2025-06-03 - MIN - City Council Regular Meeting June 3, 2025 — 6:30 PM Golden Valley City Hall Council Chambers CITY COUNCIL REGULAR MEETING MINUTES Members of the public may attend this meeting in-person, watch on cable channel 16, or stream on CCXmedia.org. 1. Call to Order Mayor Harmon called the meeting to order at 6:59 pm. Present: Mayor Roslyn Harmon, Council Members Sophia Ginis, Maurice Harris, and Denise La Mere- Anderson Absent: Council Member Gillian Rosenquist Staff present: City Manager Schuchman, City Attorney Cisneros, Finance Director Hodges, Equity and Inclusion Manager Kaempfer, Management Fellow Kasel, Housing and Economic Development Manager Costello, City Engineer Ryan, Assistant Police Chief White, and City Clerk Schyma 1A. Pledge of Allegiance and Land Acknowledgement Mayor Harmon led the audience in the Pledge of Allegiance and read the City’s Land Acknowledgement statement. 1B. Proclamation Honoring LGBTQIA2S+ Pride Month Equity and Inclusion Manager Kaempfer discussed the proclamation honoring LGBTQIA2S+ Pride Month and noted Golden Valley Pride on Saturday, June 7th. Golden Valley Pride Committee Member Thorson stated the Committee was honored to accept this proclamation and highlighted the history of LGBTQ+ individuals in Golden Valley. Mayor Harmon proclaimed the City Council of the City of Golden Valley recognizes June as “LGBTQIA2S+ Pride Month” and calls upon the people of Golden Valley to recognize the contributions made by members of the LGBTQIA2S+ community and to actively promote the principles of equality, equity, liberty, and justice. Council Member Ginis commented on her excitement for the Pride festival and affirmed her commitment as an ally. Council Member La-Mere Anderson will be volunteering at the Historical Society Museum this weekend and will be unable to attend Pride, but wishes all a wonderful Pride festival. Proclamation Supporting the Annual Miss Juneteenth Minnesota State Pageant and Celebration CEO and Director Jones discussed the proclamation honoring the Miss Juneteenth Minnesota State Pageant and what the event promotes. Mayor Harmon proclaimed the Golden Valley City Council acknowledges, supports, and recognizes the success of the Annual Miss Juneteenth Minnesota State Pageant and Celebration. 2. Additions and Corrections to Agenda Motion by Harris, Second by La-Mere Anderson to approve the agenda as submitted. Motion carried 4-0. 3. Consent Agenda Approval of Consent Agenda - All items listed under this heading are considered routine by the City Council and will be enacted by one motion. There will be no discussion of these items unless a Council Member so requests in which event the item will be removed from the general order of business and considered in its normal sequence on the agenda. Mayor Harmon acknowledged that there is a donation on the Consent Agenda tonight and, on behalf of the Council, she extended their heartfelt gratitude to the community members, businesses, and organizations who generously donate their time and financial support to important programs in Golden Valley. Motion by Harris, Second by La-Mere Anderson to approve the Consent Agenda as revised: Removal of Item #3G - Adopt Resolution No. 25-050, Extending the Effective Date of the Golden Valley Police Department Policy Manual to June 30, 2025; Item #3E.1. - Adopt Resolution No. 25-045 Authorizing Application for the Metropolitan Council Affordable Housing Policy and Program Grant; and Item #3E.4., Adopt Resolution No. 25-048 Accepting a Donation from the Pohlad Family Foundation for Staff to Attend Training Motion carried 4-0. 3A. Adopt Resolution No. 25-045 Authorizing Application for the Metropolitan Council Affordable Housing Policy and Program Grant Council Member Harris commented that Council Member Ginis is a Metropolitan Council employee and would like to abstain from the vote. Motion by Harris, Second by La-Mere Anderson to adopt Resolution No. 25-045 Authorizing Application for the Metropolitan Council Affordable Housing Policy and Program Grant. Motion carried 3-0-1 with unanimous approval. (In Favor: Harmon, Harris, La Mere-Anderson. Abstained: Ginis. Opposed: N/A) 3E.4. Adopt Resolution No. 25-048 Accepting a Donation from the Pohlad Family Foundation for Staff to Attend Training Mayor Harmon asked why the Council is just receiving this resolution as Staff are already attending the training. City Manager Schuchman stated Staff did not do an effective job getting it on the agenda in time and apologized. Motion by Mayor Harmon, Second by Harris to adopt Resolution No. 25-048 Accepting a Donation from the Pohlad Family Foundation for Staff to Attend Training. Motion carried 4-0 with unanimous approval. (In Favor: Harmon, Ginis, Harris, La Mere-Anderson. Opposed: N/A) 3G. Adopt Resolution No. 25-050 Extending the Effective Date of the Golden Valley Police Department Policy Manual to June 30, 2025 Council Member La-Mere Anderson stated she would like to amend this motion to provide an additional thirty days for the Police Department to ensure the appropriate amount of time for training and implementation. Assistant Police Chief White thanked Council Member La-Mere Anderson and stated the extension would be appreciated for officers to absorb the information presented in policy updates. Council Member La-Mere Anderson asked if a thirty-day extension would be sufficient. Assistant Police Chief White stated yes. Motion by La-Mere Anderson, Second by Ginis to adopt Resolution No. 25-050 extending the effective date of the Golden Valley Police Department Policy Manual and to amend the proposed effective date in the resolution to July 31, 2025. Old Business - None. 6. New Business 6A. Review of Council Calendar Mayor Harmon reviewed upcoming city meetings, events, and holiday closures. 6B. Mayor and Council Communications 1. Other Committee/Meeting updates Mayor Harmon expressed her condolences to the City of New Hope and the family of Councilman Andy Hoff. Council Member Harris noted he will be moving his office hours from June 18 to June 25 from 6:00 pm to 8:00 pm at Lunds and Byerlys. Mayor Harmon expressed her deep disappointment surrounding concerns regarding the Chief of Police, but due to data laws, she does not have access to any further information. Mayor Harmon stated she fully supports Public Safety personnel and the critical work they do in this City. 7.
