Discretionary vs. Non Discretionary Arrests
If officers were called to a crime where a victim wanted to pursue
charges; there was a policy or statutorily required action; court order
or warrant; the arrest is NON-DISCRETIONARY. If the action was officer-
initiated and did not meet the above-noted requirements, it is
generally determined to be a DISCRETIONARY enforcement action.

The FBI has mandated that all law enforcement agencies across the country make the
transition to NIBRS (National Incident-Based Reporting System) to improve the overall
quality, accuracy and timeliness of crime data collected. GVPD moved to NIBRS reporting
in September of 2020. NIBRS reporting is a way of categorizing or organizing the crimes
committed and allows for better collection of more detailed crime-related information,
helps give context to specific crime issues and affords greater analytic flexibility of the
crime data collected.
