Public Comment and Adoption of the 2026 Budget and 2026 Tax Levy for the Housing and Redevelopment Authority, HRA Resolution No. 25-05 Prepared By Lyle Hodges, Finance Director Summary At the September 2, 2025 HRA meeting, a proposed 2026 budget and levy payable were approved. This item is the final consideration of the 2026 Housing Fund budget and the 2026 HRA Tax Levy. Staff will make a presentation. Financial or Budget Considerations The HRA 2026 Proposed Budget is $805,407. The HRA will levy $461,452 and expects to receive $343,755 in grant money from Local Affordable Housing Aid to fund the 2026 budget. Both the tax levy and housing aid are received twice per year in July and December. Legal Considerations Minnesota Statutes Section 469.001 to 469.047 grant the HRA the power to levy and collect taxes subject to a resolution of consent from the Golden Valley City Council. Equity Considerations The proposed budget strives to advance the equity goals of the City by funding affordable housing programs, and services that provide opportunities and resources for all. The process for adoption includes the opportunity for members of the public to provide feedback. Recommended Action Motion to approve HRA Resolution No. 25-05 adopting the Housing and Redevelopment Authority Budget and Adopting the HRA tax levy payable in 2026. Supporting Documents HRA Resolution No. 25-05 - Adopting 2026 HRA Levy and Budget 2026 HRA Budget Presentation - December 3 HRA RESOLUTION NO. 25-05 A RESOLUTION ADOPTING THE HOUSING AND REDEVELOPMENT AUTHORITY BUDGET AND ADOPTING THE HRA TAX LEVY PAYABLE IN 2026 WHEREAS, the Housing and Redevelopment Authority in and for the City of Golden Valley (the “HRA”) has authorities and powers according to MN Statutes, Sections 469.001 to 469.047. MS Statutes, Section 469.033, subd. 6 grants the HRA the power to levy and collect taxes subject to a resolution of consent from the Golden Valley City Council f or a set period and, WHEREAS, the HRA is requesting to adopt the proposed 2026 HRA Budget and Levy payable in 2026 and requests the City of Golden Valley approves intent for the HRA Budget and Levy. NOW, THEREFORE, BE IT RESOLVED by the Board as follows: Section I. That there is proposed to be levied on all taxable real and personal property in the City of Golden Valley, a tax rate sufficient to produce the amount as follows: HRA GENERAL FUND LEVY: $ 461,652 Section 2. That the proposed budget is as follows: HRA HOUSING FUND: $ 805,407 Adopted by the Housing and Redevelopment Authority of the City of Golden Valley, Minnesota this 2nd day of December 2025.
