7.Discussion/Action Items
a. Flock LPR Camera
Chief Green joined the meeting virtually to share about the Flock LPR Camera. Chief shared that LPR
stands for License Plate Reader and is being used to track stolen cars and missing persons instances.
Green shared that the cameras aren’t being used to spy on people or target certain groups.
Green shared that the Flock cameras are on a fixed pole in locations around the city. Green stated that
the staff from neighboring agencies are able to share license plates of vehicles associated with crimes

with Golden Valley. Chair Gladney asked why there was a need for this now. Green shared that
incidents of criminal activity from juveniles prompted his idea to deploy these cameras. Staff Liaison
Williams reminded the commission that they are on a policy review team in collaboration with the PD
and the city attorney, so if the city were to use Flock LPR cameras PEACE would have input on the
policy associated with them.
b. Data Dashboard Recommendations
Staff Liaison Williams asked for discussion to be tabled for a later meeting.
c. DEIC and PEACE CommissionMeeting Recap
Chair Gladney shared that April 3rd he and Vice Chair Cisneros met with the Diversity, Equity, and Inclusion
Commissions Chair and Vice Chair. Gladney shared that the DEIC wants to collaborate with PEACE.
Commissioner Crosby asked if PEACE sharessimilar goalsto the DEIC. Commissioner Glass shared that the
DEIC adopted the 4 pillars of equity that the city operates underand believes that PEACE operates under
the same values. Crosby shared that he is in favor of breaking silos and wants to find the room to
collaborate. Staff Liaison Williams stated the 4 pillars are economic prosperity for all, inclusive and
effective community engagement, providing unbiased programs, and servicesan infrastructure that
supports the advancement of diversity, equity, and inclusion.
d. SubcommitteeUpdates
Commissioner Glass shared that in collaboration with the executive committee, staff liaison Williams,
and Dr. Raj Sethuraju the community engagement subcommittee has created a survey to share with
community members about public safety. Commissioner Glass wants feedback on the survey from
PRIME, Prism, and Damascus Way. Glass shared that she would like the survey to translated into the
Russian, Ukrainian, and Spanish Languages. Staff liaison Williams shared that Somali language
translations might be helpful too. Commissioner Frisch said we should consider reaching out to Jewish
Family and Children Services. Commissioner Crosby recommended that we gather data electronically
due to capacity, travel, and gaps in reach. Glass shared that she agrees with going electronically, but
also believes we should have printed materials for those not proficient with technology. Williams
shared that we should have the Communications Department create a page on the website with links
to the surveys that offers translations.
