REGULAR MEETING MINUTES
1. Call to Order and Roll Call
Chair Sanders called the meeting to order at 6:33 pm
Commissioners present: Matthew Sanders, Matthew Olson, Bill Delaney, Scott Seys, Jonas Courneya

MOTION by Commissioner Olson, seconded by Commissioner Seys to approve July 28, 2025,
meeting minutes as presented, and the motion carried.
5. Business
a. Park Project Community Engagement
Parks and Recreation Assistant Director Simmons shared staff are planning community
engagement for Stockman Park playground replacement, and Seeman Park playground and
tennis courts replacement that will take place next year. Following feedback from the South Tyrol
Park playground replacement, pre-engagement will include community input on what aspects
they enjoy about the park and additions they’d like. A survey for the community will help build
out proposals that will go out to playground manufacturers before replacement. Simmons asked
for feedback from the Commissioners on thoughts about the survey before it goes out to
community members. Council Member Rosenquist asked if staff will include a section to capture
demographic information as far as household size and age to determine needs of the community.

Simmons responded it is common to include those types of questions about how many members
are visiting the park or general age ranges. Commissioner Delaney asked how the survey will go
out. Simmons responded paper will be available, but online surveys will be pushed out. Signage
will be available in the park as well to capture feedback. This is the first go around with the
survey, so hopefully in the future staff will be able to get responses from members physically at
the park. Commissioner Courneya asked how do you prevent people from voting more than once.
Simmons responded that the survey is not set up to disallow people from voting multiple times.
The timeline for these projects would consist of doing the pre-engagement now, leaving it open
for a few weeks, using that information to build out the proposals, bringing the proposals to
playground manufacturers, and having proposals back in December. Following that would be
open houses or online voting for the community to select their choice by the end of the year.
Simmons explained how Seeman Park tennis courts are in rough condition and due to
replacement. Simmons asked Commissioners for their input on either rebuilding as tennis courts
only or rebuilding as hybrid courts- tennis and pickleball courts. Commissioners Seys asked if the
option of the court turning into something else is off the table- such as a basketball court.
Simmons responded there’s still a hard surface that has basketball which will remain. Simmons
mentioned the survey could include questions such as whether the community has an alternative
idea or if they would not like a court at all. Chair Sanders asked about feedback from Seeman and
Scheid Park courts. Simmons responded he’s heard good feedback that people are happy with
both tennis and pickleball. Commissioners went around the table to vote on rebuilding as tennis
courts only or rebuilding as hybrid courts. Commissioners came to the consensus to rebuild the
courts as hybrid tennis and pickleball courts.
b. Hampshire Park Ice Rinks
Simmons mentioned residents flagged city staff about the wetland space, where the general
skating rink has been poured. The maintenance practices have raised concern which led staff
from Public Works, Community Development, and Parks and Recreation to evaluate and discuss
the practices. They discovered the way that space has been maintained is not acceptable, which
means it cannot be mowed and cannot have a skating rink. Staff are looking for suggestions from
Commissioners on whether they think the existing hockey rink boards should be removed and
turned into a general skating rink, or to repair the existing hockey rink boards and relocate the
general skating rink to the closest ball field. Removing hockey rink boards is posed as an option
because the boards need repair, so they will have to eventually be repaired in the future. This
would be completed on staff hours and materials would not be an issue. Simmons presented a
map displaying where the rink would be relocated and discussed the process- staff will be able to
flood the field and add lights to the rink. Chair Sanders asked how often the rinks were being
used. Simmons responded with general total user counts captured from three years. Hampshire
has been the third most used park for rinks during those three years with hockey specific users.
Commissioner Seys asked if the rinks are being used by youth athletic associations. Simmons
responded it is one night a week by mites, and Saturday and Sunday mornings by a regular group.

