• Kramer outlined the process of updating the bylaws.
• Kramer stated possibly removing the secretary position.
• Kramer brought up the start time of 7:00pm is incorrect in the bylaws and needs to reflect the
start time of 6:30pm.
• Commissioners discussed and confirmed the start time of 6:30pm is acceptable.
• Kramer brought up for discussion the annual reports referenced in the bylaws and stated staff
in inclined to remove the language.
• Commissioners discussed and confirmed the removal of the annual reports requirement in the
bylaws was acceptable.
• Kramer brought up the formatting of minutes and asked if the Commissioners wanted to see

changes to the current format. She stated we would continue with the detailed minutes as
requested by City Council.
• Commissioners discussed and asked if a general summary could be a part of the minutes.
• Kramer stated there could be a summary added to the minutes.
• Commissioners agreed that a summary should be a part of the minutes but keeping the
verbatim is important.
• Kramer asked if there were other changes that the Commissioners wanted to see in the
bylaws.
• Ruby asked if there were changes needed to address the change of the public hearing to the
formal hearing being at the Planning Commission.
• Kramer confirmed we can put language into the bylaws regarding the formal public hearing
changes.
• VanOss asked if the virtual option is continuing.
• Kramer confirmed that we are discontinuing the virtual option for public hearings.
• Commissioners discussed the various options for people to provide comment and were in
agreement with staff that it is no longer necessary.
• Cohen stated the language in bylaws regarding quorum discussion from “should not discuss”
to “must not discuss”.
• Kramer stated the changes will be made and will bring back by in June then to City Council for
their formal adoption.
5. STAFF UPDATES:
• New Planning Intern Samuel Berens started with the department.
• David Hill is the new Planning Commissioner.
6. COMMISSIONER UPDATES:
• Cohen stated he attended the Boards and Commissioners Dinner and found it very helpful.

Summary
The Planning Commission bylaws provide a list of duties and specific direction for the Commission to
carry out their work as required in City Code Section 2-126. The Commission is required to review the
Planning Commission bylaws no later than the second meeting after May 1 every three years. The
Commission may review the bylaws more frequently as needed. These bylaws can be altered or
amended at any regular monthly Commission meeting with a majority of members present, provided
that notice of the proposed changes and amendments is provided to each member at least 10
business days before the meeting. The Council must review and approve any changes to, and has final
authority regarding, these bylaws.
Planning Commission discussed the proposed amendments to the bylaws on May 12, 2025. City
Council will vote on the recommended changes in July.
Recommended Action
Motion to recommend approval of amendments to Planning Commission Bylaws.

Planning Commission
Article I: Purpose, Mission, and Prescribed Duties
The City Council, by motion, approves the following list of duties which amplifies and/or gives more specific
direction to the Planning Commission. The Planning Commission shall:
• Review and make recommendations on specific development proposals made by private developers and public agencies
• Review and make recommendations on proposed rezoning, subdivision plans, amendments to the zoning text, platting regulations, and variances and similar items having to do with administration and regulatory measures
• Conduct public hearings on planning applications, zoning code amendments, and other items that require a public hearing.
• Conduct special studies dealing with items such as renewal, civic design, maintenance of a suitable living and working environment, economic conditions, etc. (these studies may be conducted at the initiative of the Planning Commission and/or specific direction from the City Council)
• Review major public capital improvement plans against the policy and goals stated in the Comprehensive Plan for the area
• Advise and make recommendations relative to housing, new development, and redevelopment
projects proposed by the HRA prior to the final commitment of such projects by the HRA, which shall
also relate to such responsibilities as:
o Making recommendations to the City Council and/or HRA on the use of Federal and State
funds received for housing and community development
o Making recommendations to the City Council on the City’s participation in other Federal,
State, Metropolitan Council, County, and Multi-City Housing and Community Development
programs
• Advise and make recommendations in matters relating to and affecting the environment, such as:
o Taking into account environmental concerns and the impact on the environment of any
Planning Commission recommended action
o To cooperate with and coordinate environmental proposals and programs with other City
groups and Federal, State, Metro, County, and other municipal groups
o To make such reviews of land reclamation, filling, excavation, and grading applications as are
required by City ordinance or referred to the Commission by the Council, provided that no
review or recommendation shall remove or limit the right of a property owner in accordance
with City ordinances and the statutes and constitution of the State of Minnesota
Article II: Membership, Appointments, Terms, and Officers
A. Membership
The Commission shall consist of seven regular members and one non-voting youth member.
Regular members shall be residents of the City. Youth members shall live or attend school within Golden
Valley, the Robbinsdale Area District or Hopkins School District and be enrolled in school grades 9
through 12.

