Police Employment, Accountability, & Community Engagement (PEACE) Commission meetings are
being conducted in a hybrid format with in-person and remote options for attending.

a.Vice Chair Selection
Chair Gladney opened the floor for commissioners to speak on behalf of others or to nominate
themself as the vice chair. Chair Gladney recommended that Commissioner Cisneros be the Vice Chair
of the PEACE Commission. Chair Gladney shared that Mayor Harmon spoke in favor of Cisneros
serving as Vice Chair due to her dedication to serving communities locally and internationally. Many
commissioners spoke in favor of electing Commissioner Cisneros as the Vice Chair of the PEACE
Commission.
MOTION to appoint Commissioner Cisneros as Vice Chair of the PEACE Commission by Commissioner
Frisch, 2nd by Commissioner Parkes. Approved Unanimously.
b.Listening Session Recap
Commissioner Glass shared the recap for the PEACE Commission Listening Session.
“The executive committee of the Commission has collected debrief information over the past few
weeks from the community engagement subcommittee, our facilitator, Mr. Wells and PEACE
commissioners. There is consensus that the overall objective of the listening session, which was to
listen to community voice, especially historically marginalized community voice as it relates to
reimagining public safety, was not met. There were also, however, many takeaways gleaned in the
debrief data that will help the PEACE commission in moving forward in their work.Three predominant
themes have been extracted from the collective debrief thoughts, and have been synthesized into
three predominant takeaways:
The first theme centers around communication. The PEACE debrief data noted a gap in timely,
efficient, accurate communication between the Commission and stakeholders, including community,
city council, the city, and the police department. Many of these communication gaps created feelings
of deep frustration for Commissioners and a feeling that the Commission was not fully understood or
supported by stakeholders. This highlighted opportunities for the Commission to engage with
stakeholders differently moving forward. The lack of cohesive marketing of the Listening Session
highlighted an area of opportunity moving forward as well including website information and written
communication with city council.The overall communication concerns created a level of ambiguity at
the listening session that greatly impacted the outcome of the event.
The second theme is in regards to logistics of hosting an event. There was consensus in the debrief
data that the time of the event was good (6pm) and that the space was welcoming and beautiful.
There were however concerns that the location was not in Golden Valley, timing with the holidays
was challenging and there were concerns about accessibility (challenge to hear what was being said.)
Because the objective of the listening session was not met, the planned and facilitated discussion to
be led by Mr. Wells did not occur, also leaving many frustrated. Lastly, the third theme that emerged
from the debrief data was gratitude.PEACE Commissioners showed up for the event and supported it
so thanks to all of you!

A theme emerged that folks overwhelmingly felt a great sense of gratitude for AC White and her
participation in the event, as a community member, as requested by the PEACE Commission. This
facilitated the building of trust between AC White and the Commission’s work.
There was also overwhelming gratitude for Airrion’s support as City Liaison in planning the listening
session and for his communication with the police department regarding the ask for only non-
uniformed PD presence. The expectation for uniform presence was not achieved however,
highlighting a general feeling on the Commission of anger, confusion and rupture between the
Commission and the police department and the need for repair in that relationship.
Lastly, debrief data showed support and gratitude for Mr. Well’s ability to manage the unexpected
changes and dynamics that happened in real time during the event and in his support of the executive
committee’s debrief process.”
c.Community Response and Crisis Intervention RFP
Staff Liaison Williams shared that there was an information session for the Community Response and Crisis
Intervention RFP. Williams shared that PEACE has been asked to help create and participate in panels for
interviews and practical exercise. Williams shared that the Community Response is a piece of an
appropriate response model that would work in collaboration with existing public safety departments.
Chair Gladney committed to participating in proposal selection 2/14 and 2/16 Commissioner Frisch and
Vice Chair Cisneros committed to join the process to create interview questions and practical exercises.
d.Data Dashboard Debrief
Commissioner Dang shared that Staff Liaison Williams, Commissioner Parkes, Commissioner Ryan, and
herself met with Chief Green, AC White, and AC Perez regarding the data dashboard. Dang shared that
this was early in the process, but they were asked to determine data points and functions they would
like to be seen in a data dashboard. Dang told the commission that Chief Green proposed a Microsoft
software called Power BI. Gladney asked if there can be a way to make complaints through the
dashboard software. Commissioner Anderson shared that there were limits to him getting records of a
situation pertaining to a family member who had an interaction with a Hennepin County Sheriffs. Dang
asked Commissioners to share input on what features, data, and functions they want from the Data
Dashboard. Gladney asked the commission to continue reviewing other community’s data dashboards.
Commissioners expressed desire to see data on complaints, medical calls, appropriate response
interactions, and crimes that have been cleared. Commissioner Anderson suggested PEACE develop a
complaint review committee. Williams shared that PEACE should do some research on Ramsey County’s
PSIARC, Police Civilian Internal Affairs Review Commission.
e.Recruiting New Commissioners
Chair Gladney shared his appreciation for Commissioner Anderson, who served his last day as a PEACE
Commissioner on 2/8. Gladney said that Anderson was vital to the creation of the PEACE Commission.
Anderson expressed his gratitude to the commission and stated that he will still be doing justice related
work, just in other capacities. Anderson shared a desire to see police regularly at PEACE meetings.

Chair Gladney shared that PEACE has 2 vacancies for community members 2 officer seats. Gladney
asked PEACE Commissioners to write qualities they want to see in incoming commissioners and asked
Williams to share with City Council.
