Strategy: The League of Minnesota Human Rights Commissions will provide proactive leadership and take action on human rights issues in order to achieve its overall purpose and thereby increase human rights for all citizens in Minnesota. Goals, Objectives, Actions Goal 1. The LMHRC leads proactively through collaboration, plans and actions to further Human Rights in Minnesota. • Obiective: Increase the LMHRC Board of Directors' skills for proactive leadership in Human Rights.F. A 1. Assess, define and prioritize skills possessed LMHRC Board Feb 28, 09 and those needed by the LMHRC Board of Education Committee Directors in order to move from reactive to proactive leadership. Based on this assessment, activities 2 and 3 below will be undertaken. 2. Design and schedule a series of skill -building Education Committee March 31, 09 sessions relative proactive leadership to be LMHRC Board given in 30 minute periods at every other LMHRC Meeting. 3. Begin 30 minute skill -building sessions. Education Committee May 30, 09 4. Invite speakers or informants who can broaden Education Committee June 30, 09 the LMHRC understanding of human rights LMHRC Board issues identified in the annual plan once per quarter. 5. Design and deliver one major workshop Education Committee June 30, 09 • per year devoted to the acquisition of a LMHRC Board skills necessary to increase proactive leadership. 5. Schedule the same roster of actions to LMHRC Board Dec 09, Dec 10 • increase LMHRC Board of Directors' skills for Education Committee Annual Calendar proactive leadership in years 2010 and 2011 Goal 2: Establish permanent staffing to support leadership by the League of Minnesota Human Rights Commissions Objective: Secure funding for and hire a .50 FTE Executive Director to support the League Of Minnesota Human Rights Commissions in accomplishment of its Overall Purpose, Strategy, Goals, Objectives and Actions. Write the qualifications, Force compensation and benefits schedule. Differentiate duties of the Executive Director from President of the LMHRC. Goal 3: Assist local commissions and commissioners to strengthen Human Rights in their communities through proactive plans and actions. Objective: Link towns, cities and country human rights commission in Minnesota through common activities that foster skill development and broader understanding of Human Rights especially for protected groups. ctions: Responsibility Com letio 1. Host meetings with each local human LMHRC • rights commission in Minnesota, including Executive Director Janary 30, 2010 towns, city and country elected officials, to • review selected human rights issues, identify commissions and commissioners' needs by priority and opportunities for LMHRC assistance. 2. Host an annual meeting with the Comissioner LMHRC of Human Rights, staff from the UMN Human Executive Director Rights Department and other agencies to identify ways to cooperatively promote and advocate the Minnesota Human Rights Act. 3. Based on input from the 07 Minnesota Depart- LMHRC ment of Human Rights Survey, and information Executive Director from commission meetings around the state, and other agencies, produce a three-year action plan to assist commissions and their members. 4. Share the LMHRC three-year action plan LMHRC with commissions who participated in planning Executive Director meetings and the MN Human Rights Dept. Invite comments, finalize the plan. 5. Design and deliver a series of six regional LMHRC is meetings to determine how human rights Executive Director commissions plan to collaborate in geographical HRCs in six geographical areas on a jointly determined issue/s. Secondly, areas determine how the LMHRC will support their effort. 6. Establish or re-establish a minimum of one new LMHRC or revived commission in a town, city of county in Minnesota each year as a result of meetings with local commissions and commissioners. 7. Finalize the foundational materials to be used LMHRC by the LMHRC in training and supporting Human rights Commissions throughout the State; establish a budget so that guidebooks, procedures, models, reports, resources and information are distributed and used in a variety of settings. This will be especially important in the face of a severe, continuing economic downturn. The need and opportunity for new actions should not be satisfied by activities that are already well Defined but should be used as a platform for new methods of promoting human rights. Goal 4: LMHRC will increase organizational transparency and accountability Objective: Adoption of permanent organizational structures to improve accomplishment of proactive planning and action for human rights in Minnesota ctions: Responsibility Com letio 1. Tie the annual action plan to the agenda of agenda of each monthly board meeting to determine progress and success. 4. Hold one training workshop each year on the responsibilities of the Board. 5. Establish working committees within LMHRC with job descriptions, authority, and responsibilities. Institute a schedule for committees to complete their work. 6. Write job descriptions, authority level, and responsibilities for all officers of LMHRC. 7. Establish procedures for grant implementation, reporting and administration, along with fiduciary responsibility for all funding. This grant was written for the purpose of increasing the capacity of the above Human rights Commissioners' skills and leadership capabilities through: Increase knowledge base and understanding of various cultures within our communities; Improve capacity to communicate and engage with the various cultures; Increase the commissions' ability to engage community in public discourse of human rights; Identify future opportunities for the five commissions to collaborate on outreach/engagement and response. Stat. 363A.36 may affect you and your ability to bid on state purchases: Vendors who intend to bid on any purchases or contracts exceeding $100,000 and have had on any single working day in the past year more than 40 employees in Minnesota, must apply for a Certificate of Compliance from the Minnesota Department of Human Rights. State agencies cannot accept bids or proposals on purchases or contracts exceeding $100,000 from Minnesota vendors unless the Commissioner of Human Rights has received the vendor's affirmative action plan for the employment of minority persons, women, and qualified disabled individuals. State agencies cannot make awards exceeding $100,000 to Minnesota vendors unless the Commissioner of Human Rights has approved the vendor's affirmative action plan and issued a certificate of compliance to the vendor. Vendors who do not have more than 40 employees in Minnesota, but who do have more than 40 employees in the state in which their principal place of business is located, will be required to certify that the business is in compliance with federal affirmative action requirements in order to receive awards exceeding $100,000.