B. Appointment and Terms
Appointments shall be made by the Council at its last meeting in April, effective May 1, except for youth
appointments, which shall be made by the Council at its last meeting in September, effective October 1.
The Council shall appoint regular members of the Commission for three-year staggered terms and one
youth member to serve a one-year term. The Council shall appoint the members of the Commission and
may fill vacancies for unexpired terms. A vacancy shall be deemed to exist if a member resigns or ceases
to meet the membership requirements. Commissioners shall be subject to the term limit requirements in
City Code § 2-125.
C. Officers
The Commission shall elect officers of Chair, Vice Chair, and Secretary from the Commission membership
by its voting members at its regular annual meeting (no later than the second meeting after May 1 in
each year). The Chair and Vice Chair positions rotate and members may only serve two consecutive years
as the Chair or Vice Chair. Should the office of Chair or Vice Chair become vacant, the Commission shall
elect a successor from its membership at the next regular meeting and such election shall be for the
unexpired term of said office. Officers may also delegate the duties of their position to other
Commissioners as deemed appropriate by the Commission.
Chair responsibilities:
• work with staff liaison to develop meeting agendas
• conduct and preside at all meetings in a productive and time-efficient manner
• ensure the Commission conducts its activities within the stated mission and bylaws of the
Commission
• appoint Commissioners to subcommittees
• monitor and ensure the progress of the Commission
• report to the City Council
Vice Chair responsibilities:
• perform the duties of the Chair in the absence or incapacity of the Chair
• perform all other duties as prescribed by the Commission
Secretary responsibilities:
• sign the minutes and perform all other duties the Commission may prescribe
• in the absence of the Chair and Vice Chair, conduct and preside over the meeting
Article III: Meetings and Attendance
A. Meetings
All meetings of the Commission shall be conducted in accordance with the Minnesota Open Meeting Law
and City code. This means all business and discussion occurs at a meeting which has been posted and is
open to the public.
The presence of a majority of all regular voting members currently appointed to the Commission shall
constitute a quorum for the purpose of conducting its business and exercising its powers and for all other
purposes. In the event a quorum is not reached, a smaller number of members may meet to have
informal discussion; however, formal action shall not be taken and must be reserved for such time as
when a quorum of the Commission is reached.

A quorum of the members should must not discuss Commission business by email, forms of social
media, telephone, or informal meetings. Commission meetings may be cancelled by the staff liaison if
there are no items on the agenda for discussion.
The proceedings of meeting should be conducted using standard parliamentary procedure.
i. Regular Meeting
The regular meeting of the Commission shall be held on the second and fourth Monday of the
month at City Hall at 76:30 pm. The Commission may, by a majority vote, change its regular
meeting dates for any reason provided proper public notice of the changed meeting is provided.
ii. Annual Meeting
The Annual Meeting of the commission shall be a regular meeting, typically the first meeting
after May 1 of each year, at which time elections will be held.
iii. Special Meeting
A special meeting may be called by the Chair or whenever three members request the same in
writing.
• Staff shall give notice to each Commissioner, at least three days prior to any special
meeting, of the time, place, and purpose of the meeting.
• No business shall be transacted at any special meeting other than that named in the call
thereof, except by consent of two-thirds of the entire Commission, or by unanimous
consent if fewer than two-thirds, but at least a quorum are present. If such consent is
obtained, any measure adopted by a vote of a quorum shall have the same effect as if
adopted at a regular meeting.
• The members may adjourn from time to time, absentees being notified. If no quorum is
present on the day fixed for a regular, continued or special meeting, the members
present may adjourn until a quorum is obtained, or may adjourn said meeting without a
definite day fixed.
B. Attendance
Members are expected to attend all meetings, including the annual board and commission joint
meeting. If a member is unable to attend a meeting, they should contact the staff liaison, who will
inform the chair. If a quorum cannot be attained, the meeting will be canceled. Staff liaisons will track
attendance at each meeting. Each April, the City Manager’s office will review attendance records for the
preceding calendar year (April-March) and send a standardized letter of warning to any member that
has missed:
• two consecutive or three total meetings for groups that meet once a month; or
• two consecutive or five total meetings for groups that meet twice a month.
Because attendance is so important to the work of the City’s boards and commissions, the City
Manager may ask the member to explain the reasons for their absences. If circumstances prevent the
member from committing to consistently attending future meetings, the member may be asked to
step down. The City Manager will not ask the member to step down if their inability to attend
meetings is due to health reasons. If the member’s attendance does not improve within 3 months after
receiving a warning, the City Manager or their designee shall ask the member to step down. If the
member chooses not to step down, the Council may take action to remove the member.

