11-18-08 Regular Meeting of the City Council November 18, 2008 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said City on November 18, 2008 at 6:30 p.m. The following members were present: Freiberg, Pentel, Loomis, Scanlon and Shaffer. Also present were: Thomas Burt, City Manager; Jeannine Clancy, Director of Public Works; Allen Barnard, City Attorney; and Judy Nally, Administrative Assistant. Minneapolis - Joint Water Commission Water Task Force Final Report - Presentation bv Scott Harder, Environmental Financial Group, Inc. - Designating Creation of a Water Advisory Board and Adopting its Vision Statement for a Sustainable Regional Water Supplv Scott Harder, Environmental Financial Group, Inc., presented the Joint Water Commission Water Task Force Final Report and answered questions from the Council. Member Pentel introduced the following resolution and moved its adoption: RESOLUTION 08-51 RESOLUTION DESIGNATING THE CREATION OF A WATER ADVISORY BOARD AND ADOPTING ITS VISION STATEMENT FOR A SUSTAINABLE REGIONAL WATER SUPPLY The motion for the adoption of the foregoing resolution was seconded by Member Shaffer and upon a vote being taken thereon, the following voted in favor thereof: Freiberg, Loomis, Pentel, Scanlon and Shaffer; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and her signature attested by the City Clerk. Approval of Agenda MOVED by Pentel, seconded by Freiberg and motion carried unanimously to approve the agenda of November 18, 2008 as amended: Addition of Call for Administrative Hearing- Appeal of Administrative Citation - Residential Property Maintenance Code - 1805 Independence Avenue North - 12/2/08. Approval of Consent Agenda MOVED by Pentel, seconded by Shaffer and motion carried unanimously to approve the items on the consent agenda as amended: Addition of Call for Administrative Hearing - Appeal of Administrative Citation - Residential Property Maintenance Code - 1805 Independence Avenue North - 12/2/08 and removal of Petition Regarding Little Tot Drop In. Mayor Loomis read the items listed on the consent agenda. Regular Meeting of the City Council November 18, 2008 Page 2 *Approval of Minutes - City Council Meeting - October 21 and November 3.2008 and Council/Manager Meeting - November 10. 2008 MOVED by Pentel, seconded by Shaffer and motion carried unanimously to approve the City Council Meeting minutes of October 21 and November 3, 2008 and Council/Manager Meeting minutes of November 10, 2008 as submitted. *Bills and Claims MOVED by Pentel, seconded by Shaffer and motion carried unanimously to authorize the payment of the City and Housing and Redevelopment Authority bills as submitted. *Minutes of Boards and Commissions MOVED by Pentel, seconded by Shaffer and motion carried unanimously to receive and file the minutes as follows: Planning Commission - October 13, 2008 Human Services Foundation - October 6, 2008 Petition Regarding Little Tot Drop In Council Member Scanlon removed the item in order to add an additional name to the petition. MOVED by Scanlon, seconded by Freiberg and motion carried unanimously to receive and file the petition received November 10, 2008 regarding a little tot drop in. *Authorization to Sign NightCAP Grant Contract Member Pentel introduced the following resolution and moved its adoption: RESOLUTION 08-53 RESOLUTION AUTHORIZING EXECUTION OF GRANT CONTRACT FOR OPERATION NIGHTCAP The motion for the adoption of the foregoing resolution was seconded by Member Shaffer and upon a vote being taken thereon, the following voted in favor thereof: Freiberg, Loomis, Pentel, Scanlon and Shaffer; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and her signature attested by the City Clerk. Regular Meeting of the City Council November 18, 2008 Page 3 *Call for Administrative Hearin~ - Appeal of Administrative Citation - Residential Property Maintenance Code -1805 Independence Avenue North -12/2/08 MOVED by Pentel, seconded by Shaffer and motion carried unanimously to call for an Administrative Hearing on an appeal of the Residential Property Maintenance Code for 1805 Independence Avenue North on December 2,2008 at 6 pm. Announcements of Meetinas An Executive Session will be held immediately following the City Council meeting on November 18, 2008 to conduct the City Manager's performance review. A Bassett Creek Water Management Commission will be held on Wednesday, November 19, 2008 at 11 :30 am at City Hall. Some Council Members may attend the Taste of Golden Valley on November 20,2008 at 5:30 pm at the Golden Valley Country Club. Some Council Members may attend the Bridge Builders meeting on November 22, 2008 at 10 am at the Boy Scout Headquarters. The City Offices are closed on Thursday, November 27 and Friday, November 28,2008 in observance of Thanksgiving. A Special City Council meeting regarding the 2009 Budget will be held on December 1, 2008 at 6:30 pm at City Hall. A Special City Council meeting will be held on December 2, 2008 at 6 pm at City Hall. A City Council meeting will be held on December 2, 2008 at 6:30 pm at City Hall. An Executive Session will be held immediately following the City Council meeting on December 2, 2008 to be updated on a current lawsuit. A Special City Council meeting regarding the Reconvened 2009 Budget will be held on December 8, 2008 at 6:30 pm at City Hall, if necessary. The Douglas Drive Task Force will meet on December 9,2008 at 7:15 am at City Hall. The next Council/Manager meeting will be held on December 9,2008 at 6:30 pm at City Hall. Regular Meeting of the City Council November 18, 2008 Page 4 Mayor and Council Communications Mayor Loomis informed the public the Bottineau Boulevard alignment now includes an option that comes through Golden Valley and noted that any interested residents may want to check the Hennepin County web site for updated information and public meeting schedule. Mayor Loomis stated she attended the Medicine Lake Total Maximum Daily Load Committee meeting and updated the Council. Mayor Loomis is the representative but the City was requested to name an alternate. Council Member Pentel volunteered to be the alternate. Adiournment The Mayor adjourned the meeting at 7:15 pm.
