Summary
The Douglas Drive Corridor Study, a comprehensive land use and traffic analysis ofthe area
surrounding Douglas Drive, is currently in its second phase. The Study, which commenced in
September, 2008, has identified current and future land uses along the Corridor, predicted
future traffic issues, and involved property owners in a visioning process which helped to
guide planning for the Corridor's future.
The Douglas Drive Corridor Study Advisory Committee was formed to help guide the study
and ensure the community's voice is heard. The Committee is comprised of three City
Council Members, three Planning Commissioners, and four members of City staff. The group,
in coordination with consultants, is currently working to identify opportunities for immediate
safety improvements along Douglas Drive.
Michael Schroeder, associate at LHB, Inc., will lead a presentation which further details past
items in the study, as well as outlines future events.

Based on the projected traffic volumes, we have identified the type of facilny that may be
required in the future. A 3-lane roadway (one through lane in each direction wnh a continuous
shared-left lane) may be sufficient to accommodate the expected traffic volumes on Douglas
Drive north of Duluth Street. A 4-lane roadway with turn lanes may be required to
accommodate the projected traffic volumes on Douglas Drive between Duluth Street and
Golden Valley Road. A 4-lane roadway may be required to accommodate the projected traffic
on the west end of Duluth Street and on Douglas Drive south of Golden valley Road. A 4-lane
divided roadway may be required to accommodate the projected traffic volumes on Duluth
Street near TH-100.

Summary
The City of Golden Valley received a grant to undertake a planning study of the Douglas
Drive Corridor. Although the study has not been completed, the grant administrator, Transit
for Livable Communities (TLC), is now considering funding to implement recommended
elements of the initial corridor studies. This second phase will be done through a more
informal process whereby TLC works with the grantee to identify strategies to implement
improved pedestrian, bike and transit connections. TLC staff is seeking informal proposals to
discuss with the TLC Board in March and April and met with city staff to discuss options.
As the amount of funding is limited and the needs are extensive, TLC staff suggested
implementing limited or interim strategies to improve the existing conditions on Douglas
Drive. This memorandum reviews identified options so the City Council can determine if it
supports submitting an informal proposal for consideration.
The proposed improvements include:
. Install a three-lane section on Douglas between Medicine Lake Road and Golden
Valley Road. Informal discussions with Hennepin County staff suggest that there
would be three 11-foot lanes and two 5.5-foot bike lanes. County staff has indicated
that an overlay or sealcoat would be required in order to allow for the removal of
existing paint and restriping and to mitigate seams in the bike lane.
. Construct a 6 to 8-foot asphalt sidewalk on the east side of Douglas between Golden
Valley Road and Duluth Street. Staff would work with Xcel to relocate polls as
necessary. The sidewalk may be located east of the polls to keep the poll relocation
costs down. The grant would not fund the acquisition of easements, so effected
property owners would need to dedicate the easement for this component to occur,
unless the Council can identify local matching funds to purchase easements.
. Improve the sidewalk on the west side of Douglas Drive where ADA requirements are
not met. This would require securing a rights-of-entry or temporary construction
easements.
. Construct a 1 Q-foot multiuse trail on the east and/or west side of Douglas between
Golden Valley Road and the new Luce Line Trail. Golden Valley staff does not support
a three-lane section on this portion of Douglas, so TLC may allow a multiuse trail,
which they generally do not support. Once again the City would have to secure
easements.
Staff considers some of these improvements as temporary in nature. Land use studies
related to the Corridor Study indicate that the long-term land uses would best be served by a
four-lane road with median between Duluth and Golden Valley Road. However as land use
changes will evolve over an extended period of time, staff believes that the three-lane
roadway in this area would serve the community well for ten or twenty years.
If the Council supports pursuing TLC non-motorized transportation grant funding the following
steps would be necessary. Staff believes that submission of at least a letter of intent by the
TLC Board Meeting on March 3 would enhance the likelihood of receiving funding.
1. Direct the Corridor Study consultants to prepare concept plans and preliminary cost
estimates for the proposed improvements.
2. Direct staff to contact property owners on the east side of Douglas Drive regarding
their support for the project and willingness to grant sidewalk easements.
3. Prepare a proposal for TLC consideration.

Summary
In 2008 the Council asked the Connection Project to develop a process to highlight citizen
volunteer efforts that enhance the community. Connection Project Board Member Helene
Johnson reported on the Board's recommendations at the October Council/Manager Meeting.
Based on Council feedback at that meeting the Board has refined its recommendations and is
now ready to proceed with promoting and processing award nominations. The following is a
summary of the proposed process and anticipated expenditures, which would be part of the
City Council budget.
Process
Nominations could be made at any time but would be reviewed by the Connection Project
quarterly. The focus would be on a person or group that lives, works or plays in Golden
Valley and promotes others to be involved in one of the Envision categories:
Development, Transportation, Community Engagement, Environment, Recreation and
Government.
The Board would recommend awardees to the Council, which would present awards at a
Council Meeting. The award would consist of a certificate outlining the nature of
community activity, mounted on a plaque. A wooden plaque, displayed in City Hall, would
have engraved metal plates listing each awardee. Copies of the certificates for recent
awardees which highlight specific VISI activities would be displayed at City Hall.
Budget
It is anticipated that the central plaque with engraved plates would have a start up cost of
approximately $700 and the annual cost of certificate plaques and metal engraved plates
would be approximately $160.

The Connection Project Board of Directors will review nomina-
tions quarterly and present a GOLDEN VISI to groups and
individuals. Winners will be recognized at Golden Valley City
Council meetings and in City publications.
Nominations are due by the first of the month in February,
May, August, and November for award the following month.
Nominations may come from individuals who live outside the
city, but nominees must either live, work, or play in Golden
Valley. The Envision Connection Project Board members may
solicit and/or submit nominations.

Background
In 2004-2005, Envision Golden Valley encour-
aged the community to dream about how to make
Golden Valley a better place to live, work, and play.
Hundreds ofindividuals contributed ideas and
priorities in six categories-Development, Trans-
portation, Community Engagement, Environment,
Recreation, and Government. These coalesced into
a Vision Guide with two core ideas: "Creatively
Connecting People and Places," and "Inspiring Care
for Community."
The City Council then created the Envision Con-
nection Project to encourage members community
members to take ownership of their aspirations and
implement civic activities, programs, and day-to-
day initiatives that help translate those dreams into
reali ty.
A major part of the Connection Project is the con-
cept of Bridge Builders-folks who through their
own "small sparks" work with others to develop a
sense of community while helping make Golden
Valley better in some way. The Connection Project
Board of Directors knows such activities are already
going in the community. The Envision Award
will acknowledge those who demonstrate this
civic engagement so others in the community can
recognize, appreciate, and emulate them. Whether
it involves organizing neighborhood events, tackling
an environmental challenge, creating a community
group for those sharing a special interest, or spear-
heading efforts for community trails-these are the
people who come together and create an enthusi-
asm that makes things happen.

Summary
Staff would like to discuss the transfer of 2008 general funds (unaudited) to three areas. The
recommendation would be to transfer $300,000 to the Park Improvement Fund, $500,000 to
the Equipment Replacement Fund and $200,000 to Street Debt Service. Each of these
transfers will help stabilize future levies from operations and debt. If the Council supports this
approach a resolution would have to be adopted at the February 17 meeting.
