Approved unanimously. 7.Discussion/Action Items a.Welcome New Commissioner,Cory Salazar Chair Gladney welcomed Commissioner Salazar to the PEACE Commission and asked everyone to introduce themselves. March 14th, 2024 –6:30pm Council Conference Room Golden Valley City Hall 7800 Golden Valley Road 55426 3 City of Golden Valley PEACE Commission Meeting February 8,2024 —6:30 PM 1 b.Review of Community Engagement Survey Commissioner Glass shared that PEACE attempted to host a community listening session that was not successful in gathering community voice, however, PEACE has looked at ways to improve the process going forward. Glass shared that there will be a survey sent to community to further grasp what is desired from public safety. Commissioner Salazar shared that he would like to join the Community Engagement Subcommittee. c.Determine Location for Future Listening Sessions Commissioner Glass shared that there will be 3 listening sessions. 1) to gather community voice 2) to gather public safety voice 3) to bring both groups together to come up with collaborative solutions. Glass shared a list of potential locations within Golden Valley that may provide social services that can host the listening sessions. Glass stated that the intention was to bring in voices that may not be comfortable in city or law enforcement occupied spaces. Chair Gladney suggested that Glass connect with PRIME, Golden Valley’s self-organized Black affinity group. Commissioner Crosby gave Commissioner Salazar background on the founding of the PEACE Commission and the early stages of the community engagement subcommittee including early listening session attempts, the PEACE newsletter, and reimagining the Neighborhood Watch and Block Captain programs. Crosby shared how impactful the commission’s early retreat/training was and Vice Chair Cisneros said that we should have another one. Salazar asked if the commission considered hosting listening session at a low –income multifamily property. Staff Liaison Williams shared that we can partner with the Parks and Recreation Department to host a listening session right outside this properties. Crosby, stated that he would prefer a listening session at a centralized and well-regulated location so that PEACE doesnt have the same problems as last time. d.Review Mid-Year Progress Report Vice Chair Cisneros shared that the transition of city leadership, barriers to collaboration, and changing of commissioners has prompted PEACE to want to provide a mid-year progress report. Cisneros stated that this would be opportunity for PEACE to provide input on incoming PEACE Commissioners, share barriers, successes, and recommendations to improve efficiency. Cisneros and Crosby shared that the boards and commissions should host a recruiting fair. Chair Gladney shared that the commission should look for a person with restorative practice background. e.Staff Updates Staff liaison Williams shared that the city is drafting an agreement with Just Love LLC for the Community Response and Community Partner Program after a team of public safety staff, HR staff, Pohlad technical assistance team, and the PEACE Commission accepted their proposal after a request for proposals, interview, and practical exercise process. Crosby shared his appreciation for Sheriff Dewanna Witt and Representative Fraiser for their work in improving law enforcement and justice. 4 City of Golden Valley PEACE Commission Meeting February 8,2024 —6:30 PM 1 Chair Gladney asked who PEACE’s council Liaison is supposed to be.
