Regular Meeting
of the
City Council
May 4,2010
Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of
Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said
City on May 4, 2010 at 6:30 pm.
The following members were present: Freiberg, Loomis, Pentel and Scanlon; and the
following were absent: Shaffer. Also present were: Thomas Burt, City Manager; Jeannine
Clancy, Director of Public Works; Allen Barnard, City Attorney; and Judy Nally,
Administrative Assistant.
Approval of Agenda
MOVED by Pentel, seconded by Freiberg and motion carried unanimously to approve the
agenda of May 4, 2010 as submitted.
Approval of Consent Agenda
MOVED by Freiberg, seconded by Scanlon and motion carried unanimously to approve the
agenda of May 4, 2010 as amended: Removal of Authorization to Sign Agreements for
2010 Pavement Management Program Sanitary Sewer Repair Program.

MOVED by Freiberg, seconded by Scanlon and motion carried unanimously to approve the
City Council Meeting minutes of April 20, 2010 as submitted.

the payment of the City and Housing and Redevelopment Authority bills as submitted.
*Fireworks Permit - Americana Fireworks Display Company for Golden Valley
Days Art & Music Festival
MOVED by Freiberg, seconded by Scanlon and motion carried unanimously to approve the
fireworks display permit for Americana Fireworks Display Company to discharge aerial
fireworks at the Golden Valley Days Art & Music Festival on Friday, May 21, 2010 or on the
rain date of Saturday, May 22, 2010.

American Legion for Golden Valley Days Art & Music Festival
MOVED by Freiberg, seconded by Scanlon and motion carried unanimously to approve a
temporary nonintoxicating malt liquor license for the Chester Bird American Legion on
behalf of the Golden Valley Days Art & Music Festival on Saturday, May 22, 2010 from 1 to
9:30 pm at the City campus.

solicitor's license for KLMN Readers Services Inc.
*Gambling License Exemption and Waiver of Notice Requirement - Children's

MOVED by Freiberg, seconded by Scanlon_and motion carried unanimously to receive and
file the gambling license exemption and approve the waiver of notice requirement for
Children's HeartLink.

Authorization to Sign Agreements for 2010 Pavement Management Program Sanitary
Sewer Repair Program
Council Member Pentel had questions about residents contacting companies to perform
the sewer repair. Jeannine Clancy answered questions from the Council.
MOVED by Pentel, seconded by Freiberg and motion carried unanimously to authorize
entering into Master Agreements for the 2010 PMP Sanitary Sewer Repair Program with
the following companies: Gene's Water and Sewer, Highview Plumbing, Minneapolis
Suburban Sewer and Water and Ouverson Sewer and Water.
*Approval of Requests for Beer andlor Wine at Brookview Park
MOVED by Freiberg, seconded by Scanlon and motion carried unanimously to approve the
requests for beer and/or wine at Brookview Park as recommended by staff.

Member Pentel introduced the following resolution and moved its adoption:

RESOLUTION AUTHORIZING THE PUBLICATION OF A NOTICE OF PUBLIC
HEARING AND ESTABLISHING THE DATE FOR A PUBLIC HEARING TO BE HELD
ON BEHALF OF LOCAL GOVERNMENT INFORMATION SYSTEMS (LOG IS)
The motion for the adoption of the foregoing resolution was seconded by Member Scanlon
and upon a vote being taken thereon, the following voted in favor thereof: Freiberg,
Loomis, Pentel and Scanlon; and the following was absent: Shaffer; and the following
voted against the same: none; whereupon said resolution was declared duly passed and
adopted, signed by the Mayor and her signature attested by the City Clerk.
Announcements of Meetings
A Special Council/Manager Meeting will be held immediately following the City Council
Meeting on May 4, 2010.
The Bike Rodeo will be held on May 5, 2010 from 6 to 8 pm at the Golden Valley City Hall.
Some Council Members may attend the Rotary Gala on May 7,2010 at 6 pm at the Golden
Valley Country Club.
Some Council Members may attend the Bottineau Boulevard LRT Update Presentation on
May 11, 2010 at City Hall.
The next Council/Manager Meeting will be held on May 11, 2010 at 6:30 pm.
Some Council Members may attend the Optimist Gala on May 13, 2010 at 6:30 pm at the
Golden Valley Country Club.
The Golden Valley Historical Society will meet on May 13, 2010 at 7 pm at the Golden
Valley Historic Church.
The Step To It Challenge starts on May 17, 2010.
The Council will hold Board/Commission interviews on May 18, 2010 at 6 pm.
The next City Council meeting will be held on May 18, 2010 at 6:30 pm.
The Golden Valley Days Art & Music Festival will be held on May 21-23,2010.
The Memorial Day Parade will be held on May 31,2010 at 10:15 starting from Seeman Park.
