Regular Meeting
of the
City Council
April 20, 2010
Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of
Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said
City on April 20, 2010 at 6:30 pm.
The following members were present: Freiberg, Loomis, Pentel, Scanlon and Shaffer. Also
present were: Thomas Burt, City Manager; Jeannine Clancy, Director of Public Works;
Allen Barnard, City Attorney; and Judy Nally, Administrative Assistant.
Approval of Agenda
MOVED by Pentel, seconded by Freiberg and motion carried unanimously to approve the
agenda of April 20, 2010 as amended: addition of Proclamation for the 50th Anniversary of
the Golden Valley Veterans of Foreign Wars Post 7051 and Request Hennepin County
Board Provide Public Safety Dispatch Services.
Approval of Consent Agenda
MOVED by Pentel, seconded by Shaffer and motion carried unanimously to approve the
agenda of April 20, 2010 as amended: removal of Participation in Hennepin County 'Step
To It Challenge'; addition of Proclamation for the 50th Anniversary of the Golden Valley
Veterans of Foreign Wars Post 7051 and Request Hennepin County Board Provide Public
Safety Dispatch Services.

Meeting - April 13, 2010
MOVED by Pentel, seconded by Shaffer and motion carried unanimously to approve the
City Council Meeting minutes of April 7, 2010 and Council/Manager Meeting minutes of
April 13, 2010 as submitted.
*Approval of Check Registers
MOVED by Pentel, seconded by Shaffer and motion carried unanimously to authorize the
payment of the City bills as submitted.
*Minutes of Boards and Commissions
MOVED by Pentel, seconded by Shaffer and motion carried unanimously to receive and
file the minutes as follows:

*Authorization to Sian Aareement with SEH for 2010 Watermain Rehabilitation
Proiect
MOVED by Pentel, seconded by Shaffer and motion carried unanimously to authorize the
City Manager sign the agreement with SEH for rehabilitation of the City's trunk watermains
on Boone Avenue and Legend Drive, for an amount not to exceed $157,600.
Participation in Hennepin County 'Step To It Challenae'
Council Member Pentel highlighted the Step To It Challenge.
MOVED by Pentel, seconded by Freiberg and motion carried unanimously to support the
2010 'Step To It Challenge' by allowing staff to work with Hennepin County to participate in
and promote the challenge.
*Authorization to Sian Amended Cooperation Aareement for the Metropolitan
Council Family Affordable Housina Proaram
MOVED by Pentel, seconded by Shaffer and motion carried unanimously to authorize the
Mayor and City Manager to sign the Amendment to Cooperation Agreement - Metropolitan
Council Family Affordable Housing Program.
*Receipt of March 2010 General Fund Budaet Report
MOVED by Pentel, seconded by Shaffer and motion carried unanimously to receive and
file the March 2010 General Fund Budget Report.
*Proclamation for the 50th Anniversary of the Golden Valley Veterans of Foreian
Wars Post 7051
MOVED by Pentel, seconded by Shaffer and motion carried unanimously to adopt the
Proclamation for the 50th Anniversary of the Golden Valley Veterans of Foreign Wars Post
7051.
*Request Hennepin County Board Provide Public Safety Dispatch Services
Member Pentel introduced the following resolution and moved its adoption:
RESOLUTION 10-26
RESOLUTION REQUESTING THAT THE HENNEPIN COUNTY BOARD PROVIDE
PUBLIC SAFETY DISPATCHING SERVICES TO THE CITY OF GOLDEN VALLEY
The motion for the adoption of the foregoing resolution was seconded by Member Shaffer
and upon a vote being taken thereon, the following voted in favor thereof: Freiberg,
Loomis, Pentel, Scanlon and Shaffer; and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted, signed by the Mayor
and her signature attested by the City Clerk.

Public Hearing - Ordinance #437 - Approval of Conditional Use Permit 127 - 2420

The following ordinance was MOVED by Pentel, seconded by Freiberg:

Joe Hogeboom, City Planner, introduced the agenda item and answered questions from
the Council.
The Mayor opened the meeting for public input and persons present to do so were
afforded the opportunity to express their views thereon. Hearing and seeing no one, the
Mayor closed the public hearing.
MOVED by Pentel, seconded by Freiberg and motion carried to approve Ordinance #437,
2nd Series as amended: Condition #2 to read: No motor vehicles for sale shall be parked
on City streets at any time. Upon a roll call vote, the vote was as follows:

Authorizing Issuance and Sale of: $3,915,000 General Obligation Improvement
Bonds, Series 2010A and $685,000 General Obligation Equipment Certificates of

Member Shaffer introduced the following resolution and moved its adoption:

Announcements of Meetinas
Some Council Members may attend the Golden Valley Women's Club Spring Fundraiser
on April 24, 2010 at 11 am at the Sheraton West.
Golden Valley VFW Post 7051 is celebrating their 50th Anniversary on April 24,2010 from
noon to 3 pm.
Some Council Members may attend the Neighborhood Safety Meeting on April 26, 2010
beginning at 7 pm at Sabes Jewish Center.
Some Council Members may attend the Solid Waste Panel on April 26, 2010 at 7 pm.
The next City Council meeting will be held on May 4, 2010 at 6:30 pm.
The Bike Rodeo will be held on May 5, 2010 from 6 to 8 pm at the Golden Valley City Hall.
Some Council Members may attend the Rotary Gala on May 7,2010 at 6 pm at the Golden
Valley Country Club.

Announcements of Meetings - Continued
The Golden Valley Historical Society will meet on May 13, 2010 at 7 pm at the Golden
Valley Historic Church.
Some Council Members may attend the Optimist Gala on May 13, 2010 at 6:30 pm at the
Golden Valley Country Club.
The Golden Valley Days Art & Music Festival will be held on May 22-23, 2010.
The Memorial Day Parade will be held on May 31, 2010 at 10: 15 starting from Seeman
Park.
Mavor and Council Communications
Mayor Loomis and Council Member Shaffer updated the Council on the meeting that they
attended with City staff and Hennepin County Commissioner Steinglein regarding providing
dispatch services.

The Mayor adjourned the meeting at 7:25 pm.
