RES LUTION ESTABLISHING THE CITY HALL FACILITY USE POLICY
WHER AS, the City of Golden Valley, Minnesota, owns and operates City Hall,
which houses number of meeting rooms that can and are used to hold meetings and
other special vents; and
WHER~AS, the City frequently receives requests from non-City entities to use those
meeting room ;and
WHEREAS, the City allows use of its meeting rooms by non-City entities; and
WHER~AS, City business is a priority so coordination of facility use is important to
balance facilit use for City business and non-City use; and
WHER~AS, use of the City Hall meeting rooms would work most effectively and
fairly by establishing uniform procedures for application and authorization of their use;
NOW, I~HEREFORE, BE IT RESOLVED, by the City Council for the City of Golden
Valley, as foll ws:
Section 1. Policy for Public Use of City Hall Meeting Rooms
The Cit Council hereby adopts the City Hall Facility Use Policy attached hereto as
Exhibit ,establishing and outlining the procedures and authorization for use of City
Hall Fa ilities; and
Section 2. Authorization to Implement Policy
City sta are hereby authorized to take all steps necessary to successfully
implem nt and enforce the City Hall Facility Use Policy; and
Section 3. Severability
If any s ction, sentence, clause or phrase of this resolution and/or policy should be
held to a invalid or unconstitutional by a court of competent jurisdiction, such
invalidi or unconstitutionality shall not affect the validity or constitutionality of any
others ction, sentence, clause or phrase of this resolution; and
Section 4. Ratification
Any act consistent with the authority and prior to the effective date of this resolution
is here y ratified and affined; and
Section 5. Effective Date
This re olution shall be effective immediately upon passage by the Golden Valley
City Co ncil.

City Hall Facility Use Policy
Certain Golden Valley City Hall facilities (City Council Chambers and Council Conference
Room) are available for public use based on the following guidelines. Note: Other City-
owned facilities at Brookview Community Center are available for rent through the Golden
Valley Park and Recreation Department.
Priority of Use
City meetings and City-sponsored activities have priority, as ordered below, for City Hall
facility use.
1. Golden Valley City Council meetings or City Advisory Board and Commission meetings
2. Golden Valley City staff meetings
3. Other governmental entities
4. Golden Valley non-profit organizations
In the case of emergency City meetings, groups will be given a minimum of 12 hours notice
of the cancellation of their reservation.
Reservations
1. City Hall facilities are available for reservation from 8 am to 4:30 pm Monday through
Friday. An exception will be made for Golden Valley League of Women Voters
Candidate Forums, which are broadcast live from City Hall in the evening and will be
staffed by City employees.
2. Reservations for City Hall facilities will be taken on a first come, first served basis and
are subject to City Manager's Office staff approval. Subject to the following:
a. All booking groups must submit a City Hall Facility Use Request Form available by
contacting the City Manager's Office at 763-593-8006.
b. Public use of City Hall facilities shall not interfere with the daily routine of any City
activity or operation.
c. The City Manager or designee has the sole discretion to approve/disapprove the use
based on the best interests of the City of Golden Valley.
3. City Hall facilities are closed on all designated City holidays.
Fees/Deposits
1. Groups may use available City Hall facilities at no charge during the regular days and
hours City Hall is open.
2. A refundable $50 deposit may be required within 24 hours of submitting a City Hall
Facility Request Form. If applicable, the deposit shall be refunded to the group within 14
days after use of the facility. Repeat groups in good standing may have the deposit
waived upon City Manager or designee approval. Groups failing to submit payment
according to invoice conditions will be denied future use of City Hall facilities.
Facility Use
1. All meetings and events must conclude and participants must vacate the building by the
time specified on the application.
2. Nothing shall be attached in any way to the walls, doors, floor, ceiling, windows, fixtures,
or any other part of the City building.
3. The booking group is responsible for all set-up, takedown, and return of tables, chairs,
and other equipment to their proper locations and for general clean-up and removal of
any debris. Groups that do not return the room to adequate condition will be denied
future use of City Hall facilities.
4. Booking groups wishing to use the audio-visual system in the Council Chambers
(microphones and presentation equipment) must first obtain permission from the City
Manager or designee. The system may only be operated by authorized City staff and a
fee to cover the City's cost may be charged to the booking group.
5. No organization using Golden Valley City Hall facilities, except for City designated
classes, may charge admission, sell products, take donations, or solicit funds on the
City Hall property.
6. Golden Valley City Hall facilities may not be used for private or family events, including
receptions, birthdays, weddings, retirement parties, or memorial services.
7. Golden Valley City Hall facilities cannot be used by any political organization (or for
fundraising activities or commercial use.)
8. Booking organizations not affiliated with the City are prohibited from issuing publicity for
any meeting that states or implies City sponsorship. Neither the name nor the address
of the Golden Valley City Hall may be used as the official address/headquarters for any
organization without prior approval of the Mayor and Council.
9. No smoking, alcoholic beverages, guns, weapons, (exception -police officers),
flammable, toxic, hazardous materials, or illegal substances are allowed on premises.
10. No cooking is permitted. Food and beverages may be allowed in specified areas upon
prior approval by the City Manager or designee, and a damage deposit may be
required.
11. Failure by the booking organization or its individual members to obey any city employee
or representative regarding issues of policy or public safety will result in suspension of
booking privileges.
Liability
1. Meeting room facilities are the responsibility of the person named on the reservation as
"Contact." The booking group shall be responsible for any and all damage to the City's
premises and property and shall be responsible for all actions, behavior, and damages
caused by their guests/attendees.
2. The City of Golden Valley assumes no responsibility whatsoever for any property placed
in the meeting rooms in connection with a meeting; and the City of Golden Valley must
be expressly released and discharged from any and all liability for any loss, injury, or
damage to persons or property which may be sustained by reason of a meeting.
3. Property left in meeting rooms for an extended period of time, more than 30 days from
the date of use, shall be deemed abandoned and become the property of the City of
Golden Valley to dispose of at its discretion.
4. The City is not responsible for accidents, injury, illness, or loss of group or individual
property.
5. In consideration for the use of the meeting room, users agree to:
• pay for all damages to any property of the City of Golden Valley resulting directly or
indirectly from the conduct of any member, officer, employee, agent, child, or guest
of the group
• hold harmless the City of Golden Valley from and against any and all liability which
may be imposed upon them or either of them for any injury to persons or property
caused by the organization or any person connected with the meeting.