Article IV: Rules
A. Representative to Board of Zoning Appeals
A Planning Commissioner shall be the sixth member of the Board of Zoning Appeals. All voting members
of the Planning Commission are alternates to the Board. In the absence of any voting member of the
Board, any member of the Planning Commission may serve as an alternate. At least one voting member
of the Planning Commission shall be present at each meeting of the Board of Zoning Appeals.
B. Ad Hoc Committees
The Chair may appoint ad hoc committees unless the Commission shall otherwise direct, and shall be an
additional member ex officio, of all committees. The Chair shall appoint a Planning Commission member
to chair each ad hoc committee.
All committees shall consist of at least three members, except as otherwise ordered by the Commission.
Three members of any committee shall constitute a quorum of such committee. If a quorum is not
present at a meeting, the members present may prepare reports and submit them to the Planning
Commission on behalf of the committee, in which case the report shall name the committee members
who prepared it.
Nothing in the foregoing shall be construed as waiving the rights of the Commission at any time to
increase or curtail the duties of any committee and/or to direct or control its actions.
C. Recordkeeping
A person will be provided by the City to take minutes for the advisory boards and commissions. Minutes
serve the dual function of making an historical record of commission proceedings and of informing the
Council regarding the commission’s activities. The minutes should, therefore, contain an accurate report
of the sequence of events and names of citizens who appear and are heard. In addition to the formal
action of the commission, a summary of the reasoning underlying such action should be included in the
minutes.
All minutes and resolutions shall be in writing and shall be kept in accordance with City procedures,
Minnesota Statute and Rules regarding preservation of public records and the Minnesota Data Privacy
Act.
D. Annual Report
The Commission shall may submit an annual report to the City Council summarizing the past year's
activities. The report may highlight information the Commission feels appropriate to convey to the City
Council.
E. Performance of Duties
Commissioners are expected to adequately prepare for meetings. Commissioners unable to complete an
assigned task should notify the commission chair or subcommittee chair as soon as possible. The
Commission staff liaison may ask the City Council to review a Commissioner’s appointment based upon
its assessment of significant non-performance of duties.

The Commission will review these bylaws no later than the second meeting after May 1 every three years.
Members may present recommendations for changes and amendments. These bylaws can be altered or

Summary
On May 28, 2025, Planning Commission recommended approval of the following land use applications:
1. Comprehensive Plan Amendment reguiding the property to Low Density Residential
2. Rezoning the property to R-1 Single Family Density Residential
3. Preliminary Plat creating a lot at 504 Lilac Drive North
City Council will take action on these three applications on June 17 and the Final Plat on July 1. Once
these applications are approved, the next step is for the Golden Valley HRA to convey the property to
a qualified developer. Per Minnesota Statute Section 462.356-2, all land acquisitions or conveyances
by a municipality must be reviewed by the Planning Commission for compliance with the
municipality's Comprehensive Plan. The Commission shall produce a report with findings of fact. Staff
recommends the Planning Commission adopt a resolution certifying the conveyance of 504 Lilac Drive
is consistent with the Comprehensive Plan based on the following findings:
1. The Low Density Residential classification is intended by the Comprehensive Plan to provide
opportunities for up to five homes per gross acre.
2. The change will allow the City of Golden Valley to offer the site for affordable housing under the
City’s HOPE program.
3. This land conveyance will allow the construction of a single famly home on the lot, which is
consistent with the Low Density Residential designation on the site.
Once the developer owns the property and signs a Development Contract with the city, they will
finalize construction plans and apply for building permits.
Recommended Action
Motion to adopt Planning Commission Resolution No. 25-002 certifying the land conveyance of 504
Lilac Drive North is in compliance with the Comprehensive Plan.

