PEACE Meeting Minutes 7.11.24 MOTION to approve minutes for 7.11.24 by commissioner Frish, 2nd by Commissioner Glass. Approved unanimously. 6. Discussion/Action Items a. State of the Grant Review Vice Chair Cisneros started by listing attendees in the State of the Grant meeting which included: City representatives from Brooklyn Center, representatives from Golden Valley Police, City staff, national consultants from the East Coast, and many more. Cisneros stated that the purpose and initiative of the grant is to start thinking of alternative and appropriate responses for public safety. Cisneros continued stating that her purpose was to give an overview of the PEACE commission and to speak on the intersection between PEACE Commission work and Pohland Grant. During the State of the Grant meeting 3 City of Golden Valley PEACE Commission Meeting May 9, 2024 — 6:30 PM 2 Cisneros reported that in 2023 the PEACE Commission did a lot of groundwork . She also highlighted specific people that have put in a lot of work during the founding moments of the PEACE Commission as well as to finalize the grant like former Community Connection Specialist Airrion Williams and current Chair Trey Gladney. Another point of Cisneros presentation during the State of the Grant meeting was to show the strategy of the PEACE commission in taking the language of the Pohlad Grant and infuse it into the City Counsil approved work plan. Cisneros then highlighted, during the State of the Grant meeting, PEACE’s participation in drafting the RFP for the community response team as well as the collaboration with the City Administration. Lastly, Cisneros highlighted the work of the data subcommittee and showcased police work that is now made available to the public. b. Meeting with City Manager Chair Gladney, Vice Chair Cisneros and Community Connection Specialist Gonzalez sat in on a meeting with City Manager Schuchman. During this meeting Schuchman elaborated on his previous work in Duluth leading another City with Community response and altern ative response models successfully. Gladney and Cisneros feel hopeful that Schuchman will extend these initiatives beyond the timeframe of the Pohlad grant as Schuchman is thinking long-term in creating strategic partnerships along the City. Secondly, duri ng this meeting they talked about continued partnership with 1) working closely with Police on Flock Camera System, 2) expanding partnership with also the DEI Commission. c. Subcommittee Updates: Trevor parks from data subcommittee recently attended a police policy review meeting with the City with positive outcomes. PEACE data subcommittee was invited to attend weekly meetings. Data subcommittee is getting together to diversify the workload. Commissioner Frisch is going to help with data subcommittee to review police policies. City Equity and Inclusion manager explained that one of the activities of the Pohlad Collaborative Solutions Grant a Racial equity policy review for police policy. Golden Valley PD is working on having their Police manual be up to date and code, while the policy review is happening simultaneously. The people involved with this review include City Attorney Maria Cisneros, Seth Kaempfer, Assistant Chief White, as well last two consultants that were paid for from the Pohlad Grant. The contract that is via police is Lexipol providing project management; the contract via Pohlad is Aviellahcc providing racial policy review. Kaemfer provides a lens beyond race, Maria Cisneros provides a legal lens, and AC White provides a police and operational lens; Lexipol provides police and operational lens and best practices from other police departments. PEACE will be included to be able to go into the policy and have commentary from a community perspective. Kaempfer mentioned that the State of the Grant brought to light how rare it is for police to do racial police reviews; Golden Valley is unique and cutting edge in doing that. Commissioner Glass from Community engagement subcommittee reported that their subcommittee have reached out to Umascus Way over dates and logistics to be able to table and send people their community survey. Community Service Cory Salazar has expressed interest in tabling, but also Commissioner Glass stated anyone else outside of the community engagement subcommittee could also volunteer. In regard to getting the surveys translated the subcommittee had decided to use Google Translate and ChatGBT before putting it live on the City of Golden Valley Website. 4 City of Golden Valley PEACE Commission Meeting May 9, 2024 — 6:30 PM 3 Hiring subcommittee reported that there is a new set of questions for police interviews. There was a partnership between PEACE and PD in terms of input for those questions. The last interview Vice Chair Cisnero sat in had those questions. Cisneros reports that its been interesting to see Police Department ask interview questions from an equity lens. For example, some questions asked about the history of policing. Inter terms of hiring numbers, as of now, PD has six patrol officer positions to be filled. d. History of policing event: Interim Community Connections Specialist stated that there will be a meeting to coordinate a history of policing event in Golden Valley. The idea stemmed from s itting in interviews and realizing patrol officers in general and our own police department are not in alignment with details regarding the history of policing and its origins. The people in this meeting will be Interim Community Connection Specialist Gonzalez, Equity and Inclusion Manager Kaempfer, Deputy City Manager Santelices, embedded social worker Moreno, members from Just Love community response team, community member and activist Dr. Raj, and with input from Chief of Police Green. There is currently a lot of support for this event and many people see the benefit of looking back into our history in order to move forward. There is not a lot of details on how the event is going to manifest as it will be discussed in the first meeting as a group having all voices and concerns heard.
