At the Council/Manager meeting, the Council will be reviewing the following divisions:
Building Operations, Public Works Administration, Engineering, Street Maintenance, Park
Maintenance, Park/Recreation Administration, Community Centers, Park and Recreation
Programs, Fire and Inspections, and Police. The first year of the Capital Improvement
Programs will be reviewed: Buildings, Equipment and Parks. These programs include a levy
or transfer from the General Fund. Appropriate staff will be in attendance to discuss the
proposed budgets for these divisions and answer questions from the Council.

3. Verizon Wireless Antenna and Building Request

Summary
Staff was approached this spring by Buell Consulting, Inc., Verizon Wireless' consultant, to
request a lease agreement for placing communication antennas on the Golden Valley water
tower. Currently, Verizon is developing a site and project plan for review by staff. Based on
preliminary discussions with Buell, they will require a lease area that is 20' x 40'. I have
attached a site plan where Buell identifies six different locations around the tower where they
could put the building that will house equipment related to operating the antennas on the
tower. Pictures of the type of typical antenna installation and building are attached. Staff has
told Buell that only a structure matching the exterior of the existing City buildings would be
considered.
If Council is interested in the proposal, Verizon's request will be forwarded to the Joint Water
Commission for consideration of a lease agreement and to a regular City Council meeting for
consideration of a minor PUD amendment.
As part of the lease agreement, staff will negotiate a lease payment from Verizon that would
potentially generate revenue for the JWC of which Golden Valley receives a portion.

4. Xerxes Avenue Rehabilitation Project

Summary
Xerxes Avenue, between Plymouth Avenue and the north City limits, was originally scheduled
for a mill and overlay as part of the 2007 Pavement Management Project. Xerxes is a border
street with the City of Minneapolis; therefore, staff contacted the Minneapolis Public Works
Department to gauge their interest in pursuing a co-operative agreement to rehabilitate the
entire street at one time. The City of Minneapolis did not have the street budgeted so the
project was delayed until 2008 in order for them to fund their portion of the project.
Golden Valley's standard for overlay projects includes random soil corrections and curb
repairs along with the mill and overlay. Golden Valley does not assess the costs to adjacent
property owners. When performing this level of rehabilitation, the City of Minneapolis
assesses the cost to abutting properties.
During the design phase of the project, the City of Minneapolis held public participation
meetings to discuss the project. At those meetings, some Minneapolis residents commented
about safety issues including speeding. Because of the concerns of Minneapolis residents, a
representative of the Minneapolis City Council contacted Council Member Pentel and asked
that consideration be given to the use of traffic calming devices on the project. Minneapolis
staff reported that they have been asked to consider traffic calming measures including
speed bumps, speed tables, signing, striping along with other measures. Golden Valley
records show no reported speed-related accidents in the project area. The City of
Minneapolis' Traffic Division provided the following information from counts taken on Xerxes
Avenue between Golden Valley Road (GVR) and 21st Avenue and also between 21st and
McNair Manor in Minneapolis:

Minneapolis also has no record of any speed-related accidents in the proposed project area.
In addition, Minneapolis staff has also commented that they will potentially be asking for the
addition of stop signs at either or both of the intersections of Xerxes and 21 st Avenue to
create an all way stop and at east bound Glenwood Parkway at Xerxes leaving Xerxes as a
through street with no stop at that intersection.
Since the City of Minneapolis is proposing to assess the project, pending approval, the
project needs to meet the requirements of Minnesota Statutes Chapter 429. In order to
complete the project this construction season, staff planned to request Council approval and
award of a contract no later than the September 2, 2008 Council meeting (see attached
schedule). This timing would allow for the project to be substantially completed by
November 15, 2008; however, the additional discussion requested by Minneapolis will not
allow the date set forth above to be met.
At this time, staff recommends that the project be delayed until 2009. Furthermore, based on
information from the City of Minneapolis' Traffic Division and Golden Valley's consulting traffic
engineer, traffic-calming improvements should be limited to revisions to striping.

I have reviewed traffic volume and speed data provided by the City of Minneapolis for Xerxes Avenue
between Golden Valley Road and Glenwood Parkway. As I understand it, Minneapolis Public Works
staff has been asked by their residents to review conditions on Xerxes relative to the need for traffic
calming devices to be considered, specifically speed humps. I have also reviewed the City of Minneapolis
internal review memo summarizing their review of conditions at local street intersections for potential
stop sign control. This memorandum provides my interpretation of need for traffic calming and stop
signs based upon the data provided, technical merit, and past practices within the City of Golden Valley.
Volume data provided by the City of Minneapolis indicates that Xerxes Avenue serves approximately 380
vehicles per day (vpd) between Golden Valley Road and 21 st Avenue North and that 260 vpd use Xerxes
between 21st Avenue North and McNair Avenue. These daily volumes are typical of those expected on a
local residential street. Traffic patterns are not evident in the data, but based upon the number of homes
on this segment of Xerxes and its connectivity with other local residential streets in the immediate area it
is probable that most of this daily volume is generated locally. It is also possible that a small portion of
the daily traffic volume is cut through traffic between Golden Valley Road to the east and Theodore
Wirth Parkway to the northeast.
Speed data provided by Minneapolis indicates the 85th percentile speed on Xerxes Avenue between
Golden Valley Road and 21st Avenue North to be 28 miles per hour (mph). The segment of Xerxes
between 21st Avenue North and McNair Avenue is reported to be 23 mph. The statutory speed limit on
Xerxes is 30 mph.
I have also reviewed 2002 through 2007 crash data for Xerxes Avenue from Golden Valley Road to
Glenwood Parkway. During this period, five intersection crashes were reported at the Golden Valley
Road and Xerxes A venue intersection but there were not any reported crashes along Xerxes A venue nor
at its intersections with 21st Avenue North, Glenwood Parkway or McNair Avenue.
The intersection of G lenwood Parkway and Xerxes A venue operates as a "T" intersection with Xerxes
being the through street and Glenwood intended to operate as the stem of the T". Xerxes Avenue curves
to the northeast immediately to the north of the intersection. So, for traffic movements to and from the
northeast, drivers may have a tendency to behave as if it were a "Y" intersection. I have not witnessed this
behavior, although it occasionally occurs according to Minneapolis Public Works staff. Sight lines appear
to be clear for all approaches to the intersection. The City of Minneapolis's memo suggests that the
eastbound Glenwood approach to Xerxes A venue would qualify for a stop sign based upon their policy
for potential treatment of "T" intersections. This intersection leg however, lies within the City of Golden
Valley.