document at their October 25 meeting and the draft minutes are attached. The document will
be presented at the December 7 Council Meeting for approval. After approval, the document
will be bound and distributed.

3. Presentation of Capital Improvement Program 2011-2015 -Sue Virnig, City
Finance Director
Sue Virnig, Finance Director, explained that the Planning Commission reviews the
proposed Capital Improvement Program (CIP) because it is an appendix in the City's
Comprehensive Plan. She explained the various sections in the CIP and stated that the
City Council has reviewed the document once already and they will be reviewing it
again in November.
Eck referred to the golf course section and asked how the interest earnings estimates
were figured. Virnig explained that the money is pooled and the interest earnings are
distributed based on the average cash balance for the year. She noted that the numbers
are evaluated every year.
Eck referred to the Park Improvement Fund and asked if the Hennepin County sports
grant revenue is ongoing. Virnig stated that the City received a sports grant from
Hennepin County and it is only a one year program to make improvements to the Little
League fields near Honeywell.
Kluchka asked Virnig to highlight any major changes in this document. Virnig stated that
one change is that the City no longer has Valley Square tax increment. She explained
another change is that the Douglas Drive project has been put in the CIP because the
franchise fee ordinance has been approved.

Kluchka asked what impact the current economy has had on this five-year plan. Virnig
stated that the size of the 2011-2012 Pavement Management Program has been
reduced and extended over a longer period of time. She added that the City is also
trying to stay level on its equipment replacement costs.
Waldhauser referred to the state aid fund shown on page 13 and asked why the
balance is carried at such a high level. Virnig stated that the fund builds up until there is
money to fund various projects.
Eck referred to the franchise fee recently approved and asked why it is being applied to
Excel and not to Centerpoint. Hogeboom stated that the main purpose of the fee is to
bury Excel's power lines in order to make room for improved sidewalks. Kluchka added
that it is also a convenient tool to raise revenue to pay for the long term project.
Waldhauser asked about the project planned for Scheid Park in 2014. Virnig explained
that the Scheid Park project has been delayed several times because there is a house
that would have to be removed.
Waldhauser referred to the funds regarding playground equipment, paths, benches,
shelters, etc. and asked if the budget is shifted as the demographics of the community
change and many playgrounds get less use. Virnig explained that a lot of the
playground equipment replacement projects have been delayed and that the
demographics and use are considered by staff and the Open Space and Recreation
Commission before equipment is replaced.
Cera referred to the demolition of two buildings on Xenia Avenue shown on page 94. He
asked if the City will tear down the buildings. Virnig explained that the City will tear down
the buildings once there is a payment plan agreement with the property owner in place.
Waldhauser referred to the expenses for wetland restorations and said she assumes
the expenses listed in the CIP are for ponds or treatment areas that are owned by the
City. Virnig said yes and referred to the explanation on page 15.
Kluchka asked how the projects in the CIP are prioritized. Virnig said the projects are
prioritized by staff and by the City Council based on need, safety concerns and the
impact on taxpayers.
MOVED by Kluchka, seconded by Eck and motion carried unanimously to recommend
approval of the 2011-2015 Capital Improvement Program as it is consistent with the
Comprehensive Plan.

Summary
Staff would like feedback to the 2011 Master Fee Schedule. The 2011 Master Fee Schedule
will be heard for first consideration at the November 16, 2010 City Council Meeting with
second consideration on December 7, 2010. The schedule shows the 2010 rate and a new
rate in 2011 if changed. The utility rates will be effective for any billing after April 1, 2011.
