The Golden Valley— Crystal — New Hope Joint Water Commission meeting was called to
order at 1:30 pm, in the City of Golden Valley Council Conference Room.

MOVED by McDonald seconded by Norris and motion carried unanimously to approve the
minutes of the April 6, 2011 meeting.
Preview of Mav 11, Tri-Citv Council Meetina
Scott Harder will be contacting the three City Managers about the presentation he wrill
present to the Tri-City Council Meeting. At the Tri-City meeting the JWC Commission will
be asking each Council to adopt a Resolution for a back-up water supply.
Update on studv of JWC 36" Force Main throuah Robbinsdale
Mark Bonestroo gave a preliminary review of the pipe. The JWC Commission will be
contacting the City of Robbinsdale and Hennepin County with regards to options available
in regards to the water main.
EPI Contract for Air Condittoninst Proiect at Golden Vallev Pump House
A contract with EPI in the amount of$9,800 for air control for the Golden Valley Pump
House.
MOVED by McDonald, seconded by Norris, to approve the contract in the amount of
$9,800 from CPI, for contractual services to complete the air conditioning project at Golden
Valley, JWC pump house, the motion carried unanimously.

Pursuant to due call and notice given in the manner prescribed by Section 3.01 of the City
Charter, the Tri-City Council Meeting was held at 6:35 p.m. on Wednesday, May 11, 2011 in
the Crystal AB Room at the Crystal Community Center located at 4800 Douglas Drive in
Crystal, Minnesota. Crystal Mayor ReNae Bowman will call the meeting to order.

The)WC 36"Water Transmission Line Evaluation Report is completed and has been reviewed by
the]WC.A meeting was also recently held with Hennepin County and the City of Robbinsdale to
review the Evaluation Report.
The next step is to prepare a feasibility report identifying the preferred option.A preliminary plan
will be prepared identifying the preferred option worldng closely with the affected agencies,
specifically Hennepin County, City of Robbinsdale,and City of Minneapolis. It's likely the
preferred option will result from working closely with the affected agencies based on further
negotiations and cost sharing.We have developed a phased approach recognizing at this point
we are still not certain the effort needed to identify the preferred option.Attached please find the
Fee Proposal which identifies tasks for each phase and is summarized below by each Phase.
Phase I Investigation $32,750
Phase II Preliminary Plans $22,160
Phase III Feasibility Report $9,030
Total $63,940
IYs recommended the proposal be reviewed with the effected agencies to develop a coordinated
approach to the engineering work. We have enjoyed working with JWC on this very important

Subject: Air Conditioning Project at Golden Valley Pump House
The Joint Water Commission (JWC) 2011-2015 Capital Improvement Program includes
$30,000 in 2011 for an air conditioning project at the Golden Valley JWC pump house.
At the May 4, 2011 meeting, the JWC approved entering into a contract with
Environmental Process Inc. (EPI) to develop options, prepare construction documents
for mechanical and building modifications, and complete construction project
management for a total cost of$9,800 plus an estimated $600 for reimbursable
expenses.
In order to complete the air conditioning project by mid-July, Golden Valley staff is
requesting authorization to complete the air conditioning installation portion of the
project within the estimated budget amount of$30,000 for EPI services and air
conditioning Installation.
Recommended Action
Authorize Golden Valley City Manager to execute contracts for the air conditioning
project at a not to exceed cost of$20,000.
