UntitledPOLICE CIVIL SERVICE COMMISSION 1GOW Q 7800 Golden Valley Road —Golden Valley, MN 55427 VallPIT �/ MEETING Thursday, July 22, 2010 —1:00 PM Public Safety Building Conference Room MINUTES Call to Order Attendance/Roll Call The meeting was called to order by Chair Tanick at 1:10 PM. Present at the meeting were Commissioners Gloria Kumagai and Ben Peterson; Police Chief Stacy Altonen, Commander Nate Gove and Administrative Assistant Amanda Johnson. Approval of Minutes of February 1, 2010 Commissioner Peterson moved to approve the meeting minutes of February 1, 2010 as distributed; seconded by Commissioner Kumagai. The minutes were unanimously approved. Approval of Promotional Police Officer Eli igibility Re ig ster Chief Altonen advised an eligibility register of nine candidates was established in late 2009. One officer was hired from the register and the remaining candidates failed the background, were hired by other agencies or were recommended for hire with reservations from the psychologist. As a result, Chief Altonen stated the current eligibility register is exhausted with no viable candidates remaining. Commissioner Tanick inquired why the list would be exhausted as opposed to being allowed to expire. Chief Altonen advised the P.D. needs to move forward with filling a current vacancy and may need to initiate a hiring process to fill another vacancy in the next several months. Commissioner Kumagai moved to consider the current Police Officer Eligibility Register exhausted as of 07/22/10; seconded by Commissioner Peterson. The motion was unanimously approved. Chief Altonen stated Matt Boelter is a current Community Service Officer and is eligible for placement on the Promotional Police Officer Eligibility Register. Chief Altonen advised she is seeking approval to place Matt on the promotional register and extend a conditional job offer to him. Commissioner Peterson asked if Matt Boelter completed the steps according to the same approved process and Chief Altonen advised he did. Commissioner Peterson asked if there are any hesitations in recommending Matt Boelter for placement on the register and Chief Altonen stated there are not. Commissioner Kumagai moved to approve the Promotional Police Officer Eligibility Register with Matt Boelter listed as the only candidate with a score of 82; seconded by Commissioner Peterson. The motion was unanimously approved. Police Officer Recruitment/Selection Process Officer Recruitment/Selection Process Report Chief Altonen stated she is seeking approval to initiate a hiring process for lateral candidates in the next several months. Commissioner Peterson asked if it would be used to fill only one vacancy and Chief Altonen stated it could be more than one if vacancies existed. Commissioner Peterson moved to approve initiating a hiring process for lateral candidates in the coming months; seconded by Commissioner Kumagai. Police Civil Service Commission Meeting Minutes July 22, 2010 — Page 2 By Laws Review Chief Altonen advised the commissioner by-laws should be updated so as not to conflict with Data Practices. The current by-laws will be e-mailed to commissioners and proposed revisions will follow in the coming weeks. Other Business Chief Altonen discussed a pending disciplinary matter with Commissioners. Chief Altonen advised Sgt. Jim Roberts has been deployed to Kuwait and will be gone for a year. Officer Danny Pacholke is set to be deployed in February 2011 as part of the same unit.