WHEREAS, the Golden Valley Housing and Redevelopment Authority (HRA) has proposed
to convey certain real property with the address 504 Lilac Avenue North and legally
described as follows:
That part of Tracts A and B described below:
Tract A. Lot 5, Block 2, Clover Leaf Terrace, according to the plat thereof on file and
of record in the office of the County Recorder in and for Hennepin County,
Minnesota; the title thereto being registered as evidenced by Certificate of Title No.

Summary
In 2023 City Council approved a Comprehensive Plan Amendment reguiding the property to Low

Summary
On May 6, 2025, City Council approved the following land use applications for 1211 Lilac Drive:
1. Comprehensive Plan Amendment reguiding the property to Low Density Residential
2. Rezoning the property to R-2 Moderate Density Residential
3. Preliminary Plat creating two new lots
On May 20, 2025, City Council approved the Final Plat for Hope Third Addition. The next step in the
project is for the Golden Valley HRA to convey the property to a qualified developer. Per Minnesota
Statute Section 462.356-2, all land acquisitions or conveyances by a municipality must be reviewed by
the Planning Commission for compliance with the municipality's Comprehensive Plan. The Commission
shall produce a report in writing and include findings of fact. Staff recommends the Planning
Commission adopt a resolution certifying the conveyance of 1211 Lilac Drive is consistent with the
Comprehensive Plan based on the following findings:
1. The Low Density Residential classification is intended by the Comprehensive Plan to provide
opportunities for up to five homes per gross acre.
2. The change will allow the City of Golden Valley to offer the site for affordable housing under the
City’s HOPE program.
3. This land conveyance will allow the construction of two twinhomes (four housing units) on the
lots, which is consistent with the Low Density Residential designation on the site.
Once the developer owns the property and signs a Development Contract with the City, they will
finalize construction plans and apply for building permits.
Recommended Action
Motion to adopt Planning Commission Resolution No. 25-004 certifying the land conveyance of 1211
Lilac Drive is in compliance with the Comprehensive Plan.

described as follows:

the office of the County Recorder in and for Hennepin County, Minnesota; the title
thereto being registered; which lies westerly of Line 1 described below:

Range 24 West, as shown on Minnesota Department of Transportation Right of Way
Plat No. 27-104 as the same is on file and of record in the office of the County

Summary

Summary
Earlier this year, the City began the process to purchase a property located at 6100 Olson Memorial
Highway for a future location of a new Public Works facility. The City Council approved the acquisition
price and authorized staff to begin purchase negotiations on June 17, 2025. Per Minnesota Statute
Section 462.356-2, all land acquisitions or conveyances by a municipality must be reviewed by the
Planning Commission for compliance with the municipality's Comprehensive Plan. The Commission
shall produce a report in writing and include findings of fact. Staff recommends the Planning
Commission adopt a resolution certifying the acquisition of 6100 Olson Memorial Highway is
consistent with the Comprehensive Plan based on the following findings:
1. The Mixed Use Community designation includes a mix of uses including high-density residential,
commercial, office, institutional, and light industrial uses that serve the local market area and
support the community.
2. The change will allow the City of Golden Valley to construct new Public Works facilities on the
property. These facilities will include institutional and light industrial uses.
3. City facilities are crucial to the successful operation of public services, and need to address the
diverse needs of residents and employees not only today, but decades into the future. Current
Public Works facilities have reached operational capacity and end of building life cycles.
Next Steps
Once the City acquires the property, Staff will work with a consultant team to prepare project plans.
Planning Commission will hold public hearings on any necessary land use applications before City
Council gives final approval of the project.
Recommended Action
Motion to adopt Planning Commission Resolution No. 25-006 certifying the land acquisition of 6100

Project Proposal
General Mills originally developed 9000 Plymouth Avenue in 1960 as a food research facility.
The parcel north of the JFB campus (9145 Earl Street) is undeveloped open space with walking
trails available for public use through an agreement between the City and General Mills.
The applicant proposes construction of Wing 18, a two-story addition to the primary building on
the JFB campus. The Wing 18 addition will include two occupied floors and a fan loft to support
pilot plant technical services, storage, and associated mechanical and electrical systems. The
addition will be used as research and development space with associated supportive uses in a
similar manner as the rest of the JFB campus. General Mills does not anticipate more on-site
employees as a result of this addition. A below-grade utility tunnel will connect Wing 18 to the
existing chiller plant, enhancing overall operational efficiency.
Site improvements will include paving modifications to accommodate fire truck access and a
new loading dock for Wing 18, as well as construction of the utility tunnel. Grading and
landscaping revisions will be implemented to manage stormwater runoff and to provide visual
screening from the surrounding neighborhood.
The project will occur in three phases. The first phase will include site and utility work, and the
second phase will provide accessibility and toilet/locker room upgrades on two levels. The first
two phases of the project have a completion date of March 2026. The final phase, construction
of the Wing 18 addition, is expected to be completed by May 2027.

