stated that the City Council of the City of Golden Valley along with the Golden Valley Federated Women’s Club of Minnesota, does hereby recognize and honor the 40 years of progress created by the Family Violence Prevention and Services Act, along with the 30 years of advancement made possible by the Violence Against Women Act, to address domestic violence, sexual assault, dating violence, and stalking, among other crimes, and encoura ge the residents of the City of Golden Valley to support programs that prevent family violence and violence against women in our community. Proclamation Honoring Women's History Month Deputy City Manager Santelices discussed the proclamation honoring Women’s History Month. Mayor Harmon stated that the City Council of the City of Golden Valley does hereby proclaim the month of March as “Women’s History Month” and call upon the people of the Golden Valley to recognize the contributions made by women and to actively promote the principles of equality, equity, liberty, and justice. 1D. Expanded Response Presentation City Manager Schuchman discussed the staff report and the Expanded Response Executive Committee, which includes Deputy City Manager Santelices, Police Chief Green, and Fire Chief Brunsell, provided an overview of key outcomes achieved to date and outlined the next steps. Mayor Harmon asked about turnout at the community engagement events specific to expanded response. Deputy City Manager Santelices responded that public safety has recently held many community engagement events, not just for expanded response but also for proposed policies. She stated turnout at these events has been going well. Fire Chief Brunsell added that the events have been a great opportunity to receive feedback and have important conversations with the community. She further stated that the events also helped in trying to dispel a lot of misconceptions about what the Police and Fire Departments do for the community. Police Chief Green agreed with Fire Chief Brunsell and stated that the community engagement aspect of this program has been very helpful. Council Member Rosenquist thanked staff that have transformed Golden Valley into a city that wants to lead the change and be a part of the important work being done. She added that the Pohland grant was recognition of that leadership, appreciates the work being done, and is looking forward to further updates from the committee. The Council thanked the Expanded Response Executive Committee for their presentation and all staff who have contributed to the expanded response program. 2. Additions and Corrections to Agenda Motion by Harris, Second by Rosenquist to approve the agenda as submitted. Motion carried 5-0. 3. Consent Agenda Approval of Consent Agenda - All items listed under this heading are considered to be routine by the City Council and will be enacted by one motion. There will be no discussion of these items unless a Council Member so requests in which event the item will be removed from the general order of business and considered in its normal sequence on the agenda. Adopt Resolution No. 25-014 Approving 2024 Budget Carry Forward and 2025 Budget Adjustments Council Member La Mere-Anderson asked Finance Director Hodges for a summary of the resolution. Finance Director Hodges responded with information about the budget carry forward and budget adjustment process. He further discussed the Public Safety Aid dollars that are moving forward. Motion by La Mere-Anderson, Second by Rosenquist to adopt Resolution No. 25-014 approving 2024 budget carry forward and 2025 budget adjustment items. Motion carried 5-0 with unanimous approval. First Reading of Ordinance No. 793 - Amending Chapter 4 of the City Code Relating to Brewer Off-Sale Licenses to Allow Additional Vessel Sizes Permitted by State Law City Clerk Schyma discussed the staff report and reasoning for the amendment. Mayor Harmon opened the public input session. As there were no comments, the public input session was closed. Motion by La Mere-Anderson, Second by Harris to adopt first reading of Ordinance No. 793, amending Chapter 4 of the City Code relating to Brewer Off -Sale licenses to allow additional vessel sizes as permitted by State law. Motion carried 5-0 with unanimous approval. (In Favor: Harmon, Ginis, Harris, La Mere- Anderson, Rosenquist. Opposed: N/A) 6B. First Reading of Ordinance No. 794 Establishing an Affordable Housing Trust Fund Housing & Economic Development Manager Costello discussed the staff report and benefits of establishing an Affordable Housing Trust Fund . Council Member Rosenquist thanked Housing & Economic Development Manager Costello and staff for providing another exciting opportunity to help bring options and opportunities to housing in Golden Valley. Council Member Harris agreed with Council Member Rosenquist and added that this is another tool in the toolbox for affordable housing, including the grant funding that becomes available with the housing fund. Mayor Harmon agreed and added that these are great initiatives to help people live where they would like to live. Mayor Harmon opened the public input session. Larry Johnson, resident, stated he believes in affordable housing and spoke about his own personal experiences growing up. Ken Shardin, resident, asked if this housing fund is the same as the Section 8 program. Elaine Wynn, resident, asked where to find information about housing programs in Golden Valley. Mayor Harmon closed the public input session. Housing & Economic Development Manager Costello responded to the questions raised during public input. Review of Council Calendar Mayor Harmon reviewed upcoming city meetings, events, and holiday closures. 6D. Mayor and Council Communications 1. Other Committee/Meeting updates Council Member La Mere-Anderson announced a Golden Valley Historical Society event for Women’s History Month on March 13. Council Member La Mere-Anderson discussed the 30th annual Run the Valley on April 26 and how the money raised is redistributed back into the community. Council Member Ginis stated the Golden Valley Community Foundation is trying to bring back a community festival in September. She added that a lot of work and volunteer hours are needed to make this a reality so if anyone is interested, they should reach out to the foundation for more information. 7.
