Regular Meeting
of the
City Council
November 4, 2009
Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of
Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said
City on November 4, 2009 at 6:30 p.m.
The following members were present: Freiberg, Loomis, Scanlon and Shaffer; and the
following was absent: Pentel. Also present were: Thomas Burt, City Manager; Jeannine
Clancy, Director of Public Works; Allen Barnard, City Attorney; and Judy Nally,
Administrative Assistant.
Approval of Agenda
MOVED by Freiberg, seconded by Scanlon and motion carried unanimously to approve the
agenda of November 4,2009 as amended: replacement page for Open Space and
Recreation Commission minutes; Distribution of Bid Tabulation for Council Chambers
Audio, Video, and Control Systems Upgrade; and Addition of Letter from Ron and Sue
Dachel Regarding Discontinuation of Festoon Lighting on Winnetka Avenue.
Approval of Consent Agenda
MOVED by Freiberg, seconded by Shaffer and motion carried unanimously to approve the
agenda of November 4, 2009 as amended: Removal of Quotes - Vertical Benchmark
System, and Addition of Letter from Ron and Dachel Regarding Discontinuation of Festoon
Lighting on Winnetka Avenue.

MOVED by Freiberg, seconded by Shaffer and motion carried unanimously to approve the
City Council Meeting minutes of October 6, 2009 as submitted.

payment of the City bills as submitted.

MOVED by Freiberg, seconded by Shaffer and motion carried unanimously to approve the
solicitor's license for Grassroots Campaigns, Inc.

Quotes - Vertical Benchmark System
Council Member Shaffer requested staff review the benchmark system. Jeannine Clancy
introduced the agenda item and answered questions from the Council. Eric Eckman, Public
Works Specialist, reviewed the vertical benchmark system.
MOVED by Shaffer, seconded by Freiberg and motion carried unanimously to authorize the
re-establishment of the City's vertical benchmark system from the lowest responsible
bidder, Bolton & Menk, Inc. for an amount not to exceed $75,000. The quotes are as

First Consideration - Ordinance #424 - Adoption of Amended State Building Code -
2006 International Mechanical Code and Fuel Gas Code - Continued
MOVED by Shaffer, seconded by Scanlon and motion carried unanimously to approve on
First Consideration, Ordinance #424, 2nd Series. Upon a roll call vote, the vote was as
follows:

Thomas Burt introduced the agenda item and answered questions from the Council.
MOVED by Shaffer, seconded by Freiberg and motion carried unanimously to award the
audio system to the lowest responsible bidder, AVI Systems for $17,949.66; video system
to the lowest responsible bidder, AVI Systems for $57,080.87; and control system to the
lowest responsible bidder, Tierney Bros. for $10,446.99. The quotes are as follows:

Announcements of Meetings
The Douglas Drive Planning Commission/Council Workshop will be held on November 9,
2009 after the Planning Commission, approximately 7:15 pm.
The next Council/Manager meeting will be held on November 10, 2009 at 6:30 pm.
The City Offices are closed on Wednesday, November 11, 2009 in observance of
Veteran's Day.
Some Council Members may attend the Taste of Golden Valley on November 11, 2009 at
5:30 pm at the Metropolitan Ballroom.
Some Council Members may attend the Golden Valley Historical Society meeting on
November 12, 2009 at 7 pm at the Historic Church.
Some Council Members may attend the Golden Valley Library Sculpture presentation on
November 14, 2009 at 2 pm at the Golden Valley Library.
The next City Council meeting will be held on Wednesday, November 17, 2009 at 6:30 pm.
