4. Approval of Agenda
MOTION to amend the agenda to remove item 5 – Approval of Minutes because no minutes were
attached to the agenda, and to add discussion item 6C, and approve the agenda as amended.
Approval by Chair Gladney, 2nd by Commissioner Parks, approved unanimously.

6.A. 2025 Bylaws Reminder
Vice Chair Cisneros inquired about the process for making bylaw changes. Staff Liaison Gonzalez
responded that she had been informed by City Attorney Cisneros that minor changes did not
require City Council approval, whereas significant changes would need to go before the council for
approval. DEI Commissioner Paradise added that City Council holds a work session before a council
meeting, and if any substantial changes were being proposed, it would be beneficial to present
them in a work session before bringing them to a formal council meeting. 3
Commissioner Cisneros asked about the most efficient approach to making these changes. Chair
Gladney outlined the structure of the bylaws and suggested that each commissioner could take
responsibility for a section that interests them. Another option Chair Gladney proposed was
appointing individuals to review and revise specific articles of the bylaws.
Commissioner Crosby stated that he had reviewed the bylaws in their entirety and encouraged all
commissioners to do the same. He emphasized the importance of reinforcing the commission’s
mission in every meeting, as it serves as a constant reminder of their purpose. Commissioner
Crosby also noted that closely examining the bylaws would help inform other aspects of their
work, such as recruitment efforts, since the bylaws specify where the commission should focus its
outreach.
DEI Commissioner Paradise shared that in their DEI commission, the work plan is closely aligned
with the bylaws. Chair Gladney affirmed that this was an important consideration to keep in mind.
6.B. GVPD Policy Manual Update Community Input Sessions
Staff Liaison Gonzalez informed the commission that the Golden Valley Police Policy
Manual is currently being updated. She emphasized that a key aspect of the process is ensuring
continuous community input so that residents have a voice in shaping policies that impact them.
The flyer for the initiative highlighted six specific policies being brought to the community for
discussion. However, Staff Liaison Gonzalez noted challenges in securing community participation
for the input sessions and proposed reaching out to PEACE to collaborate with the City for
funding. This funding would be reallocated to provide food and potentially childcare during the
sessions to reduce barriers to community engagement.
Chair Gladney sought feedback from the commission regarding the proposed allocation of
funds. Commissioner Trevor expressed full support for the initiative. Commissioner Crosby also
endorsed the proposal, emphasizing that it aligns with the commission’s commitment to
transparency and accountability as outlined in the bylaws.
Commissioner Crosby inquired whether there was a way to inform parents about
incidents of criminal conduct on school buses, as increased awareness could encourage greater
participation. He noted that parents might not be inclined to attend if they were unaware of such
concerns.
Commissioner Glass suggested that providing the community with access to the policies
before the input sessions would allow participants to be better informed and more prepared for
discussions.
Dr. Raj raised a concern regarding the naming of the policy titled "Criminal Conduct on
School Buses," stating that the wording could contribute to the criminalization of students.
Commissioner Crosby agreed and suggested that individuals with firsthand knowledge of school
bus environments, such as school personnel, should be involved in the discussion to provide
insights into the nature of activities occurring on school buses.
6 BC. Approval to use funds for Policy Manual Update
Chair Gladney MOTIONED to approve the rollover of the funds from 2024 for refreshments and
potential childcare for Golden Valley Policy Manual Update Community Input Sessions to 2025.
Motion approved unanimously.