The Wing 18 addition will utilize the same exterior materials currently in use across the JFB
campus, including brick cladding and corrugated metal, ensuring architectural continuity.
Landscape modifications on the north side of Wing 18 will align with existing campus
landscaping, featuring trees, shrubs, grasses, and stone to create a welcoming and cohesive
environment adjacent to the existing north staff entrance. On the east side, new trees will be
planted to maintain the City’s requirements for tree preservation and preserve the visual buffer
along the eastern edge of the property.

Planning Analysis
The City approved PUD No. 83 when General Mills developed the site, and the PUD has been
amended five times since then as the campus has expanded. Now, the applicant seeks approval
to amend PUD No. 83 to allow a two-story building addition and related site work on the
northeast portion of the campus. PUD amendments may be processed in one of three ways:
1. Administrative Amendments
2. Minor Amendments
3. Major Amendments
This request is considered as Major Amendment due to some of the proposed changes to the site,
including the proposed changes to site circulation and removal of some of the existing private
road network to accommodate the proposed addition.
In reviewing this application, staff has examined the request in accordance with the standards
outlined in Section 113-123 of the Code, which provides the criteria for granting a PUD Major
Amendment. The PUD district intent is “to provide an optional method of regulating land use
which permits flexibility from the other provisions of the City Code, including flexibility in uses
allowed, setbacks, height, parking requirements, number of buildings on a lot, and similar
regulations in exchange for public benefit in the form of amenities.”
Approval of a PUD amendment requires the following findings be made by the City:
1. Quality Site Planning. The PUD plan is tailored to the specific characteristics of the site and
achieves a higher quality of site planning and design than generally expected under
conventional provisions of this chapter. The proposed changes include an expanded turning
loop for emergency vehicles so that emergency access to the new and existing buildings
will be maintained.
2. Preservation. The PUD plan preserves and protects substantial desirable portions of the
site's characteristics, open space and sensitive environmental features including steep
slopes, trees, scenic views, creeks, wetlands and open waters. The addition’s location
minimizes the impact to trees and landscaping on the site. Additional trees and
landscaping will be planted to comply with the City’s tree preservation policy and to screen
the new addition from neighboring properties. Access to the public trails north of the
project site will be maintained throughout construction, and trees in the nature area will
not be impacted by construction activities.
3. Efficient; Effective. The PUD plan includes efficient and effective use (which includes
preservation) of the land. The proposed building plans efficiently increase space for
research and development, warehouse, and supportive uses on the site. The new utility
tunnel will provide increase operational efficiency of the campus will keeping utility
facilities underground.
4. Consistency. The PUD plan results in development that is compatible with adjacent uses
and consistent with the Comprehensive Plan and redevelopment plans and goals. The
addition will contain the same uses as those currently operating on the site, including R&D

and warehouse uses. The project allows the user to continue and expand their business on
the site while minimizing impacts to neighboring properties.
5. General Health. The PUD plan is consistent with preserving and improving the general
health, safety and general welfare of the people of the City. The proposed changes will
have no impact on the health, safety, or welfare of the community. The proposed uses are
similar to the existing uses on the site and do not generate any nuisances or impacts on
neighboring properties. The addition will not result in additional employees on-site. Traffic
and parking demand will remain at similar levels as they are today.
6. Meets Requirements. The PUD plan meets the intent and purpose provisions of Subsection
(a) of this section and all other provisions of this section. The application meets the intent
of the PUD district by allowing uses and site design that would otherwise not be achievable
through the normal zoning regulations.
Staff finds the application meets all the requirements for PUD Amendments in Section 113-123.
Public Notification
As required by ordinance, a neighborhood notice was published in the local paper of record and
mailed to all properties within 500 feet of the site.
Additionally, the Neighborhood Notification Policy requires the applicant to hold a
neighborhood meeting. The meeting was held at City Hall on June 16, 2025, and included a
remote attendance option via Teams. Attendees included the required City staff member, the
two applicant representatives and four members of the public (one remote). The group
discussed the former driveway off Boone Avenue and the applicant confirmed there are no
plans to reopen this entrance. The applicant also explained the landscaping that would
maintain a visual screen between the new addition and the neighboring properties. No one
voiced opposition to the project.
At the time of this staff report, staff has received no written comments on the application.
Recommendation
Staff recommends approval of the Major PUD Amendment, subject to the findings in the staff
report.
Next Steps
City Council will take action on the application on July 15, 2025.