The decision will be for just this year and in the future the decision may change. Commissioner
Courneya asked why it is not being poured in the existing hockey rink. Simmons responded that
every park that has a dedicated hockey rink has a general skating rink as well. Commissioner
Olson shared he is on board with repairing and relocating. Rosenquist asked if there is a concern
about removing the rink and what the impact would be on other parks. Simmons responded
Wesley Park and Scheid Park are not walking distance from each other and that was a concern.
Commissioner Delaney asked if there was another option to mitigate the wetland. Simmons
shared there is a costly option that would take the wetland out but then dig deeper somewhere
else in the park. Commissioner Delaney is leaning towards fixing it as is and keeping it where it is,
but open to other scenarios. Chair Sanders asked why this was flagged. Rosenquist responded
that residents are concerned about environmental awareness. Parks and Recreation Director
Crossfield shared local observations over recent years that wildlife and vegetation have not been
returning, and the mowing has not allowed for that growth. It was certified as a wetland
delineation and must maintain existing footprint or improve biological diversity. Simmons noted
the wetland cannot be mowed because the mower gets stuck. After discussion, Commissioners
agreed on repairing the hockey rink boards and relocating the general skating rink.
c. Environmental Work in Parks and Recreation
Simmons shared there are environmental works taking place in Parks and Recreation. The first
item mentioned was solar panels at Brookview which was on the Council agenda in agreement
with Xcel Energy. Another department is leading the project and has selected a contractor to put
solar panels on the entire roof of Brookview. Brookview is a suitable place to do it because of the
walls on the roof, the roof is flat and white, which will reflect the sun well. Once Excel Energy
does an interconnection, the contractors can install solar panels. The project will have low impact
with panels lifted and set down on the roof, along with a couple of people working for about a
week.
The second environmental work Simmons shared was effort is ongoing for ice rink base materials.
There is a type of filling that is concerning and not recommended for use currently as a
standalone open-air material. As a result, the city has brought in Braun Intertec to complete soil
sampling. From this, it will help navigate a management plan and next steps.
The third environmental work Simmons shared was staff exploring the use of sustainable
products, catering wide that includes Three One Six and external vendors.
The fourth environmental work Simmons shared included Audubon Cooperative Sanctuary
Program Audit for Brookview Golf. This is geared for golf courses and the environmental
standards. Brookview was part of this program a long time back, and the Environmental
Commission has pushed a recommendation to get back within that program. To do so, Brookview
would have to operate within standards. Golf staff are documenting current practices and what
already reflect Audubon standards- items incudes chemical use, equipment, how they’re mowing,
and maintaining.

d. Capital Improvement Projects Update
Simmons shared a few updates surrounding parks, Brookview Golf and Lawn Bowling, and
Brookview Golden Valley capital improvement projects which include:
Pickleball Courts and Lighting:
• Simmons mentioned Brookview pickleball courts are open, and staff are waiting for quotes
to come in for lighting requested at courts. Brookview will be the only place with dedicated
pickleball all day. Windscreens at Brookview courts need replacement and will likely take
place in 2026 with permanent slats.
Lions Park Lighting:
• Lions Park lighting replacement is 90% complete. Lighting should all look unison and not
reflect in nearby homes.
Long-Range Planning:
• Phase 1 of the long-range planning has received quotes. A consultant will come in to help
navigate who we are as Parks and Recreation and why we do the work that we do.
Golf Cart Replacements:
• Golf carts need to be replaced because the batteries are failing. Batteries were purchased as
a short-term solution. The golf team has looked into purchasing new golf carts with similar
aspects, just a newer model. This process is budgeted and planned, and replacement will
potentially be this winter or early next year.
Brookview Golf Irrigation:
• In 2022 Brookview Golf took on a loan to replace irrigation on the entire course. Brookview
Golf Course is requesting to pay off the loan due to having sufficient funds by increasing
their cash position. The course will be able to pay off the loan in two to three years
compared to 20 years through an interfund loan- where the utility fund lends money to the
golf course, pending Council approval. This will save them half a million dollars in interest,
and from reinvesting it will offset the interest from the loan.
e. Commissioner Announcements

f. Staff Announcements
Recreation Coordinator Martinez Del Arca shared updates which include:
• Hosted Puzzle Pursuit in Brookview’s Bassett Creek Room with 15 teams signed up.

• Collaborating with City of Robbinsdale and City of Crystal to bring Puzzle Pursuit to
different locations to draw more participants. Next is scheduled for mid-April at the
Crystal Community Center.
• Medley Gardens are closed and cleaned up for the season. There were two social events
hosted to promote community which included a morning coffee conversation with about
10 people, and a dip and learn session with about 22 people.
• Saturday, October 25, Golden Valley Police are hosting a Trunk or Treat event at City Hall
from 11am-1pm. Parks and Recreation will be participating.
• Martinez Del Arca is looking for volunteers for the Blizzard Bash activities coming up.
• Winter Fest is taking place on January 24. Kick sledding demos are new this year and will
happen at a few parks- Wesley, Lions, Scheid. This will be a free event.
g. Council Liaison Announcements
Council Member Rosenquist shared updates which include:
• Community survey will be conducted by a professional group that will target a sample of
400 residents in the next couple of months. Survey will collect information about thoughts
on city government and services.
• Tuesday, October 21, interim Chief was introduced to Council. The process of finding a
permanent Chief has begun.
• Elections are coming up- getting out to vote.