Summary of findings and recommendations
Based upon the data provided, I have not identified any compelling circumstances that ~ould support
installation of traffic calming treatments, such as speed humps, on Xerxes Avenue. Recorded speeds are
within the legal limits. Volumes are within normal range for a local street. Cut through traffic, if
occurring, appears to be a relatively small part of the overall daily traffic demand being served. The crash
history does not suggest that speeding or driver behavior is creating an identifiable safetyproblem~
Therefore, I do not believe that speed humps or other traffic calming treatments are appropriate for
Xerxes Avenue. Installation of such devices in this circumstance would be likely to have a negative effect
on driver behavior such as excessive speeds in between devices, or displacement of trips to adjacent local
streets (i.e. Washburn Avenue).
The intersection of Glenwood Parkway and Xerxes Avenue is configured as a "T", with potential for
drivers to drive it as a "Y" to and from the northeast. However, sight lines are clear and no crashes are
known to have occurred in the last five years. Golden Valley's stop sign policy/practice has historically
been to use stop signs to serve conditions that warrant their use based upon traffic volume, sight distance,
or other identifiable safety of capacity driven criteria. Based upon the information available to me, the
need for a stop sign has not been demonstrated even though it does satisfy the City of Minneapolis's
criteria as a qualifying intersection for stop control. None the less, I do not recommend that a stop sign be
installed. Instead, if it is possible within the street rehabilitation project, we might consider a geometric
modification to strengthen/emphasize the intended intersection operation as a "T" intersection to make
turns to and from the Glenwood Parkway leg more deliberate further clarifying Xerxes A venue as the
through street.

5. Discussion Regarding 2009 Pavement Management Budget

Summary
Following receipt of bids for the 2008 Pavement Management Project (PMP), City and staff
from Short Elliot Hendrickson reviewed the estimated construction costs for the 2009 PMP
based on plans that were approximately 75% complete. Using the average costs of the bids
received, a new project estimate was calculated at $7,969,000. The Capital Improvement
Program and Feasibility Report estimated the project at $6.7 million.
In order to bring the project costs in line with the range of the original budget, and to meet the
requirements of Chapter 429 regarding special assessments, it is recommended that the
following measures be taken:
1. The final design for the project reflects reduced quantities in subgrade correction,
including excavation and granular material, as well as storm sewer extensions. This
reduces the total cost of the project by $492,000.
2. The Feasibility Report estimates indirect costs at 25%. Staff recommends that the
indirect costs be reduced to 22% for a reduction of $239,000.
3. Staff recommends bidding the mill and overlay of Scott Avenue and Toledo Avenue
immediately west of Regent Avenue and north of Duluth Street as a bid alternate. If
the items associated with these streets were not awarded, it could potentially reduce
the project cost by an estimated $138,000.
4. The City's current Pavement Management Policy states that, "the City will strive to
maintain the existing width and parking unless there is an over-riding safety issue." In
the 2009 PMP neighborhood, three streets are 24 feet wide; seven streets are 26 feet
wide; and the remaining ten streets are 28 feet wide. This measurement is face of curb
to face of curb. Regent Avenue, a collector street, is 28 feet wide except at locations
where traffic calming has been designed into the project.
A potential cost savings measure would be to reduce the width of all the streets to a
maximum of 26 feet, except Regent Avenue. The reduction in cost to the project is
$134,000.
The items reflected above represent $1,003,000 in cost reductions, bringing the final plan
cost estimate in at $6,966,000. Staff recommends that the project be bid in September 2008.
If the bids received are not favorable, they can be rejected and other considerations can be
reviewed.

Golden Valley Human Services Foundation By-laws
The Golden Valley Human Services Foundation annually reviews their by-laws. The GVHSF
is asking for council approval to change the attendance policy from the council guidelines
approved in July 2002.
Article II - 3. Attendance
Attendance is required at all meetings. (Unexcused) absence from three meetings per
calendar year could result in removal from the Foundation. Members are responsible for
notifying the staff liaison or chair if they cannot attend a meeting.
MOTION: To approve the amendment to the by-laws as stated above.