WILL BE HELD RESPONSIBLE FOR ANY DAMAGES TO ADJACENT PROPERTIES OCCURRING DURING

4.THE CONTRACTOR WILL BE RESPONSIBLE FOR PROVIDING AND MAINTAINING TRAFFIC CONTROL
DEVICES TO CONTROL THE MOVEMENT OF TRAFFIC WHERE NECESSARY. ALL TRAFFIC CONTROL
SHALL BE PROVIDED BY THE CONTRACTOR AND SHALL BE ESTABLISHED PER THE REQUIREMENTS
OF THE MANUAL OF UNIFORM TRAFFIC CONTROL DEVICES (MUTCD) AND THE APPLICABLE
GOVERNING AGENCIES. PLACEMENT OF THESE DEVICES SHALL BE APPROVED BY THE ENGINEER
PRIOR TO PLACEMENT. ALL PUBLIC STREETS SHALL BE OPEN TO TRAFFIC AT ALL TIMES UNLESS
APPROVED BY THE GOVERNING AGENCY.
5.IN ACCORDANCE WITH GENERALLY ACCEPTED CONSTRUCTION PRACTICES, THE CONTRACTOR
WILL BE SOLELY AND COMPLETELY RESPONSIBLE FOR CONDITIONS ON THE JOB SITE, INCLUDING
SAFETY OF ALL PERSONS AND PROPERTY DURING THE PERFORMANCE OF THE WORK. THIS
REQUIREMENT WILL APPLY CONTINUOUSLY AND NOT BE LIMITED TO NORMAL WORKING HOURS.
6.THE DUTY OF THE ENGINEER OR THE DEVELOPER TO CONDUCT CONSTRUCTION REVIEW OF THE
CONTRACTORS PERFORMANCE IS NOT INTENDED TO INCLUDE REVIEW OF THE ADEQUACY OF THE
CONTRACTORS SAFETY MEASURES IN, OR NEAR THE CONSTRUCTION SITE.
7.BEFORE BEGINNING CONSTRUCTION THE CONTRACTOR SHALL INSTALL EROSION AND
SEDIMENTATION CONTROL MEASURES IN ACCORDANCE WITH NPDES PERMIT REQUIREMENTS,
BEST MANAGEMENT PRACTICES, STATE AND LOCAL REQUIREMENTS AND THE ASSOCIATED
PROJECT PLANS AND DETAILS.
8.ALL CONSTRUCTION PERMITS, APPLICATIONS, BONDS, AND FEES ARE THE RESPONSIBILITY OF THE
CONTRACTOR.
9.ALL ENTRANCES, CONNECTIONS TO CITY STREETS, SIDEWALKS, CURBS AND RAMPS IN THE
RIGHT-OF-WAY SHALL BE CONSTRUCTED PER THE REQUIREMENTS OF THE STATE AND LOCAL

1.ALL STORM SEWER SHALL BE FURNISHED AND INSTALLED PER THE REQUIREMENTS OF THE
SPECIFICATIONS,THE MINNESOTA PLUMBING CODE, THE LOCAL GOVERNING UNIT, AND THE
STANDARD UTILITIES SPECIFICATION OF THE CITY ENGINEERS ASSOCIATION OF MINNESOTA
(CEAM), CURRENT EDITION.
2.ALL UTILITY PIPE BEDDING SHALL BE COMPACTED SAND OR FINE GRANULAR MATERIAL. ALL
COMPACTION SHALL BE PERFORMED PER THE REQUIREMENTS OF THE CEAM SPECIFICATION AND
THE GEOTECHNICAL REPORT.
3.ALL CONNECTIONS TO EXISTING UTILITIES SHALL BE PERFORMED PER THE REQUIREMENTS OF THE
